2 Consumer products Swimming pools The CEN Technical Board created CEN/TC 402 Private Swimming Pools (resolution BT 10/2010) with the scope of standardization in the field of private family swimming pools and related materials/equipment and accessories, including in-ground pools, aboveground pools, kit swimming pools, spas equipment, used for residential/domestic purposes. The first meeting of CEN/TC 402 will be in Paris (AFNOR) on 7 th September. Cigarettes Reduced Ignition Propensity (RIP) cigarettes are those that self-extinguish when not actively smoked. Mandate M/425 relating to fire safety requirement for cigarettes requests CEN to develop a European Standard(s) that satisfy the safety requirement laid down in Decision 2008/264/EC: No more than 25% of a batch of cigarettes specimens to be tested shall burn through their whole length. The European Standard(s) should include both: The fire safety requirement; A suitable test method to determine whether the specimens tested fulfill the requirement. The standard comprising the test method, pren ISO Standard test method for measuring the ignition propensity of cigarettes, is currently submitted for parallel Formal vote until 17 th August. The recently created CEN/TC 401 Project Committee - RIP Cigarettes has developed the draft European Standard comprising the safety requirement, pren for which the UAP is launched (closing 15 th October). 3 Energy Energy audits The CEN and CENELEC Technical Boards agreed to create CEN/CLC JWG 1 Energy Audits in Following its first meeting the JWG decided to develop on a European Standard on Energy Audits in four parts: Part 1: General Part 2: Buildings Part 3 Processes Part 4 Transportation Work is well advance on Part 1 dealing with requirements common to all energy audits and the JWG is beginning to consider Parts 2, 3 and 4, which will deal separately with the particular requirements of audits in buildings, industrial processes and transport operations. JWG 1 is inviting CEN and CENELEC members to appoint experts from the transport sector in order to contribute to the development of Part 4. Nominations of experts or requests for further information should be sent to the JWG 1 Secretary, David Hyde of BSI ( david.hyde@bsigroup.com). Sector Forum The latest CEN/CENELEC Sector Forum Energy Management meeting took place in Brussels in June. During the meeting, Scott Brockett of the European Commission s DG Climate Action gave information on the geological storage of carbon dioxide and the latest developments in relation to carbon capture and storage (CCS) (Directive 2009/31/EC). The Commission is currently carrying out a stakeholder consultation on draft guidance documents, including issues such as carbon dioxide storage life-cycle approach to risk management or specific approaches to key stages of the storage life cycle (selection of the storage site, composition of the CO2 stream...) Following the presentation and an exchange of views among the participants, the Sector Forum decided to set up a working group to analyse standardization needs in relation to CCS. A call for experts for this working group will soon be launched. The next meeting of the Sector Forum will take place in Brussels on 9 th December. CEN Sector News August
4 Guarantees of origin and energy certificates The first meeting of the CEN/CLC JWG 2 Guarantees of origin and energy certificates took place in Brussels in June. The Joint Working Group approved the creation of a liaison with the Association of Issuing Bodies (AIB) and discussed its work programme. Tom Howes of the European Commission (DG ENER) made a short presentation on the Commission view on the CEN-CENELEC work and its link with the Directive 2009/28/EC on the promotion of the use of energy from renewable sources. The next meeting of CEN/CLC JWG2 will take place on 10 th September in Brussels. 5 Environment Training Following sessions at LST (Lithuania), DS (Denmark) and NSAI (Ireland) Bénédicte Delloye of the CEN Environmental Helpdesk (EHD) recently delivered an environmental training session for AFNOR s (France) standardization officers from various sectors including transport, energy, construction and consumer products. The training focused on three key objectives: Promoting the integration of environmental aspects into European and national standards and develop environmental awareness Informing the participants on the recent developments related to the implementation of the CEN Environmental approach and their impact on TC activities Providing more details and practical examples on how to use the CEN Guide 4 Guide for addressing environmental issues in product standards, including the life cycle thinking approach and the environmental checklist The training took place in the context of a wider generic programme developed by AFNOR for standardization project managers Bulletin Since May 2009, the EHD has provided on the CEN web site the website the Environmental Bulletin, which provides an overview of technical committees activities, related to the environment. 6 Healthcare Rapporteur The CEN Technical Board has appointed Andy Vaughan as CEN Sector Rapporteur for the Healthcare sector. Andy was nominated by EUCOMED, organization of medical technology industry in Europe and Associate Member of CEN, in response to a call for nominations launched by the CEN-CENELEC Management Centre in Andy succeeds Trudy Phelps in this role, who retired in ABHS The Technical Board has allocated the secretariat of the CEN Advisory Board for Health Standards (ABHS) to NEN. The secretary is Frank Kortstee ( frank.kortstee@nen.nl). The ABHS met in July at the CEN-CENELEC Meeting Centre, Brussels. Public consultation The European Commission has launched a public consultation on the revision of Directive for in vitro diagnostic (IVD) medical devices (98/79/EC) which closes on 15 th September. The consultation document is available from the EC web site at: g=en. The CEN-CENELEC Management Centre, in cooperation with the responsible technical bodies, will prepare a reply on behalf of CEN and CENELEC. National members may respond to the consultation separately, which they can access from the above link. SPIDIA In June, CEN/TC 140 In vitro diagnostic medical devices met at DIN, Berlin. Representatives of the EU funded research project Standardization and improvement of generic pre-analytical tools and procedures for in-vitro diagnostics (SPIDIA) gave a presentation on progress on the research carried out, and the delegates discussed the possibilities for standardization activities based on the research results. Delegates agreed to propose new work on a horizontal standard, which will probably be developed in CEN/TC 140/WG 3 Quality management in the medical laboratory. 