1 ekologisk kompensation STOCKHOLM OKTOBER 2011 Environmental Compensation - The road forward Conference in Stockholm on the 18th of October with a field trip on the 19th Following positive feedback from our first conference on environmental compensation in Sweden (13-14 April 2011 in Umeå), we are organizing a followup conference. The agenda will benefit both previous participants and those who missed the first conference. Participants can register for either the conference, the field trip or both. This second conference will feature Laure Ledoux from the European Commission who will discuss the role of compensation in the Commission s no net loss initiative, the Swedish EPA s work on compensation guidelines, and examples of compensation in Sweden and the US. Day 2 includes a field trip to a recently completed compensation project in Stockholm. The purpose of the conference is to continue a national dialog on how environmental compensation can be used as an effective tool in natural resource management and environmental policy. The conference will highlight compensatory scaling methods and discuss how the European Commission s policies may influence the future use of compensation in Sweden. The conference will focus on how compensatory measures can be applied in the case of environmental injuries arising in everyday landscapes (i.e., nonprotected areas) and will be discussed within the context of Sweden s Enviroment Code, which has different implications for the use of compensation on municipal and local levels.
2 What is environmental compensation? Environmental compensation can be defined as a model for off-setting the actual or anticipated loss of resources or the services they provide. Compensation measures in connection with permitted development in Sweden has been the exception rather than the rule. In many other countries, however, compensation is an integral part of protecting ecosystem services and biological diversity. Relevance of environmental compensation today? The loss of biodiversity continues. The European Commission s Biodiversity Strategy to 2020 emphasizes the importance of compensation as a means to achieve the no net loss of biological diversity. The Swedish Environmental Protection Agency recently completed a Green Infrastructure report that identifies knowledge gaps and suggests research projects to ensure better implementation of biodiversity action plans and environmental compensation was identified as an important tool. Finally, compensatory measures are required by several European Union Directives including, among others, the Wild Birds and Habitats Directives and the relatively new Environmental Liability Directive. Target audience The conference is designed for, among others, regulatory authorities, local and municipal governments, environmental review boards, environmental courts, operators and project developers, environmental consultants, environmental attorneys, and researchers.
