Architecture is requesting site plan approval, on behalf of Duke and Duke Investments, LLC, for the subject site at 928 E. 10 Mile Road. The R-3 (Single/Multiple-Family Residential) zoned property currently includes the former El Shaddai Church and is bounded by existing single-family homes to the east, west, and south. The proposed plans are for a two-story multiple-family residential building with 28 units to replace the existing church building and reconfigure the off-street parking lot. The applicant presented a concept site plan at the August 2016 regular Planning Commission meeting and has since made suggested changes to the plan prior to site plan submittal. The Planning Commission suggested the applicant add landscaping, consider ways to break up the façade with architectural features, evaluate site circulation, and provide more details regarding building materials. The majority of these items have been addressed by the applicant through many conversations with staff. The current site plan would require one waiver from the Planning Commission concerning building façade length. According to section (a), a multiple-family building façade may not exceed 150 feet in length unless waived by the Planning Commission. The E. 10 Mile Road north façade of the proposed building measures 260 feet in length, but is partitioned with a center entryway with a glassenclosed lobby, covered architectural feature, and elevated parapet. Updated landscaping and a mixture of evergreen and locust trees were proposed to add further variety along the E. 10 Mile elevation. As noted in section (d)(6), the Planning Commission may waive this requirement. Please see below for the full site plan review report.

2 928 E. 10 Mile Road-Site Plan February 8, Page 2 of 4 Adjacent Land Uses and Zoning The subject site is zoned R-3 (Single/Multiple-Family Residential) and includes one (1) parcel. The site is adjacent to R-1 (Single-Family Residential) to the south, R-3 (Single/Multiple-Family Residential) to the west and east, and I-696 expressway to the north. The proposed multiple-family dwelling use is permitted in the R-3 zoning district. The 2016 future land use of the site is classified Urban Residential, adjacent to Traditional Residential to the south. Site Plan Considerations 1. Access and Circulation. The existing off-street parking areas for the former church are proposed to be consolidated behind the new development in accordance with zoning ordinance requirements that prohibit parking in the front setback. The applicant proposes to close two of the four existing curb cuts on-site to direct residents and visitors to access the complex via the former alley ingress/egress on Inman and Horton Streets. Inman and Horton Streets currently have in-street blockades that were installed due to I-696 cut through traffic from the service drive into the neighborhood. The applicant proposed for the Horton Street blockade to remain as-is, but for the existing Inman Street blockade to be moved at the developer s expense just south of the new development. Constructing a new Inman Street blockade south of the development s east access would continue to limit cut through traffic and allow residents to access the new development s parking lot from E. 10 Mile Road. The off-street parking ordinance (Sec ) requires 1.5 parking spaces per dwelling unit, plus 1 per each 10 dwelling units for guest parking. The site plan proposes a total of 44 spaces, including two (2) handicap spaces in the rear parking area. Sec (e) requires sufficient bike racks based on a minimum of one bike for every ten automobiles or one bike for every 3,000 square feet of building floor area, whichever is greater. The required 10 bicycle parking spaces are provided for residents and guests at the south entry. 2. Building Design. The proposed 28 unit multiple-family residential building includes modern architectural elements and building materials. All units are proposed in a two-story building that stretches along E. 10 Mile Road with a 260 feet façade width. As stated previously, the façade of the proposed building exceeds the 150 feet length requirement. The applicant proposes to partition the building with a center entryway with a glass-enclosed lobby, covered architectural feature, and elevated parapet. Updated landscaping and a mixture of evergreen and locust trees were proposed to add further variety along the E. 10 Mile elevation. Exterior building materials include vertical siding with galvalume on the first floor and painted cement fiber board on the second floor. Residential units would have alum-clad windows on the exterior of each unit. The majority of the building is approximately 23 feet in height with a five (5) foot parapet on each end. A center parapet would be 31 feet in height to provide architectural variety. The applicant does not propose rooftop mechanical on the building, but should any be required, screening detail would be provided. 3. Waste Receptacle. The site currently contains a non-conforming waste receptacle that is unscreened. The applicant proposes a new waste receptacle that is screened with masonry and a wood gate in accordance with Section The waste receptacle is the required 20 feet from the adjacent residential properties to the south and includes a concrete pad of at least six (6) inches of depth.

The landscape plan proposes a total of 18 trees (deficient by two trees), decorative grasses, and masonry screening and generally adheres to the landscape and tree requirements. As denoted in Sec (c) (5), a six (6) inch concrete curb is proposed between the parking and landscaping in the off-street parking lot. The site currently contains two (2) trees in poor condition that are scheduled to be replaced during site development according the conditions outlines in Sec (h). As noted in the tree replacement ordinance, replacement trees may count toward the overall tree total if proposed trees are canopy trees. The proposed Sunburst Locust trees meet the requirement as canopy tree species. Staff recommends the applicant provide two (2) additional canopy trees to the rear parking lot area or pay into the City s tree fund for two (2) trees if the site cannot provide adequate planting area to meeting the tree requirement. Lighting. The exterior lighting plan proposes 10 wall packs attached to the new development and three (3) parking lot lights. Manufacturer cut sheets have been provided for both types of lights and appear to meet ordinance requirements of being shielded and directed downward. The proposed exterior lighting levels meet ordinance with a maximum of 0.1 footcandle at the residential lot line on the south portion of the property. Site Plan Summary The applicant requests site plan review/approval of the 28 unit multiple-family development. Should the Planning Commission deem the proposed site plan application satisfactory, staff would work with the applicant to satisfy the minor conditions proposed as part of an administrative final site plan approval.

4 928 E. 10 Mile Road-Site Plan February 8, Page 4 of 4 Site Plan Approval Motion MOTION by, seconded by, in the matter of 928 E. 10 Mile Road, the Planning Commission APPROVE the Site Plan, based on plans dated received by the Planning Department on January 30, 2017, with the following findings and subject to the following conditions: Findings a) The site plan and supporting documents demonstrate that all applicable requirements of the Zoning Ordinance, as well as other City ordinances, standards, and requirements, can be met subject to the conditions noted below. b) The proposed improvements should have a satisfactory and harmonious relationship with the development on-site as well as existing land uses in the adjacent vicinity. c) The proposed multiple-family development will not have an unreasonably detrimental or injurious effect upon the natural characteristics and features of the site or those of the surrounding area. d) The Planning Commission waived the requirement to allow the building façade to exceed 150 feet in length. Conditions a) Final details of the civil engineering plans and survey will be provided as part of final site plan submittal. b) Staff will work with the developer and adjacent residents regarding the final configuration of the Inman Street blockade to be provided as part of final site plan approval. c) The maneuvering lanes in the southeast parking area will be revised to the required 24 foot width on the final site plan. d) The landscape plan will be updated to demonstrate the following as part of final site plan submittal: 1. The proposed six (6) inch concrete curb between the parking and landscaping in the off-street parking lot will be illustrated on the plan. 2. The proposed five (5) foot sidewalk will be noted on the site and landscape plan adjacent to the south entry. 3. The two (2) required trees will be included on the final plan or payment for two trees would be required into the City s tree fund.
