General Inspection Notes: Additional personnel accompanying me on the site inspections included Ryan Molsee (Enel), Karl Everett (Biosar), and Jacob Thompson (Barr). Site conditions have improved since last inspection due to warm, dry weather and completion of trenching and assembly activities in the most saturated portion of the site. Additional mats were placed in the laydown yard to provide adequate protection for the areas where fabric was compromised. Efforts to correct the other compliance items noted during the previous inspection continue as site conditions allow. A new deep rut was observed crossing the location of a new drain tile installation in the northwest corner of the site. The area will continue to be monitored for evidence of impact to the underlying tile. No new compliance items noted. Issues Noted During Inspection: No previously reported compliance items were identified. General Inspection Notes: Additional personnel accompanying me on the site inspection today included Jacob Thompson (Barr), Karl Everett (Biosar), and Ryan Molsee (Enel). A significant amount of subsoil remained on the surface on the west end of a motor trench in the southwest portion of the site. The area was pointed out to Mark and Chris (Biosar site personnel). This is another instance of a compliance item pointed out during the previous inspection; a complete list of areas requiring further scraping of subsoils or the addition of topsoil to facilitate restoration should be identified prior to completion of construction to help guide restoration activities. Imported materials such as sand and aggregate will require additional scraping on the north end of the access road where the SCADA house was being set. Crews are not finished working in the area and the material was pointed out to a Faith worker to confirm they were aware of the need to remove more of the material prior to finishing. Severe ruts noted at the previous inspection had been filled and smoothed in some areas. Work on other compliance items is ongoing. The area in the far northern portion of the site remains very saturated and additional restoration measures may be necessary in this area to ensure successful restoration. Weather Information Weather at time of this inspection? Mostly clear, temperature in the low to mid 50s. General Inspection Notes: Additional personnel accompanying me on the site inspection today included Jacob Thompson (Barr), Karl Everett (Biosar) and Ryan Molsee (Enel). Acting site manager Mark Smiley advised us that Blattner will be blading and re-rocking access roads on the site this week. Excavation of the MV trench had good separation and segregation of soil horizons. Drain tile that was hit in three locations in the trench was appropriately repaired. Torque tubes were being distributed through the site with a lull that was causing some rutting, approximately six inches in some areas, though no soil horizon mixing was observed. Evidence of improper de-watering was observed along the MV trench. Crews had procured large sediment bags, but they were the felt-like bags that are rated for oil and larger sediment separation and do not sufficiently filter small particles. Pumps were not running at the time of the inspection. Jacob and Karl discussed the issue with the Blattner field coordinator. No further compliance items noted. General Inspection Notes: Additional personnel accompanying me on the site inspection today included Karl Everett (Biosar), Ryan Molsee (Enel), and Jacob Thompson (Barr). Site has experienced several areas of significant rutting; due to deep topsoil covering this site little mixing of soil horizons has been observed. Workers are continuing to stockpile residual subsoils left over from backfilling the motor trenches. Subsoil stockpile in the southwest corner of the site will be capped with topsoil once all subsoils have been removed from the arrays. Some subsoils were found to have been added to the topsoil pile. Joe (Biosar site manager) will have the material removed. Work to correct items noted during last week s inspections has continued. The site continues to experience significant levels of rutting and compaction, though these issues are expected to improve with continued warm, dry weather. General Inspection Notes: Additional personnel accompanying me on the site inspection included Jacob Thompson (Barr) and Ryan Molsee (Enel). Available construction mats have been placed in the field on access roads. A new, corrected sediment bag was installed last Thursday for dewatering efforts. A limited amount of sediment was observed outside of the bag and a significant amount of material could be felt inside the bag. The water filtering through the bag was deemed to be adequately filtered when pumping at the slow speeds observed during the site inspection. The MV trench in the center of the site was found to have trenched through the turnaround near PCU-2. There was