Metal flue liners of this type are to be used for lining existing masonry chimneys only in accordance with the guidance given in Approved Document J of the UK Building Regulations. The application of this insulation system in no way permits the liner to be used for any other purpose. The insulation helps to maintain temperatures within the flue which in turn will serve to help stabilize the flue draught & reduce the tendency to form condensates & other deposits. The sleeves are comprised of one layer of glass-fibre based insulation material and an external water-resistant cover layer made from silicon impregnated glass-fibre matting. 3 Part 4 - Installation, Safety & Maintenance Thermal Storage Cylinders Thermal Storage Cylinders INTRODUCTION With the wide range of appliance technologies available on the market today, more and more households are currently looking at ways to best utilise multiple heat sources within domestic properties for the increased efficiency of energy usage and potential reduction in annual heating costs for the occupants. An industry recognised means to achieving this link across different heating system inputs is through the installation of a thermal storage cylinder unit, which can be used across a variety of appliance technologies including solid fuel, biomass and other low carbon renewable heating sources. Thermal Storage cylinders are designed to link a variety of heating sources within a single property, giving a means to provide instantaneous heat on demand for the primary central heating circuit and domestic hot water, which can be delivered at mains pressure. The water within the thermal store is heated via a heat exchanger that draws the heat from the surrounding store of water, and delivers this source of heat to the dwelling at the required temperature The flexibility they offer to operate a number of different heat sources to meet the varying household demands over the changing seasons of the year makes them a popular option for consumers HOT WATER ASSOCIATION (HWA) There are currently no specific technical standards for assessing the design, production or performance of this type of heating equipment. The HWA in conjunction with HETAS have developed a technical specification detailing a set of general requirements and test methods for both direct and indirect thermal storage vessel equipment. The aim of this specification is to provide a means to test for the products safety against the relevant provisions of Part G of the UK Building Regulations and to confirm that the manufacturer responsibilities are adhered to for both its safe installation and operation. The specification covers the relevant provisions relating to safety testing, installation and operating guidance, marking and quality assurance of any internal factory production control procedures in place. Along with this set of requirements, the HWA also enforce their own set of conditions for membership, in order to ensure that hot water products are supplied in a way that meet the terms set out in the HWA Charter Statement. The products listed below are only those manufactured by members of the HWA, and confirmed as adhering to all relevant requirements of the HWA charter. 4 THE HETAS GUIDE 2018 Link-Up Systems for Heating & Hot Water Link-Up Systems for Heating & Hot Water INTRODUCTION It is sometimes desirable to have two different types of heating appliance in the home especially where a solid fuel or biomass appliance incorporating a boiler is used on an occasional or seasonal basis and the main heating and hot water service is provided by a gas or an oil fired boiler. Gas and/or oil fired boilers are often installed on sealed systems but in any case it is either necessary or preferable that their water circulation system is kept completely separate from the system serving the solid fuel appliance. Link-Up systems are designed so that the heat generated by a solid fuel or biomass boiler can be transferred to the main central heating system served by the gas or oil fired appliance without the water systems of the two heat sources becoming mixed. There are basically two types of systems that are able to provide this function. Either heat exchanger based systems that pass heat directly from the primary appliance circuit to the secondary heating circuit via a plate heat-exchanger or heat storage type systems that have a central heat store (usually water) with separate coils from the different heat sources. 