ROLL CALL Present Brian Kidd, Chairman Randall Derifield Kim Kuhlman Nick Norman Staff Ed Cage Adrienne Dulkoski Absent Ellen Upton Others Present Approximately 15 citizens B. APPROVAL OF MINUTES It was moved by Commissioner Derifield, and seconded by Commissioner Kuhlman, that the minutes of the regular meeting of January 17, 2013, be approved, as submitted. C. *CONSENT AGENDA Chairman Kidd explained the Appearance Commission meeting process. OUR MISSION: THE CITY OF PARK RIDGE IS COMMITTED TO PROVIDING EXCELLENCE IN CITY SERVICES IN ORDER TO UPHOLD A HIGH QUALITY OF LIFE, SO OUR COMMUNITY REMAINS A WONDERFUL PLACE TO LIVE AND WORK.
2 It was moved by Commissioner Derifield, and seconded by Commissioner Norman, that the Consent Agenda be approved. D. APPEARANCE REVIEW 1. *Appearance Case Number SG-13-03: Wall Signs and Monument Signs for Whole Foods at 225 West Touhy Avenue Park Ridge 2004, LLC and Stewart-Nosky Architects submitted an application for wall signs and monument signs at 225 West Touhy Avenue. The wall signs would consist of green and white channel letters. The monument signs would consist of green and white letters with a beige background on a double face masonry monument. The wall signs and monument signs would be illuminated. Exhibits of the size, design, colors and installation of the wall signs and monument signs were entered. The Commission found the wall signs and monument signs to be designed appropriately for the building and area. On a motion by Commissioner Derifield, seconded by Commissioner Norman, the Commission AGREED to approve the monument sign at 225 West Touhy Avenue, Appearance Case Number SG-13-03, as submitted. In making the motion, the Commission made findings of fact, based on the exhibits presented. The design and colors of the wall signs and monument signs would be compatible with the character of the building and would be appropriate for the site. Therefore, the Commission found that the proposed monument sign would be designed in accordance with the standards, spirit, and purpose of the Urban Design Guidelines. ABSENT _1_ Upton 2. *Appearance Case Number SA-13-03: Single Family Alteration at 1501 South Vine Avenue John Mackin, and Fred and Sheila Duda submitted an application for a single family alteration at 1501 South Vine Avenue. The proposed alteration would consist of a new square bay entry, a second floor bay window, a new living room square bay window, and a dining room square bay window on an existing tri-level residence. Proposed materials include stone, ebony trim and stone and khaki brown hardie siding. 2
3 On a motion by Commissioner Derifield, seconded by Commissioner Norman, the Commission AGREED to approve the single-family alteration at 1501 South Vine Avenue, Appearance Case Number SA-13-03, as submitted. of the proposed single family alteration would be compatible with the existing house and neighborhood. Therefore, the Commission found that the proposed single-family alteration was designed in accordance with the standards, spirit, and purpose of the Urban Design Guidelines. ABSENT _1_ Upton 3. Appearance Case Number SA-13-04: Single Family Alteration at 1005 South Delphia Avenue Paul Rigliolo and Prairie Tech submitted an application for a single family alteration at 1005 South Delphia Avenue. The proposed alteration would consist of a second floor addition on an existing two story residence. Proposed materials include cream stucco and red clay tile roof shingles to match the existing residence. The Commission discussed adding two windows on the left side elevation in the master bedroom to help alleviate the effect of the large wall area. On a motion by Commissioner Norman, seconded by Commissioner Kuhlman, the Commission AGREED to approve the single-family alteration at 1005 South Delphia Avenue, Appearance Case Number SA-13-04, subject to adding two windows on the left side elevation in the master bedroom. of the proposed single family alteration would be compatible with the existing house and neighborhood. 4 4. Appearance Case Number SA-13-05: Single Family Alteration at 729 North Seminary Avenue Marek Pieta and Zenon Wozny submitted an application for a single family alteration at 729 Seminary Avenue. The proposed alteration would consist of a front elevation change on an existing two- story residence. Proposed materials include stone, cedar trim and asphalt shingles. The applicant presented alternative plans at the meeting. The Commission stated that the alternate plans were well designed. The front entry was proportionate and fit the style of the house. The Commission stated material transitions should occur at inside corners. The Commission discussed the landscaping and adding a pedestrian connection from the front entry area to the public sidewalk. On a motion by Commissioner Kuhlman, seconded by Commissioner Norman, the Commission AGREED to approve the single-family alteration at 729 Seminary Avenue, Appearance Case Number SA-13-05, subject to using the alternate version on Exhibit A presented at the meeting, adding a direct pedestrian connection from the front entry area to the public sidewalk, installing a pear tree at 8-10 in height, removing the stone base from garage arch on west elevation, and continuing the stone base on the north elevation to the chimney. of the proposed single family alteration would be compatible with the existing house and neighborhood. Therefore, the Commission found that the proposed single-family alteration was designed in accordance with the standards, spirit, and purpose of the Urban Design Guidelines. 