2 1. Introduction to Professional Practice Committee. The purpose of this annual report is to inform the General Assembly (GA) of the progress made towards the aims, objectives and aspirations of the approved Strategic Plan and associated Action Plan voted by the General Assembly 2015 in Lisbon, Portugal. The current report sums up Professional Practice Committee s activities following last year s General Assembly up to the present date (1 th of October 2016). This report cannot and does not presume to address all the issues settled by the Committee and by its Vice-President Professional Practice. After looking at the Working Groups that have been under the command of the VP Professional Practice for some time, there is need to sort out and focus on the work that is most important for the Profession and the members of IFLA Europe. In October 2015 there where 15 different Working Groups listed up within he committee. The work within Professional Practice is not the work of one man and for effective Committee we need more people to get involved. If ILFA-delegates or other members of IFLA Europe are interrested in getting involve, they are welcome to participate in the Professional Practice Committee. On the IFLA Europe Website the Objectives of the PP Committee are listed up. After sorting them in to different groups, these three came out of that work. I. Professional Practice Services (01_PPS) II. Policies and promoting cooparation in Professional Practice (02_PCP) III. Working Groups and topics on Professional Practice (03_WGT) After some consideration, for the next year the VP PP will focus on Professional Practice Services (01_PPS). There will be focus on membership, meeting the NA s and how we in IFLA Europe can promote the Profession of Landscape Architects in Europe. More then ever we need to support our members for a stronger

3 profession of Landscape Architects. In growing cities all over Europe there is need for our experties and our understanding of human environment in buildt and natural areas. The VP PP will support three important Working Groups and the Working Groups Project Managers Fritz Auweck for PQD and Leor Lovinger for GI. The VP PP will be the Project Manager for PRA Working Group. These are listed as Working Groups In action Category A. There are some Working Groups that af still open and working Category B, but the Project Managers listed or need to be nominated. So feel free to take the tasks and become a Project leader for those Working Groups. Finally there are some Working Groups that are not in action or on hold. In that list, there is some work that is part of the daily work withing the Professional Practice Committee and there is no need for a special wg to take care of the tasks. IFLA Europe 2.1 Professional Practice Services IFLA EUROPE MEMBER ASSOCIATIONS STRUCTURE Project manager: Hermann Georg Gunnlaugsson [VP PP, Iceland] The IFLA Europe CATEGORIES OF MEMBERSHIP are based on article 3 in the IFLA Europe Statutes. There are four main categories: i) Effective Members, ii) Interim Members, iii) Affiliate Members and iv) Individual Members. i. None at the moment, but Lebanon as a non-european country was affiliate member of IFLA Europe. Now it is a member of IFLA World and a part of the new region Middle East. iv. IFLA Europe INDIVIDUAL MEMBERS (5 landscape architects - 3 countries): Belarus (Hanna AKSIONAVA - Chapter of Union of Architects of Belarus), Cyprus (Nicodemos LOIZOU), Malta (Antoine GATT, Pierre MICALLEF). v. IFLA Europe CANDIDATE MEMBERS (2): Bosnia-Herzegovina (APAuBiH) and Georgia (NN) vi. IFLA Europe POTENTIAL MEMBERS (12): Albania, Andorra, Armenia, Azerbaijan, Belarus, Liechtenstein, Macedonia (the former Yugoslav Republic of), Malta, Moldova (Republic of), Monaco, Montenegro, and San Marino. Effective Members now number 32 NA, while SAS (Slovak Architects Society) and DKAS/SSLA (Slovenian Association of Landscape Architects) are still 2 remaining Interim Associate Members. Effective members are entitled to vote. There are also 3 Individual Members coming from 3 European countries (Belarus, Cyprus, Malta).