5 Part 4 - Installation, Safety & Maintenance Chimney Inspection Cameras for Domestic & Industrial Use INTRODUCTION Chimney Inspection Cameras for Domestic & Industrial Use All new and existing flue system installations within the UK will have provision of access to inspect the quality and condition of an existing chimney in ensuring the products of combustion can emit safely and efficiently from the appliance to the outside air when in operation. It is important that before commencing any installation works that a visual inspection of the chimney is carried out to ensure no blockages are present from bird nesting or soot collection within the chimney and that an assessment can be undertaken to identify the suitability of the void by measurement of the number of bends, quality of the mortar joints, the general satisfactory nature of the chimney construction, sizing requirements and that the diameter of the space remains constant throughout the length of the chimney. Chimney inspection cameras are designed for ease of use and versatility in carrying out the required tasks given above and the inspection of solid fuel chimney systems is fundamental in improving safety of solid fuel use by way of identifying faults and the recording of findings to present to consumers and other relevant personnel where required BASIS OF HETAS LISTING There are no specific technical standards for assessing the design, production or performance of this type of electrical equipment, although measures do exist to assess these products against relevant safety standards. The equipment listed below has undergone an independent review to ensure the inspection equipment is in compliance with the required directives for sale in the UK & the relevant Declaration of Conformity has been issued and made available to the industry as permitted. The equipment listed below also confirms that the manufacturer has undertaken the necessary identification of risks and has carried out the appropriate portable appliance testing of this equipment before distribution, whilst keeping record of this information within a suitable technical file as required under the provisions of the relevant directives. CE marking of this type of equipment relates only to aspects of electrical safety and use, and there are currently no standards in existence to assess the effectiveness of design for purposes of inspection equipment. 6 THE HETAS GUIDE 2018 Pre-Insulated Pipework for External Boiler Houses INTRODUCTION It is sometimes required for a solid fuel independent boiler appliance to be situated in an external boiler house, detached garage or outbuilding due to space or other constraints within the dwelling. In these cases, an external pipework system is required to connect the boiler appliance to the central heating circuit, normally by means of an above ground or buried set of pipework. It is important in meeting heating incentives, and to improve the overall energy performance of the dwelling, for any pipework to be appropriately insulated, as to ensure the minimal amount of heat is lost during transfer of the water into the heating or storage system. RENEWABLE HEAT INCENTIVE For the appliance to be granted status on the Renewable Heat Incentive scheme, the administrators of the scheme Ofgem, require all installations where external piping is used, to have undergone an appropriate Heat Loss Assessment, to determine suitable energy efficiency measures are in place at the time of commissioning. To aid installers in completing these assessments, the RHI allow for any permitted heat losses from external pipework to be disregarded in cases whereby an appropriately assessed properly insulated pipe is used for the point to point connection from the appliance to the heating system. For external pipework that is buried underground, the RHI requires pipework to be insulated, and in conformance to the appropriate standards: BS EN 253:2009; BS EN and -3:2010 and BS EN :2009 or BS EN :2009 Pre-Insulated Pipework for External Boiler House Where pre-insulated pipes are recognised as properly insulated, the associated heat loss can be disregarded in the following circumstances; For each individual external pipe that is 10m or less in length Where the annual average heat loss in kwhth from all external pipes is less than 3% of the projected annual output of the appliance Pre-Insulated Pipework for External Boiler House BASIS OF HETAS LISTING There are no specific technical standards for assessing the design, production or performance of this type of equipment for use with solid fuel appliances, although there do exist measures in assessing these products and confirming their insulation properties for use as district heating pipes. 7 Part 4 - Installation, Safety & Maintenance Permanent Ventilators (for Supply of Combustion Air) ESSENTIALS All heating appliances that produce heat from the combustion of carbon based fuels such as gas, oil and solid fuels including wood, require enough fresh air from outside for complete combustion and to enable the flue/chimney to function correctly to remove the combustion products safely to the outside. Solid Fuel, Wood and Biomass burning Appliances that draw their combustion air from within the dwelling are required by Building Regulations to have installed a fixed permanently open ventilator to provide this air from the outside of the dwelling. Without adequate ventilation there is a danger that the combustion process will be incomplete producing large amounts of carbon monoxide and also that the function of the flue will be impaired. This combination can cause emissions of poisonous gases to the room resulting in sickness and ultimately death to the occupants. AIR REQUIREMENTS FOR SOLID MINERAL