5. Appearance Case Number SF-13-01: Single Family Residence at 418 North Ashland Avenue Dan and Colleen Ryan and Greg Brehm submitted an application for a single family residence at 418 North Ashland Avenue. The proposed residence would be a two-story structure, with an attached two-car garage. Proposed materials include tan cedar shingle siding, stone, white window trim, white columns, black shutters, and cedar roof shingles. The Commission noted that the existing driveway did not lead to an enclosed garage. The existing curb cut would be maintained and utilized for a new driveway, which would lead to an attached garage on the new residence. The Commission stated parking pads that do not lead directly to a garage are unsafe for pedestrians. It was noted that the proposed design of the driveway with the turnaround pad is located in front of the garage and not in front of the house. It was also noted that having two doors on the garage, and having the pad set back with a landscaped area, disguises the visibility of the pad. The Commission also discussed the landscaping design. A crapapple tree of 8-10 in height should be added. Any existing landscaping damaged during construction would need to be replaced. 4
5 On a motion by Commissioner Derifield, seconded by Commissioner Kuhlman, the Commission AGREED to approve the single family residence at 418 North Ashland Avenue, Appearance Case Number SF-13-01, subject to having a crabapple tree installed at 8-10 in height, and replacing any existing landscaping damaged during construction. In making the motion, the Commission made findings based on the exhibits presented. The height and massing of the proposed single family residence would be in keeping with the character of the neighborhood, the garage location is appropriate, and building materials and landscaping would be well coordinated with the residence. Therefore, the Commission finds that the proposed single family residence would be designed in accordance with the standards, spirit, and purpose of the Urban Design Guidelines. 6. Appearance Case Number SF-13-02: Single Family Residence at 628 North Elmore Avenue Mr. and Mrs. Naughton and Richard Pritchett submitted an application for a single family residence at 628 North Elmore Avenue. The proposed residence would be a two-story structure, with an attached two-car garage. Proposed materials include stone, beige window trim, brown wood front and garage doors, sage shutters, and gray laminated asphalt shingles. The Commission discussed the stone material and suggested subtle color variations in the stone to prevent the residence from having an overly bold look. The Commission discussed the landscaping and stated 8-10 tall ornamental trees should be added to the front corners of the residence. The linden tree should be relocated closer towards the lawn area. They recommend having a direct path from the front entry area to the public sidewalk. On a motion by Commissioner Derifield, seconded by Commissioner Kuhlman, the Commission AGREED to approve the single family residence at 628 North Elmore Avenue, Appearance Case Number SF-13-02, subject to adding an 8-10 tall ornamental tree at each corner of the house, moving the linden tree closer towards the lawn area, and adding a direct pedestrian connection from the front entry area to the public sidewalk. In making the motion, the Commission made findings based on the exhibits presented. Appearance Case Number CI-13-01: Public/Institutional Building at 229 South Courtland Avenue The City of Park Ridge and Maemar Architects submitted an application for a public/institutional building at 229 South Courtland Avenue. The proposed public/institutional building would be a police storage building. Proposed materials include red concrete masonry units, glass block windows, cedar trim and asphalt shingles. The Commission discussed adding shrubs to screen the tree trunks from the street view. The Commission was concerned about the color choice of the masonry block, and its appearance over time. On a motion by Commissioner Derifield, seconded by Commissioner Norman, the Commission AGREED to approve the public/institutional building at 229 Courtland Avenue, Appearance Case Number CI-13-01, as submitted. of the proposed institutional alteration would be compatible with the character of the site and neighborhood, subject to the changes requested by the Commission. Therefore, the Commission finds that the proposed institutional alteration would be designed in accordance with the standards, spirit, and purpose of the Urban Design Guidelines. E. OTHER BUSINESS Pre-Application for Institutional Alteration at 1330 South Courtland Avenue South Park Church submitted a pre-application for an institutional alteration at 1330 South Courtland Avenue. The proposal would include removing existing bridge/overpass building connecting the sanctuary to the rest of the building, and replacing with a two-story addition. The Commission stated the design was well integrated, and was able to solve many issues at one time. The elevations were well proportioned. The entrance is very welcoming. It will be a place where people will gather and is a great improvement. The Commission commented that on the north side elevation is critical and will tie all the buildings together. They noted landscaping would be important on this elevation. 6