4 There are two intentions of candidacy for the position of a Effective membership. First we have application by Bosnia & Herzegovina ( APAuBiH ) and that application is on hold. For further infos, see VP PP Report from Lisbon 2015, but there are still some aspects that we need to clarify with APAuBiH. IFLA Europe got a new application from Georgia in June and that application is being overlooked by IFLA ExCO and our legal and statutory advisor. Further action on the Georgian application will be taken after the GA in Brussels. The IFLA Europe ExCO has been looking at puting up some formal institution to look at new applications and the idea is to have a Membership Committee. This needs to be taken to a further discussions and at the GA in Brussels we will have opportunities to look at this idea of a Membership Committee. See further infos in 08_PP_appendix_02_ IFLA Europe Membership Requirements_CBr_ After some consideration we have put up a new Membership Committee, that will take a look at new applications coming to IFLA Europe. It is though not clear if this new committee will take that role, but at least it is there. There will be some discussions during the GA and let s see what comes out of that. MEMBER ASSOCIATIONS DOCUMENTS DATABASE Project manager: Hermann Georg Gunnlaugsson [Vp PP, Iceland] The IFLA EUROPE electronic database currently holds 105 documents (27 Constitutions, Statutes, Articles of Association 6 Regulations, By-Laws 11 Codes of Ethics and Professional Conduct - 33 Subsidiary Documents - 27 other useful papers), sent over the years by the 34 member associations. It is important to stress that many of the most important basic documents (Statutes, Regulations, Codes of Ethics and Professional Conduct) are still missing, particularly those of Belgium (BVTL/ABAJP), Greece (PHALA), Hungary (HALA), Iceland (FILA), Sweden (SWERIGES ARKITEKTER) and Turkey (CLA/CTLA). Thus, each IFLA Europe member association is once again reminded to: [1] translate all its basic documents in English, and [2] send ExCo, as a matter of urgency, the missing papers and any other relevant documents. There is need for sorting all the documents in a database, where all members countries can be view at once and be accessed by ExCO, IFLA-delegats and all members. This needs to be discussed further within the ExCO and the Professional Practice Committee. This work is in progress and will be combined with the ideas of a new Membership Committee. But all the NA s should take a look at the situation at home and see if it is possible to make more documents avalable in english and which documents are not in the database. In a new project IFLA Europe is starting to work on together with IFLA World, the PREP Survey. It will be part of that project to look at making the Membership association s documents database visable in the PREP Survey. 6 MEETINGS WITH NATIONAL ASSOCIATION S Project manager: Hermann Georg Gunnlaugsson [Vp PP, Iceland] After taking over the role of the VP PP and looking at the work that has been done over the years, there is more need for the EXCO Member s meet the IFLA Europe Members and be more visable. In this sence there was a meeting in Ljubljana in Slovenia, where the National Assosiations of Slovenia, Croatia and Serbia had a meeting to share infos and discusse the issues in those contries. The VP PP took part in the Meeting and in the Green Infrastructure Conference in Ljubljana. See further infos meeting dots in 08_PP_appendix_04_160517_Ljubljana-3NA s _HGG There was a plan to have two more meetings, but it is important to organice those meetings over a longer period. There was a plan to have a Baltic meeting with Estonia, Letland, Lithuania and Poland in Vilnius in July, but there was need for more time plan the meeting. There was also a plan to have a meeting with the Nordic countries in Copenhagen in September. The VP PP was in Copenhagen on other matters, but we had time to talk and it seems there is need to take a further look at the recognition of the profession in Norway and maybe other nordic countries. The VP PP made some unofficial points from the discussions. There is a need to work on discussion points why the nordic countries need to look at get professinal recognition of the LA profession at national level. This needs to be adressed at the next GA and after the GA meeting start working on the points. See further infos meeting dots in 08_PP_appendix_05_160917_Nordic-IFLA-delegats_September 16th 2016_hgg For the next year there is a plan to have further meetings, where the VP PP will meet the National Assosiation s and it is good if those meetings can be combined with other meetings, where more then one NA s are meeting at the same time. 2.2 Professional Practice Committee s working groups In action Category A PP1 - PROFESSIONAL QUALIFICATION DIRECTIVE (PQD) [2005/36/EC] Project manager: Fritz AUWECK [BDLA, Germany] + BAK Liaison office in Brussels Working group: Didier VANCUTSEM [ABAJP, Belgium], Niek Hazendonk, Netherlands, Karl GRIMM [ÖGLA, Austria] In 2014 IFLA Europe started to use the new conditions of Art.49a for our profession and to begin the process for automatic recognition. In VP PP GA Report from Lisbon 2015 you can see more infos on the PQD matters. Since October 2015 under further supervision of the Project Manager Fritz Auweck and with VP PP s support we have sent out the second call for actions among the NA s where we need more infos on the national situation among the members Countries. This was done to collecte four more countries, that are reglated according to the sence of EU DG Growth. Only 6 countries have the regulations and we need 10 countries to fullfill the requierments of the EU Directive. One of those 6 countries is the United Kingdom and after they sayed yes to the Brexit, there is need to clearify if there are then only 5 countries are reglated according to the sence of EU DG Growth. There is a new PQD list update on the situation in the IFLA Europe Membership Countrie s. See further in in 08_PP_appendix_07_160829_Regulation_LA_EU. PP 2.5 CPV - Lost in Translation European