FUEL & WOOD BURNING APPLIANCES Building Regulations (Approved Document J) give guidance that should be followed on the amount of air that solid fuel appliances require. For closed appliances this is based mainly on their rated heat output. Less efficient appliances such as simple open fires require more air than closed appliances because of the additional air that enters the appliance above the firebed and the regulations give separate guidance on this. The information given below is for quick reference and is extracted from Table 1, Section 2 of the Building Regulations Approved Document J: 2010; Combustion Appliances and Fuel Storage Systems. Please Note: The air requirement for other fuels (e.g. oil and gas) will be different. Permanent Ventilators (for Supply of Combustion Air) CLOSED APPLIANCES E.G. STOVES, RANGE COOKERS OR INDEPENDENT BOILERS For closed appliances without any draught stabilizer fitted installed in a building where the design air permeability is greater than 5.0 m 3 /h.m 2, the air requirement is 550 mm 2 per kw of rated output above 5kW e.g. for 8 kw this would be: (8-5) x 550 = 3 x 550 = 1,650 mm 2 /16.5cm 2. If the building s design air permeability is less than 5.0 m3/h.m 2 the air requirement is 550mm 2 per kw of rated output. If the appliance has a flue draught stabilizer fitted then the following air requirements apply: Installations in buildings where the design air permeability is greater than 5.0 m 3 /h.m 2 ; For the first 5 kw of rated output add 300mm 2 per kw and then from 5 kw upwards, add 850mm 2 per kw. e.g. for 8 kw the air requirement would be: (5x300) + (3x850) = 4,050 mm 2 /40.5cm 2. If the building s design air permeability is less than 5.0 m 3 /h.m 2 ; add 850mm 2 per kw of rated output. Please Note: A dwelling constructed before 2008 is unlikely to have an air permeability less than 5.0 m 3 /h.m 2 at 50Pa unless extensive measures have been taken to improve air tightness. Appendix F of Approved Document J gives additional details. OPEN FIRES If the open fire is the simple inset type incorporating a throat forming lintel or gather then the air requirement would be 50% of the cross-sectional area of the throat opening. If the open fire is the free-standing type which does not incorporate a throat then the air requirement would be 50% of the cross-sectional area of the flue. Detailed guidance with examples is given in Approved Document J. For simple inset open fires with a throat the guidance states that the following air requirement is necessary based on the width of the fire opening: 350mm fire opening = 14,500 mm 2 /145cm mm fire opening = 18,500 mm 2 /185cm 2 400mm fire opening = 16,500 mm 2 /165cm mm fire opening = 20,500 mm 2 /205cm 2 For fireplace openings greater than 500mm in width or freestanding open fires that are open to the room on more than one side please see the additional guidance given in Approved Document J. 8 THE HETAS GUIDE 2018 DETERMINING THE SIZE OF THE VENTILATOR Reference should be made to the Building Regulations and appliance manufacturer s instructions to determine the output of the appliance and the amount of ventilation required before any installation. Having established how much ventilation is required for the appliance to operate effectively, selecting the correctly sized ventilator to provide adequate combustion air is essential. For anything other than simple ventilators such as air bricks, geometrically measuring the free area on a ventilator s grille may not always be an accurate way to determine the ventilator s true air intake capacity, although this may be the only method available when checking an existing installation. A value, determined by dynamic testing called the equivalent area is considered to be the only true value for a complex ventilator to show how much air it is effectively providing. Things such as internal baffles, the length of the connecting duct or fitment of a weather cowl may affect the equivalent area and only dynamic testing can ascertain a precise equivalent area. Although the regulations give guidance on how to measure geometrically the free area of any ventilator grille, when considering the size of a new vent to install it is recommended that the value of the equivalent free area should be used and not any stated nominal heat input of the appliance as this may be for another fuel or appliance type. The ventilators listed in this Guide will all clearly specify the equivalent area tested either to BS EN :2004 or a dynamic test method developed by Advantica Technology and referenced in BS 5440:Part 2:2000. Additional detailed guidance is given in Approved Document J paragraphs 1.10 to GENERAL INFORMATION There are currently no British Standards covering the design or production of proprietary complex air vents however they should generally comply and be installed with the following guidelines taken into consideration: BS 493:1995; Specification for airbricks and gratings for wall ventilation. Vents for combustion appliances should be non-closable and should not incorporate any additional screens or gauze. The size of