7 OJEU In July the European Commission published new lists of references of European Standards in the Official Journal (OJEU) for Directives 93/42/EEC, 90/385/EEC and 98/79/EC. The lists are available from these web site addresses: Directive 90/385/EEC: Directive 93/42/EEC: Directive 98/79/EC: Anna von Groote Tel: avongroote@cencenelec.eu Information & Communication Technologies (ICT) Smart grids A smart grid is an electricity network that can intelligently integrate the behaviour and actions of all users connected to it - generators, consumers and those that do both - in order to efficiently ensure sustainable, economic and secure electricity supply. Standardization is a key issue for smart grids due to the involvement of many different sectors along the value chain from the generation to the appliances in the households. Because the smart grid is broad in its scope, the potential standards landscape is also very large and complex. CEN, CENELEC and ETSI have created a joint focus group on standards for smart grids where all European stakeholders are collaborating in the production of a report by the end of 2010 that will outline a standardization approach for Europe, taking due account of existing global activities. The focus group held its first meeting in May and aims to deliver a draft report by mid- September for discussion at the next plenary meeting on 1 st October. The nominated chairman (to be confirmed by the Joint President's Group of CEN/CENELEC/ETSI) is Dr Ralph Sporer (of Siemens and T&D Europe) and the secretary is Luc Van den Berghe of CCMC. 8 Smart meters In response to Mandate M/441 in the field of measuring instruments for the development of an open architecture for utility meters involving communication protocols enabling interoperability, CEN, CENELEC and ETSI established, together with relevant stakeholders, the Smart Metering Co-ordination Group (SM-CG). This group is a joint advisory body that aims to provide a focal point for smart meter standardization issues. The SM-CG (and relevant sub-groups) has prepared a Smart Meters Co-ordination Group Report which constitutes an extensive survey of the current and future standardization activities as regards to smart metering and recommends actions for coping with the required standardization needs. As such, it is not a deliverable for M/441 but a tool for developing the required standardization portfolio. The report makes specific recommendations for the subjects for which additional functionalities may be necessary to ensure interoperability or to fill other gaps in existing standards, and for which relevant CEN, CENELEC or ETSI technical bodies should co-ordinate actions. Today approximately 110 technical standards are available, which cover parts of smart metering applications. The SM-CG wished through this first document to give evidence of the strong and reliable commitment of the standardization stakeholders and especially the industry - towards the development of European Standards that should provide harmonized solutions within an interoperable framework. In the first part of mandate M/441, the ESO are requested to develop a European Standard comprising software and hardware open architecture for utility meters that supports secure bidirectional communication and allows advanced information and management and control systems for consumers and service suppliers. The SM-CG agreed (during its meeting in January) that no single standard could cover all aspects or the range of smart metering systems. The SMCG and its sub-group are currently preparing a technical report containing possible architectural setups and the relevant standards related to them, as the response to the first part of the mandate. 9 Personal Protective Equipment (PPE) Directive For the revision of the PPE Directive (89/686/EEC), the European Commission has launched an impact assessment study (IAS), which will help to establish a an overview of the European PPE market and the competitiveness of the European PPE industry, as well as evaluate the potential impact of the proposed changes to the directive. Stakeholders, including CEN and CENELEC, will be contacted by the consultancy carrying out the work for the IAS, in order to establish a comprehensive document. The final report of the IAS is expected early in CCMC will continue to follow very closely the developments concerning the revision of the directive, and provide input to the European Commission as appropriate. It will also continue to provide information to the CEN and CENELEC system. Forum The CEN PPE Forum held its latest meeting in June at the CEN-CENELEC Meeting Centre, Brussels. The agenda included items on: Lead Market Initiative Protective Textiles; Reports from technical bodies and other stakeholders; A joint working group for the coordination of activities concerning standardization of PPE for fire-fighters; The impact of the REACH Regulation on European standards for PPE. 10 Research Agreement A cooperation agreement was signed between CEN, CENELEC and the European Commission s Joint Research Centre (JRC) in June to formalise the commitment of the three organisations towards each other. It renews the agreement between CEN and the JRC and includes CENELEC for the first time. The aim the agreement is to contribute more effectively to understanding and resolving scientific issues in the field of standardization and (pre)normative research. It foresees mutual promotion, the exchange of information and contribution of JRC to the work of CEN and CENELEC technical committees (which has been the case for 20 years) and other coordination groups, but also in carrying out specific research useful for European standardization. Intelligent Transport Two new CEN Workshops will be launched in September. They are IT-related and both result from EU Research Projects. The aim is to ensure the outputs of these projects are exploited appropriately. The first, from the SMART-CM project, will deal with container management systems. 11 Services Services Directive The Services Directive (2006/123/EC) was adopted in 2006 with the aim of removing barriers to the development and better functioning of an internal market for services. Article 26.5 of the Directive encourages the development of European Standards in order to facilitate comparability between services, information to the recipient and quality of service provision. The deadline for Member States to transpose the Directive in their national legislation was December At the end of June, the European Commission opened a consultation in order to get feedback from stakeholders on national measures implementing the Services Directive as well as other national provisions applicable in the area of services. The consultation focuses on measures (mainly but not exclusively legislation) imposed either on the establishment of service providers or on the cross-border provision of their services. The consultation is open the 13 th September. You can obtain more information on the consultation from the Commission web site at: Aesthetic surgery The CEN Technical Board created CEN/TC 403 Project Committee - Aesthetic surgery services to develop a European Standard setting requirements in relation to aesthetic surgery services to patients. The standard will include general and ethical principles according to which these services before, during and after the intervention - are provided by private facilities. The first meeting of CEN/TC 403 will take place on 23 rd & 24 th September in Bratislava.