commission has set up a regulation about the common procurement vocabulary (CPV). The austrian, swiss and german LA associations have taken a look at the translations of Landscape Architecture issues from english to german and they want that those translation will be corrected. Besides this the whole profession is represented not in the correct way in the CPV. Fritz Auweck has taken charge in this project and together with the austrian and swiss IFLA-delegates and prepaired a paper with the right translation. See further infos in 08_PP_appendix_08_ Project 2.5 Lostintranslation report. The german government will look on this when the regulation will be modified together with BAK office Brussels. A important new issue is that the regulation CPV no.137/2008 will be modified and set up new. This process will happen end 2016 / Therefore the project gets a wider dimension. This is the possibility to check if our profession is included in the CPV in the right way and to propose changes. Therefore a working group CPV should be set up at the GA 2016 The following meetings where held: August 23 th and 24 th 2016 Meeting in Helsinki. PREP Survey and PQD issues. In the Helsinki meeting in August Fritz Auweck and VP PP had a meeting where the next steps where discussed further. The name of the IFLA project PQD should be renamed and give more focus on the national situations. We have been focusing to much on the Directive, but there are national situations, where the profession is regulated in other matters. The focus should be on regulations, instead of directive. The new name should be Professional Qualification Regulation (PQR). It is also possable that PQR and PRA can be the same working group under the Professional Practice Committee s. More infos under PRA Working Group in this report. In the VP PP Report back from the Helsinki Meeting there are more infos. See further in 08_PP_Appendix_09_160829_PREP_survey_HGG. In the Helsinki meeting in August 2016 Fritz Auweck brought a new document that BDLA in Germany has been working on and has been published. There is an english version of the document and that is called The Work of Landscape Architects Today A German Job Profile. This is a good document that can be used within IFLA Europe as a fundmental document a the European Job Profile for Landscape architects. See further in 08_PP_Appendix_10_161009_LA_German Job Profile_hgg This needs to be addressed here and taken to a further discussions in the Professional Practice Committee. 8 The activity of the current Green infrastructure working group have grown constantly from last year and also the expectations from our European institutional partners. Rethinking the management of this working group, its composition and tasks that each member should further assume are a current priority. With the effort of Leor Lovinger PM for GI we have accomplished a very good work and especially becoming member of the EKLIPSE Project. There where 15 institutions and assosiations in Europe chosen out of 100 applicants. That shows there is need for the skills of Landscape Architects in Europe and on European level. This project is driven on by many academics, but it is important for IFLA Europe to have a voice at this table and to make IFLA Europe and Landscape architects more visable on EU level. Connection and visablity at the Directorate-General for Research and Innovation at the European Commission is important for IFLA Europe. IFLA Europe representatives at specific events and meetings: 13 th of June 2016 The 6th meeting of the Revised GI Implementation and Restoration (GIIR) Working Group, EC, DG Environment (Brussels, Belgium); Attendee: Leor LOVINGER [ISALA, Israel] IFLA Europe s GI PM, IFLA Europe s & ECTP-CEU s joint group delegate at the EC, DG Env. s GIIR working group 15 th of July 2016 Internal Meeting via Skype on GI Working Group, the GI Projects ans IFLA Europe GI Strategy Plan. Attendee: Leor LOVINGER [ISALA, Israel] IFLA Europe s GI PM; 22 th of July 2016 The 1th meeting of the Eklipse Project (Brussels, Belgium); Attendee: Leor LOVINGER [ISALA, Israel] IFLA Europe s GI PM; joint project group meeting. The main problem in the GI Working Group is the involvement in the Working Group. All the work over the last year has been on the PM Leor Lovinger. He has been very active and done a great job. This field on EU level is new for the VP PP and it takes time to understand this level of dissionmaking. But we need more IFLA Europe people and Working group members to support the good work and time the PM has spent on the GI Working Group. GI is at the moment one of the main projects on EU level that we partisipate in and for the profession of Landscape architects it is important for us to let EU and other professions know, what we as professional LA can do with your knowlegd. We need more people involved and there is need work on the IFLA Europe GI Stragety Plan. PP15 Professional Recognition Assisatance (PRA) Project manager: Hermann Georg Gunnlaugsson [Vp PP, Iceland] Working group: Fritz AUWECK [PQD Project, BDLA, Germany], Marina Cervera [IFLA Chair PPP / IFLA Europe / ECLAS Working Group, Spain]; Helena Gutmane [IFLA Chair UIA working Group, Latvia], Ilya Mochalov, [IFLA Global Professional Standards, Russia], Carlo BRUSCHI [AIAPP, Italy], Cristina DEL POZO [AEP, Spain], IFLA Europe have been recently asked by the National Association of Landscape Architects in Bulgaria (ULAB) to support their association in a process of ensuring the profession of Landscape Architecture is formally supported by the Bulgarian Authorities. Similar requests have been received from time to time and rather