ventilator openings should be between 9.5mm and 5mm Vents should not be located externally where they can easily become blocked or flooded or in positions where contaminated air may become entrained e.g. in a car port or near a flue terminal from a gas or oil fired appliance. Air vents in internal walls should be located no higher than 450mm from floor level to reduce the spread of smoke and fumes in the event of a fire. These internal ventilators should be 50% greater in free area than the vent which must also be installed in the external wall to bring in the fresh air from outside. Air vents installed in cavity walls should not be staggered and should include a duct or sleeve across the cavity. The ducts or sleeves should also have water baffles incorporated to prevent water transfer from the outside across the cavity, otherwise this can cause damp on internal walls. This duct should be of cross-sectional area no less than the opening required. In noisy areas acoustic ventilation will be beneficial in reducing transmission of external noise to inside a property. Air vents should not communicate with the following: Protected areas such as lift shafts or stairwells Bathrooms/shower rooms Ventilated roof or underfloor areas that connect with other properties Determining the Size of the Ventilator Determining the Size of the Ventilator In affected areas, consideration should be given to the presence of radon gas particularly when intending to supply air from an underfloor space. MAINTENANCE OF PERMANENT VENTILATORS Although generally ventilators require little maintenance they should be subject to a regular inspection as part of the maintenance programme of the appliance and chimney to ensure that the ventilation remains free of obstruction both from external influences such as vegetation growth or other obstacles and also internally, for example insect nesting or general airborne dust accumulation. When visiting an existing installation, the permanent ventilation should be the subject to a check to ensure that it complies with Building Regulations and the guidelines given above. 9 Part 4 - Installation, Safety & Maintenance PURPOSE-MADE VENTILATORS FOR SUPPLYING COMBUSTION AIR Purpose-Made Ventilators for Supplying Combustion Air TYPES These ventilators are manufactured from a variety of materials such as ceramics and UV stable thermo-plastics. They are preferably supplied as boxed sets complete with inner and outer grilles with connecting duct-work for bridging cavity walls and/or making the connection between the two ventilator openings through solid walls. They may incorporate internal baffles to reduce sound transmission and draughts created by sudden changes in air pressure, and weather cowls on the external grille that help also to reduce the effects of draughts and rain ingress. APPROVALS Ventilators should comply with Building Regulations & BSI standards. This is normally achieved through BBA certification or a test report from an appropriately accredited laboratory to ensure they meet the applicable aspects of the relevant approved Building Regulations. It is produced by the incomplete combustion of carbon based fuels (e.g. gas, oil & solid fuels like wood). Tragically each year people die because of CO poisoning - others are made ill. The causes of these deaths usually relate to the incorrect installation of the heater, lack of maintenance of the appliance and its chimney or to inadequate air supply for the appliance to function properly. Changes to the building regulations which came into effect in October 2010 mean that whenever a new or replacement fixed solid fuel or wood/biomass appliance is installed in a dwelling a carbon monoxide alarm must be fitted in the same room as the appliance. Further guidance on the installation of the carbon monoxide alarm is available in BS EN and from the alarm manufacturer s instructions. Carbon monoxide alarms are readily available and the British Standards Institution has published a Standard (BS EN 50291) for electrical apparatus designed to detect carbon monoxide in domestic premises and to provide an alarm to alert the householder to its presence. In this section of the Guide HETAS list a range of these devices supplied by members of the Council of Gas Detection and Environmental Monitoring (CoGDEM), which are claimed, or certified, to be manufactured to BS EN and which are suitable for use with solid fuel heating appliances. Purchasers & specifiers must understand that claims recorded in the Approval Status area as Manufacturer claims to BS EN is a claim of the manufacturer alone and has not been endorsed by HETAS or any Independent Certification/Approval body. Where the claim in the Approval status column quotes a BSI Kitemark, this indicates the product has been independently assessed by the BSI which is one of the UK bodies entitled to engage in third party certification and product monitoring. Purchasers & specifiers should use BS EN as a basis for product selection. The older standard, BS7860, was withdrawn in CoGDEM does not recommend using colour change indicator cards, as these