HATE- OUtM. ife^h File: M30(AWA)2014 Subject: Susan DiMarco Recognition, Garden Square Water Wall Ward: 3 Contact: Steve Bodrug, Interim Manager, Parks Planning and Development, Engineering and Development Services, Overview: This report responds to the September 11, 2013 Council resolution (C ) That staff be instructed to implement an etching in the waterfall feature in Garden Square as a tribute to former Councillor Susan DiMarco, as follows; "... a quiet place where friends meet...", including reference to the former Councillor and her term." A working group of representatives from Strategic Communications, Planning and Building, Engineering and Development Services, the ward Councillors and the Mayor's offices collaborated to develop and review options for the written tribute, the form and the location of the plaque to be placed on the Garden Square Water Wall. This report reviews the alternatives considered by the working group and makes a recommendation as to the form, content and location of the proposed tribute. Council's support of the working group's recommendation would initiate the procurement for the manufacturing and installation of the tribute plaque. Recommendations: 1. That the report from Steve Bodrug, Interim Manager, Parks Planning and Development, Engineering and Development Services, dated May 21, 2014 to the Council Meeting June 18, 2014, re: Susan DiMarco Recognition, Garden Square Water Wall be received, and 2. That Staff be authorized to proceed with the procurement and installation of a tribute plaque for the recognition of Susan DiMarco in the form and location as recommended in this report.

Bodrug, Acting Manager of Open Space Design and Construction, Planning, Design and Development, dated June 3, 2013, to the Committee of Council Meeting of June 12, 2013, re: Process for Creating a Protocol for Recognition of Past Members of Council and Senior Staff, and Proposed Location for Displaying RML # (File MOO) be received; and, TH-«l-2 Background: On September 19, 2012 Committee of Council (CW ) requested a staff report on a proposed protocol for recognizing past members of Council and senior staff and that such a report include bench marking of other municipalities for similar programs. Related to the protocol request, is a report from Mayor Fennell re: Artistic Tribute Commemorating the Public Career of Susan DiMarco with recommendation to refer the matter (RML # ) to the Flower City Committee ArtTask Force to bring a recommendation to Council identifying specific art installation, costs and completion timeline. Senior management discussed concepts to combine recognition of past elected officials and senior staff with a commemoration to Susan DiMarco in October Key elements of those discussions resulted in Council passing the following resolution at its meeting of September 11, 2013: 2. That staff be instructed to implement an etching in the waterfall feature in Garden Square as a tribute to former Councillor Susan DiMarco, as follows: "... a quiet place where friends meet...", including reference to the former Councillor and her term; and, 3. That former Councillor Rhoda Begley be recognized appropriately in the City of Brampton. Current Situation: A Working Group of representatives from Strategic Communications, Planning and Building, Engineering and Development Services, the ward Councillors and the Mayor's office collaborated to develop and review options for the a tribute to former Councillor Susan DiMarco and the form and location of the plaque to be placed on the Garden Square Water Wall. From this design development and review, the working group concluded that the most suitable option is a simple written tribute transcribed on a colour impregnated fiberglass panel (Folia) applied directly to the water wall for the following reasons:
3 XH-V3 The Folia material is currently used on heritage plaques for designated and listed properties. The Folia material is reasonably inexpensive and not prone to vandalism and theft as that experienced with bronze plaques. The Folia material is suitable for presenting the amount of text required for the tribute compared to engraving granite or inlaying letters into concrete. The style, colour and graphics are consistent with the Outdoor Master Wayfinding and Signage Program. The cost per plaque for supply and installation is in the range of $1, including contingency and taxes and there is a 6 to 8 week delivery period. Corporate Implications: Financial Implications: There is currently adequate funding approved and available in capital project # , Downtown Revitalization, to carry out the work at the estimated cost of $1, (pre tax) as identified in this report.

Other Implications: The Mayor's office has discussed the proposed form, content and location of the tribute with the DiMarco family and received their written support. Strategic Plan: This report achieves the Strategic Plan priorities of Community Engagement; 3s one of Canada's most diverse communities, the need to engage Brampton's residents in effective ways has never been greater. The City is committed to finding ways to communicate the corporation's activities and priorities to the community, understand the community's concerns, foster a unique sense of civic pride and local identity, and be a community where citizens and businesses are safe and protected. Conclusion: This report recommends the most appropriate form, wording and location on the waterfall feature in Garden Square as a tribute to former Councillor Susan DiMarco.