9 than dealing with each request individually it has been decided to develop a specific working group which will address the issues. In the first instance, this will be done within the European Region but managed as an IFLA project 21. The following countries have already requested assistance with these issues and thus considered as the preliminary candidates for support in this matter, namely Croatia, Ireland, Spain and Bulgaria. Other countries would of course be welcome to participate and it is expected the project will expand beyond the initial candidates and, where required, to IFLA jurisdictions generally. The task is to build a new working group that assists and supports National Association of Landscape Architects, that are members of IFLA Europe, with their professional recognition in their home country. IFLA and UIA have an agreement at international level from 2006 and renewed one from 2012, where both parties agreed on supporting and recognising both professions as two unique, separate and complimentary professions of architecture and landscape architecture. The working group would focus on ensuring both organisations respect the obligations of the memorandum of understanding between IFLA and UIA. IFLA Europe and IFLA World needs to work on more agreements like with the UIA. Next step is to work on agreement with ACE The European Architects Association. There is need to focus on PQD and PRA Working Groups in the coming year, but it could be wise to combine those two working groups in one group under the name Professional Qualification Regulation (PQR). To be disscussed at the GA 2016 and changed in the Action Plan Professional Practice Committee s working groups In action Category B PP3. Other EU Policies Coordinator: HGG, No work has been done. This is a part of the Policies and cooperation on Professional Practice (02_PCP) and for futher reading see 08_PP_appendix_01_161001_PPC Objectives PP_Goals PP4. Bottom up and Small Scale Action Pecha Kucka Coordinator: HGG, This project has been in hands of Daniela Micanovic Europe Executive Secretary and is not a part of the VP PP work since January It s also combined with the work of VP Com and the Yearbook. PP9. No Net Loss (NNL) Project manager: Mario KAHL (BDLA, Germany) Working group: GI working group members, others to be listed NNL group met jointly with GI group last year in Oslo following the GA. Leor Lovinger and Mario Kahl, acting as project managers, agreed on close cooperation and already exchanged informations. This working Group is in progress and will go on. PP16 Professional Movement Between Countries (PMBC) Project manager: Marc Oldham [nn, France / UK] There are no news from this project, but PMBC is an important issue for Landscape architects in Europe and there is need to bring this prject further. Marc Oldham has been the PM for the project and we hope he will keep on bringing this project further. 2.4 Professional Practice Committee s working groups Not in action or on hold The following Working Groups have not been active for some time and need to be cleared out or closed. - PP3 - Other EU Policies (OEUP) - PP8 - European Professional laws and rules (EPLR). - PP10 Find Your Landscape Community (FYLC) - PP11 - Politics and landscape architecture (PLA). - PP12 - National Assosiation membership requierments (NAMR). - PP13 - Memers associations documents database (MADD). - PP14 - Legal Requiermnets for the Profession (LRFP). To be disscussed at the GA IFLA World 3.1 IFLA Standing Committee on Professional Practice and Policy The VP PP takes part in the IFLA PPP Standing Committee and is attending to the meetings as representitive of IFLA Europe Professional Practice. Until IFLA World Council in Torino 2016 Mr Carlo Bruschi was the chair it the committee and beeing very effective. VP PP attended to one meeting under Carlos chair in November Mrs. Marina Cervera Alonso de Medina was elected the new chair in Torino and the VP PP attended to

11 the first meeting under Mrs. Marina chair in September The Professional Practice in Europe is very different from the rest of the World and it is good to hear and learn from the colleage within the IFLA PPP Standing Committee. One of the difference is the EU and how we as a profession are focused on EU matters and get support from the EU to practice as Landscape architects. Our profession in Europe is strong, but we see though changes and we have to react and stand up and fight for the profession of Landscape architets. 3.2 IFLA World, the role of the regions and dues Since the IFLA World Council in 2014 and after being elected as IFLA Europe VP PP in October 2015 I have taken part in the IFLA World FBP Working Group. Since 2014 IFLA World has been going trough financial diffuculties and the situation has been cleared for the moment. The role of the treasurer is important and there is need for a strong hand in that position for the future of IFLA World. After listening to many members of IFLA Europe and IFLA World, it is my opinon that the regions should be more indipendant. They should collect dues by them selfs and pay a certain amount to IFLA World. But we also need IFLA World to be there and working on World level. But with strong and independent IFLA regions, we will have a strong IFLA World. 4. FUTURE tasks of the PP COMMITTEE and IFLA Europe After only one year as a VP PP I am thankful for the privelege for represent the profession of Landscape architeture on Euopean level. This profession has given me chance to work for people and give our human environment good and important areas, where people can live and enjoy their outdoor environment. I see it as my duty to fight for and support the profession of Landscape Architects in Europe. The situation of our profession is different with in Europe, but for the hole IFLA family it is very important to meet and share our work and passion for the profession of Landscape architects. The Members need to share their difficulties and victories in their professional life. For the next year I need your support, ideas and thoughts on the situation of the profession. I am willing to support you at home, where you are having problems or need support from IFLA Europe. The three core objects under Professional Practice Committee are the most important ones: i. Service to the IFLA members, ii. Looking at policies and promoting cooparation among LA and other professions iii. Build working groups around topics that are important for LA I hope to get your support and looking forward to the ongoing cooperation with you and other IFLA Europe members.