do not have an audible alarm and have very limited lifetimes. It is now mandatory to fit a CO alarm whenever a new or replacement solid fuel appliance is installed in a dwelling. When choosing an alarm for this purpose or to upgrade an existing installation to current regulations please refer to Approved Document J; October 2010: paragraphs 2.34 to This alarm must be a permanently installed type, rather than a portable type, be powered by a battery designed to operate for the working life of the alarm and should incorporate self-test and audible alert if the battery or sensor develop a fault. The alarm manufacturer s installation and operating instructions must be strictly conformed to at all times. The British and European Standard (BS EN 50292) has been produced as a guide on the selection, installation, use and maintenance of these detectors/alarms and should be adhered to. No safety device is infallible and should never be taken as a substitute for correct initial appliance installation or for regular & effective chimney sweeping and proper appliance operation & maintenance by a HETAS Registered Installer. When an alarm is activated or if fume emission from an appliance is detected the flame should be extinguished, the room evacuated and doors & windows opened. The appliance must not be used again until checked by a HETAS Registered Installer and shown to be in safe working order. Flue Gas & Ambient Air CO Analysers, Air Flow Meters You should use a Flue Gas Analyser for two purposes: APPLIANCE TESTING A Flue Gas Analyser measures the levels of constituents of flue gases. Place the probe in the chimney or appliance exhaust and see what levels of Oxygen (O 2 ), Carbon Monoxide (CO), Carbon Dioxide (CO 2 ) and flue gas temperature are present. They are no more complicated to operate than a video camera and behave as if they are your eyes inside the appliance. Some analysers offer additional information such as boiler efficiency, data logging, differential pressure and other gas measurements. They should also offer the option to print or store the measurements for later review. Flue gas analysers usually display a CO/CO 2 ratio. This shows the ratio of carbon monoxide to carbon dioxide in the exit flue (chimney) of the appliance. The levels which indicate the correct operation of an appliance may vary widely with the fuel burned & appliance type. Refer to the manufacturer s instructions. AMBIENT AIR MONITORING Ambient Air Monitoring A Flue Gas Analyser also measures the levels of constituents of room air. This information is invaluable, for example, when attempting to find out if there is CO leaking from an appliance or pinpointing why a CO alarm is being triggered. An ambient air CO analyser will also monitor ambient levels of CO in any room. This is carried out by first switching the analyser on in fresh, outdoor air to set its zero value, following the manufacturer s instructions. The analyser should only then be taken into the room to be monitored. If the analyser measures CO levels above 9 ppm, an investigation should be made. Any reading over 35 ppm should prompt immediate action, such as opening all windows and doors, switching off and isolating any appliances present and leaving the room. A subsequent room retest should be made after each appliance has been checked. Ambient Air Monitoring Do not forget that CO levels in rooms can occur from being adjacent to a busy road, car park or garage, as well as from smoking, outdoor barbecues, adjacent properties sharing the same flue systems etc. These factors need to be taken into account when determining whether there is a problem and expert help should be sought. Also national regulations that apply should be consulted when performing appliance installation and servicing. 20 THE HETAS GUIDE 2018 Important Installation, Safety & Maintenance Notes Important Installation, Safety & Maintenance Notes Heating appliances will work better and last longer when they have been correctly installed, burn the right fuel and are properly maintained. It is therefore important to ensure that new installations are carried out by recognised and established heating installers and are regularly serviced by competent companies working in this area. HETAS operates a Competent Person registration scheme for installers who specialise in accredited heating systems burning wood, biomass and/or solid mineral fuel. Using the search facility on the HETAS website you can find a HETAS Registered Installer, HETAS Approved Retailer showroom, HETAS Approved Product or HETAS Approved Chimney Sweep; In addition to regular maintenance by a technician or chimney sweep the user should read the advice given in the appliance manufacturer s instructions. Consumer advice is also available at the HETAS website: and in HETAS Approved Retailer showrooms. GENERAL Before lighting a new appliance check with the installer that the installation work and commissioning checks have been carried out correctly and that the chimney has been swept clean, is structurally sound, leak free and free from any obstructions. As part of the