1 UCL Fire Safety Technical Note - TN007 Fire Safety Technical Note 1.0. Deaf Texting System HEARING IMPAIRED PERSONS - FIRE ALARM WARNING (DEAF TEXTING FACILITIES) 1.1. We have seen increasingly, that deaf or hard of hearing people principally communicate using their smart phones. Therefore, we provide direct fire alarm information to an individual s mobile phone and without the need for users having to carry a pager device as well as their smart phone. We no longer provide or support deaf paging equipment or technology at UCL. We use Deaf Messaging System (DMS) or Hearing Fire Alert System (HFAS) fire safety products that informs deaf or hard of hearing people (which can be utilised by others such as Residence Wardens / Staff / Maintenance) with Text alerts Deaf Messaging System (DMS) - How Does it work? The system allows deaf and hard of hearing people freedom to move around buildings without worry of missing an emergency by being alerted when the fire alarm sounds. (a). Stage 1 - Sign Up: Local signage informs users about DMS/HFAS and gives them the number to text and location code to put in that text; User (staff, student or visitor) sends a text with the location code to the DMS number (UCLDMSxxx to ); User (staff, student or visitor) sends a text with the location code to the HFAS number (UCLxxxxxx to ); The user is sent a text by the server to let them know they are connected to DMS/HFAS for that location; Date Last Amended: Rev 4 / Aug Issued by - Fire Safety Manager, UCL Estates, Gower Street, London, WC1E 6BT - This guide is to be regarded as a general statement of requirements and is in addition to relevant British Standards or any other instructions received from the Local Fire or Building Control Authorities.

2 UCL Fire Safety Technical Note - TN007 (c). Stage 2 - When the Fire Alarm Sounds: Users connected to the specific location receive a Fire text advising them to evacuate. To stop all SMS text the word STOP to the DMS/ HFAS number. (d). Maintenance Weekly Fire Alarm Test - the DMS/HFAS sends a text to a server to check everything is OK. If this text is not received, Alarmscom will notify UCL; There is procedure for engineers to carry out Fire Alarm tests without transmitting the text but as this is optional users may still receive the message during testing; (e). The individual building code and text number are published on local posters in addition to the UCL Fire Safety Web site under Tech Note TN Other Products to Assist Deaf and Hard of Hearing Staff & Students Residences / Sleeping Accommodation: Deafgard Product In the event of a fire emergency in Student Residences and sleeping deaf or hard of hearing people will not be able to hear the fire alarm. Deafgard is a moveable wire-free, acoustically triggered bedside unit that incorporates a high-intensity strobe and a connected vibrator pad, that when placed under the pillow, vibrates to wake the sleeper upon the fire alarm sounding. A flashing strobe and LCD provide visual indication that the fire alarm is sounding, allowing the individual to leave their room to a place of safety.