no segregation of soil horizons or road material. Topsoil may need to be added to the backfilled trench to ensure vegetation establishment. Issues Noted During Inspection: No separation of material and soil horizons occurred in the MV trench by PCU-2. Additional work has been done at the south end of the site to scrape and dry sediment that was accumulated by the vacuum trucks. More work will be needed to remove sediment in vegetation prior to final restoration. Additional excavation by the CCTV crew at the southwest corner of the laydown yard was performed without adequately separating laydown yard material from soils. Issues Noted During Inspection: Gravel and fabric were incorporated into spoils pile from the CCTV trench. Mostly cloudy, temperature in the low 30s. General Inspection Notes: Additional personnel accompanying me on the site inspection today included Paula Fitzgerald (Biosar), Kevin Bolling (Enel) and Mandy Bohnenblust (Barr). Site was in overall good condition. Some areas were muddy with minor rutting but no severe conditions were noted. Trash and packaging materials were found scattered throughout the site, mainly within the arrays. Clayton (Biosar site assistant manager) noted that trash will be picked up. Trash has typically been well-controlled on this site. Several incorrect sediment bags (felt-type) were observed on the site but only one was used recently. Sediment was observed on the ground and vegetation adjacent to the bag. The large POI trench in the southeast corner of the site is planned to be dewatered next week. Faith and the Biosar site personnel will coordinate with Karl Everett for dewatering. Issues Noted During Inspection: No new, significant issues. Weather Information Weather at time of this inspection? Partly sunny, temperature in the upper 30 s to low 40s. General Inspection Notes: Additional personnel accompanying me on the site inspection today included Paula Fitzgerald (Biosar), Mandy Bohnenblust (Barr) and Ryan Molsee (Enel). Several areas of deep lull ruts were observed across the southern half of the western portion of the site. Some ruts reached the subsoil layer; due to the nature of the soils, topsoil was pulled up off of the underlying subsoil but little actual mixing was observed. Proper separation of road materials, topsoil and subsoil was observed at the PCU excavation on the east side of the site. A deficient dewatering set up was observed in on the east side of the site. The hose discharging from the pump was placed into a sediment bag but nothing was used to secure the bag to the hose. Sediment had accumulated on the ground outside of the sediment bag. When the pumped water began accumulating near the work area, a worker scraped a trough into the topsoil to funnel the pumped water away from the work area. The trough led through topsoil and vegetation to the nearest perimeter silt fence that is adjacent to the wetland. Issues Noted During Inspection: Deep rutting and compaction. Improper dewatering. Weather Information Weather at time of this inspection? Clear, temperatures in the mid 40s. General Inspection Notes: Additional personnel accompanying me on the site inspection today included Mandy Bohnenblust (Barr), Ryan Molsee (Enel), and Paula Fitzgerald (Biosar). Site is in good condition. The eastern third has been mulched with straw and disk-anchored. Weed-free forage tags were observed on bales still on trailer, and tags for bales spread onsite are kept in the construction trailer. A dewatering set up was observed to have been started with the proper sediment bag, but no zip tie or other method of securely attaching the bag to the hose. The Faith foreman had already shut the pump down prior to our arrival. Water was observed bubbling to the surface outside of the perimeter fence where the telecommunications contractor, Frontier Communications, had knifed in a cable for the SCADA house. Ed (Biosar site manager) stated that a drain tile exits the main site in the approximate location and the water is likely from this tile. Additional investigation is needed to determine if tile was damaged. Issues Noted During Inspection: Potential/Likely drain tile damage outside of perimeter fence. Dane (Biosar site manager) and Luke (Blattner site manager) were informed that the correct silt bags need to be rated for fine material; the felt bags are for oil and sediment. They will obtain proper bags prior to dewatering activities. A box blade has been used to smooth some area that had been rutted previously. Significant soil disturbance was still present across the site. Due to the difficulty in differentiating soil horizons in portions of the site, the lack of topsoil in some areas prior to beginning work activities, and the widespread rutting that occurred due to working in wet conditions, it is likely that topsoil or soil amendments will be needed as part of final restoration to ensure establishment of vegetation.