appliance s commissioning and handover the installer should have shown you how to operate the appliance correctly. If you have purchased a house with an appliance already installed then the installation and chimney should have been surveyed during the buying process. If not then it is advisable to engage the services of a HETAS Approved Sweep or Registered Installer to confirm the installation is safe to use. CARBON MONOXIDE DETECTORS/ALARMS The installer should have fitted a Carbon Monoxide (CO) alarm in the same room as the appliance. If the alarm sounds unexpectedly, follow the instructions given under...a note on fumes from your appliance toward the end of this preface. Where no alarm is fitted for an existing installation it is highly recommended that one is fitted in accordance with Approved Document J before using the appliance. CHIMNEY CLEANING The chimney should be swept at least once a year when burning smokeless fuels and a minimum of twice a year when burning wood, biomass, bituminous house coal or other non-smokeless fuel. It is important that the flue connection and chimney are swept prior to lighting up after a prolonged shutdown period. HETAS recommends that chimney cleaning should always be done by a HETAS Approved Sweep. Important Installation, Safety & Maintenance Notes APPLIANCE FLUE WAY CLEANING Some wood, biomass or solid mineral fuel fired appliances incorporate flue ways through which the hot gases pass to the chimney. These flue ways must be checked by the user at regular intervals, at least monthly when the appliance is in regular use, and cleaned when necessary to remove any soot or ash deposits. Most stoves/room heaters incorporate a removable/ drop down plate (often referred to as the throat plate) located in the top of the fire box. This should also be checked at least monthly and cleaned where necessary. Remember, always let the fire go out the day before cleaning. CHIMNEY FIRES If the chimney is thoroughly and regularly swept, chimney fires should not occur. However, if a chimney fire does occur the fire service should be called immediately. Turn any appliance controls off at once and if the appliance uses electricity isolate the mains electricity supply. Tightly close the doors of the appliance and any air controls should be set to minimum/closed. This should cause the chimney fire to go out but wait for the fire service to confirm this. Do not open the doors or air controls on the appliance until the fire service have confirmed it is safe. You must not use the appliance again until the chimney and flue-ways have been cleaned and examined by a professional and any necessary repairs have been undertaken to make the installation safe and fit for purpose. A good chimney is essential to the continuing efficient and safe operation of all solid fuel burning heating and cooking appliances. HETAS recommends that chimney sweeping is best carried out by a HETAS Approved Chimney Sweep. These sweeps will normally be members of the National Association of Chimney Sweeps, Sweep Safe, the Association of Professional and Independent Chimney Sweeps or the Guild of Master Chimney Sweeps. 21 Part 4 - Installation, Safety & Maintenance PERIODS OF PROLONGED NON-USE If the appliance is to be left unused for a prolonged period then both it and the chimney should be thoroughly cleaned to remove ash, blockages & unburned fuel residues. To enable a good flow of air through the appliance to reduce condensation and subsequent damage, leave the air controls fully open during cleaning. Following a prolonged shut-down period it is important to check the chimney, connecting flue pipe and any appliance flue-ways & throat plate before relighting the appliance. FROZEN SYSTEM (APPLIANCES WITH BOILERS ONLY) If there is any possibility that the water system may be frozen do not attempt to light the appliance until you are certain that the water can circulate freely and there are no leaks in the system. USE OF A FIREGUARD When using the appliance in situations where children, aged and/or infirm persons are present a fireguard must be used to prevent accidental contact with the appliance. The fireguard should be manufactured in accordance with BS 8423:2002. For open appliances, e.g. open fires or stoves that can be operated with their doors open, a spark guard should always be used whenever the appliance is left unattended. USE OF SPECIAL TOOLS OR GLOVES PROVIDED Always use the operating tools provided when handling parts likely to be hot when the appliance is in use. This may simply be a special heat-proof glove supplied with the new appliance. AEROSOL SPRAYS Do not use an aerosol spray on or near the appliance when it is alight. PERMANENT AIR VENTS The appliance requires a permanent and adequate air supply in order for it to operate safely and efficiently. In accordance with current Building Regulations the installer may have fitted a permanent air supply vent into the room in which the appliance is installed to provide combustion air. This air vent should not under any circumstances be shut off, covered or sealed. Subsequent improvements