2 Williamsburg Shopping Center Security Plan Vigilance is your best security Introduction Management generally cannot control access by the law-abiding general public to an open air shopping center such as this one. With a shopping center of this size, on-site security forces are not commonly accepted. Responsibility for identifying and reporting criminal or terrorist activity at the Williamsburg Shopping Center rests with each tenant and its employees. Nevertheless, repeat offenders can be banned from this shopping center with the cooperation of the Arlington County Police. Up until now, this has never been proved necessary. In fact some shopping centers maintain a book of mug shots, so to speak, of individuals banned from the property this too, thankfully, has up to this time been unnecessary. Please read this plan carefully. If you have any questions, contact your property manager or local authorities. Here are some suggestions. Additional Information This booklet is not meant as an exhaustive treatise on security. This booklet cannot cover every conceivable emergency. Please contact the Arlington Police Department should you wish a briefing by a representative of the department. Your insurance company may be able to provide you with additional information regarding how to secure your business or office. You may also wish to visit American Red Cross Centers for Disease Control Public Health Emergency Preparedness 2
3 The Federal Bureau of Investigation Virginia Department of Emergency Management Virginia Health Department Report all suspicious activities on or about the Williamsburg Shopping Center to the authorities immediately. Follow such a report with a report to your property manager (his telephone number is listed at the back of this pamphlet). Create an Emergency Plan for your business and discuss it with your employees. This brochure is no substitute for your own Emergency Plan. Gas Leak If you are served by Washington Gas and smell gas, call Loss of Electrical Power When power is lost at your store check to see if neighboring stores have also lost power. Power loss might only be in your store and due to the tripping of a circuit breaker. Many of our stores have their electric meters co-located in the utility room at the rear of 2918 North Sycamore Street. Be sure to report immediately any downed power lines that you see. Never touch a downed power line. Loss of Water Water meters are located at various locations throughout the Williamsburg Shopping Center. Know where your water meter is. It is possible that in extreme cold weather water service might be cut-off by freezing water meters or at other locations. What Is Suspicious Activity at the Williamsburg Shopping Center? Loitering Persons standing around, possibly serving as lookouts 3
4 Person or persons looking into your business window(s) Strange odors Be extra cautious during the Christmas Holidays when petty crimes increase Unattended packages left at the property Mail that has excessive wrapping a foreign return address and is unexpected excessive postage or no postage a fictitious return address a return address that does not match the postmark packages that are leaking powder or other strange materials or no return address Automobiles left on parking lot overnight Unidentified packages left unattended What your sixth sense tells you is suspicious Do not confront or attempt to arrest someone who you think looks suspicious. Leave this job to our law enforcement officers. Please do not engage in any racial profiling in your assessment of what is suspicious. If you receive any suspicious mail: Don t open it Do not shake it Place it in a plastic bag Wash your hands thoroughly with soap and water Call the Arlington County Police non-emergency number If you have opened the suspicious mail and found any suspicious substance, dial 911 4
5 Terrorism Here? While there can be no guarantees in these troubled times, we do have a few factors in our favor this property is not famous. We have no military-related businesses on site. We don t even house a military recruitment office. In this age of mega-malls, we pale by comparison. No threat against this Williamsburg Shopping Center has ever been received by your property manager. Should a credible threat ever be received, rest assured that it would be reported immediately to the proper authorities. Vigilance is required nonetheless. We need not remind you the Williamsburg Shopping Center is located in a county that houses the Pentagon and the famous Arlington National Cemetery. Emergency Shelter Should local officials tell you to shelter in place, they mean for you to remain indoors. Go to an interior room of your shop or office. While stores numbered 2918 and 2920 are both located beneath 6500 Williamsburg Boulevard, the only true basement at the Williamsburg Shopping Center is located at 6501 North Sycamore Street. At the time of publication, this space is occupied by Action Music. In case of chemical threat, an above ground location is preferable to one beneath as chemicals are heavier than air. Emergency Planning Keep a LIST OF EMERGENCY TELEPHONE NUMBERS for each of your employees should their families need to be contacted Practice your EMERGENCY PLAN with your employees Buy sufficient insurance to compensate you for your losses in an emergency. Evacuation Our local officials may call for an evacuation of those areas subject to the greatest risk. It is important to remain calm. Obey all instructions from our local officials. Turn off water and electricity to your shop or office. Gas should be left on unless local officials tell you otherwise. Each store or office has the proper number of exits required under law. It is the responsibility of each tenant to keep these exit(s) in a state that allows for proper evacuation of the premises. The Arlington County Fire Department makes regular visits to this shopping center in which they may point out violations on tenant s part. Make the corrections the Fire Department instructs you to make. Use common sense. 5
6 Keep entrances and exits free of trash and equipment. Don t store supplies in such a fashion as to block an exit point. Your lives and the lives of your employees may depend on it someday. Tenants are solely responsible for the proper operation and maintenance of their doors, exit signs, security systems, and emergency lighting. Create an EVACUATION PLAN for your business or office. Be sure to select at lease two emergency meeting places. Pick one outside your place of business in case of a sudden emergency. Pick a second meeting place outside of the neighborhood should you be required to leave the area. Tell your employees about it. Pets Prohibited No discussion about pets and emergencies should be necessary except to remind tenants that pets such as cats and dogs may not be kept on the premises of Williamsburg Shopping Center. Emergency Preparations Keep the following on your store or office premises at the Williamsburg Shopping Center: Bottled water Flashlights Batteries Blankets First aid kit(s) Cash Portable radio Canned foods Tenants may wish to create off-site backup data storage. It is up to the sole discretion of tenants whether they wish to purchase and have installed an uninterruptible power supply. Any such installation must be in accordance with any and all County regulations. Be cautious in the use of any portable generator. Gas-powered generators pose a threat of fire and asphyxiation. Landlord does not and is not contemplating installing such a backup power system. Given that each tenant has its own electric meter and system, such a device would, in landlord s judgment, be impracticable. 6
7 Making Financial Preparations Install safety equipment in your store and office such as smoke detectors. This is not the responsibility of landlord or property management. Secure large items that might fall and cause damage in a storm or other emergency. Conduct an inventory of your business assets on this site. Make a written record of this inventory. Keep originals of all important business records in a safe place. Photograph your premises. Keep receipts and cancelled checks for all your important purchases. Alarms Landlord does not provide any alarm system for this property, either individual or central. Installation of intrusion and other alarms are at the discretion of each tenant subject to applicable lease provisions. Arlington County Business Owners may register online their alarms with the County for a $30.00 fee.