to your property may change the ventilation characteristics of the room in which the appliance is installed resulting in additional ventilation being required. Such work as insulation to external walls, improvements to glazing or doors may have an effect. If you have any doubts you should ask the advice of a HETAS Registered Installer. EXTRACTOR FANS There should not be an extractor fan fitted in the same or adjoining room as the appliance as this can cause the appliance to emit smoke and fumes into the room. Some types of tumble drier and cooker hoods have the same effect as an extractor fan. Specialist advice must be sought if an extractor fan is proposed in the same or adjoining rooms to ensure the continued safe operation of the appliance. USER OPERATING INSTRUCTIONS Always read the instructions supplied with the appliance and heed any warnings or advice given by the manufacturer. RECOMMENDED FUELS Only use the correct fuels as recommended by the appliance manufacturer. Advice on suitable fuels for various appliance types is provided in this Guide but appliance manufacturer s advice must take precedence for any particular appliance. A NOTE ON FUMES FROM YOUR APPLIANCE: Properly installed, operated and maintained your appliance will not emit fumes into the dwelling during normal use. Occasional fumes from de-ashing and re-fuelling may occur. However, persistent fume emissions are potentially dangerous and must not be tolerated. If fume emissions do persist, then the following immediate action should be taken:- a. Open doors and windows to ventilate the room and then leave the premises. b. Let the fire go out. c. Check for flue or chimney blockage and clean if required. d. Do not attempt to relight the fire until the cause of the fume emissions has been identified and corrected. If necessary seek expert advice. The most common cause of fume emission is flue way or chimney blockage. For your own safety these must be kept clean at all times. 23 Part 4 - Installation, Safety & Maintenance Competent Person Registration Scheme HETAS REGISTERED INSTALLER Competent Person Registration Scheme The Competent Person Scheme (CPS), authorised by the Government in England and Wales since 2002, allows individuals and businesses to self-certify that their work complies with the Building Regulations, as an alternative to applying for Local Authority approval or paying for an approved building inspector. The principles of the self-certification process are built upon allowing competent persons operating in their field to certify themselves that their work complies with the Building Regulations. The installation, replacement or repositioning of a solid fuel combustion appliance is subject to Building Regulations. HETAS is the official body recognised by Government to approve biomass and solid fuel domestic heating appliances, fuels and services including the registration of competent installers and servicing businesses. To achieve this objective, HETAS operates a registration scheme that supports installers and businesses involved in this area to work safely, efficiently and within the various regulations that apply to the work involved. HETAS offer industry leading practical assessment training courses that are one of the key criteria for registration on the HETAS competent person scheme. Installer training courses H003, H004, H005, H006 and H008 are available at HETAS Approved Training Centres nationwide. Competent Person Scheme Installers are also required to attend refresher training on a five yearly basis to ensure their knowledge and skills meet the National Occupational Standards and Minimum Technical Competences. Information on courses can be found on the HETAS website at Registered installers also receive routine inspections during their registration with HETAS, with inspectors assessing installations for compliance with Building Regulations. Registrants must also hold insurance relevant to the work they carry out. WORK WHICH IS NOTIFIABLE As stated in Building Regulations Approved Document J, in general, all work on a combustion appliance which is not a repair or maintenance will be notifiable work. As well as brand new installs of solid fuel/biomass appliances and flues, that includes repositioning or replacement of an existing appliance or flue. For wet systems, work which is notifiable includes altering a heating system or adding new plumbing (e.g. a new basin or additional taps). The scope of the HETAS Competent Person Scheme includes sanitary ware and further plumbing items. Please contact HETAS if you want to add these categories to your Registration so that you can self-certify. Any installer is responsible for ensuring that their work complies with all applicable requirements of the Building Regulations. A non-compliance could also make the building owner liable. HETAS requires that any business registered on the Competent Person Scheme must self-certify all notifiable work to HETAS, either by a posted certificate of completion (within seven days of completion) or using the HETAS online notification system (within ten days).
