1 GUIDELINES FOR PARTICIPATION 2017 ONE YEAR AFTER THE ADOPTION OF THE NEW URBAN AGENDA

2 Introduction The United Nations declared in 1985 through Resolution 40/202 the celebration of the World Habitat Day the first Monday of October of every year. The World Habitat Day was celebrated for the first time in The purpose of World Habitat Day is to reflect on the state of our towns and cities, and on the basic right to adequate shelter of all. It is also intended to remind the world that we all have the power and the responsibility to shape the future of our cities and towns. In December 2013, the United Nations through Resolution A/RES/68/239 designated every 31 October for the celebration of the World Cities Day. World Cities Day is a legacy of the Shanghai Expo 2010 which theme was Better City, Better Life and aims to promote the international community s interest in global urbanization, push forward cooperation among countries in meeting opportunities and addressing challenges of urbanization, and contributing to sustainable urban development around the world. The World Cities Day was celebrated for the first time in Since then, with two international days directly related to its mandate, the United Nations Human Settlements Programme (UN-Habitat) has promoted the concept of the Urban October. Starting on the first Monday of October with World Habitat Day and finishing on the 31 October with World Cities Day, UN-Habitat encourages governments at all levels, institutions, stakeholders and citizens to organize activities during the whole period. In 2016, the United Nations Conference on Housing and Sustainable Urban Development (Habitat III) was also held in October in Quito. This year Urban October celebration will coincide with the first year since the adoption of the New Urban Agenda, the outcome document of the Habitat III Conference. A large number of events all over the world are taking place as commemoration of the Urban October as well as part of the implementation of the New Urban Agenda. UN-Habitat invites all those working on sustainable urban development to join the celebration. More info

3 Urban October 2017 Implementing the New Urban Agenda The Habitat III Conference held in Quito, Ecuador, in October 2016 concluded with the unanimous adoption of the New Urban Agenda. The document sets out a common vision and global standards for urban development in the coming decades and it comes at a critical moment, when for the first time in history over half of the world s population is residing in cities. Cities, if planned and managed well, will become the main tool for sustainable development and have the potential to be the solution to many of the challenges our planet is facing today. The New Urban Agenda lays out the vision for future cities based on the science of urban development, providing tools in crucial areas. One year after its adoption, governments at all levels, intergovernmental organizations and stakeholders are implementing the New Urban Agenda as one key tool for achieving the Sustainable Development Goals outlined in the Agenda UN-Habitat encourages continuing reflection at the national and subnational level on how to implement the New Urban Agenda during the Urban October 2017 celebrations. 2

4 World Habitat Day 2017 The theme for World Habitat Day 2017 is Housing Policies: Affordable Homes. Housing is an essential element of urbanization and has transformative attributes to implement the New Urban Agenda. At least half of the land in cities is used for housing purposes, which are at the center of and precondition to all the human activities that is why housing development decisions shape urban form and are key to achieving sustainable and inclusive urban development. Adequate housing is a basic human need and part and parcel of the right for an adequate standard of living of all. Furthermore, housing plays a catalytic role in economic development, employment generation, poverty reduction and mitigation of vulnerabilities found in cities. Any investment in housing has an immediate impact on cities and a profound influence on people s lives. Affordability in cities is an increasingly universal concern which exacerbates inequality and exclusion. Urban dwellers spending more than a third of their income on housing are undermined in their quality of life and subsistence, and often forced to resort to inadequate housing options that may range from peripheral isolated locations, far from job or income opportunities, to informal solutions with insecure tenure and increased vulnerabilities. The New Urban Agenda puts housing at the centre of sustainable and inclusive urban development, encouraging housing initiatives for all income groups, especially lowincome dwellers, with adequate provision of quality public space, infrastructure and basic services, ensuring spatial and socio-economic integration. The integrated and holistic approach to housing will contribute to ending poverty and achieving inclusive urban prosperity for all. Policy and implementation strategies should include financial, regulatory, and institutional frameworks at national, sub-national and local levels. This World Habitat Day will focus on encouraging all levels of government and all relevant stakeholders to reflect on how to implement concrete initiatives to ensure adequate and affordable housing in the context of the implementation of the New Urban Agenda, as well as the achievement of the Sustainable Development Goals. World Habitat Day main celebrations in Nairobi, Geneva and New York On 2 October 2017, several activities will take place all over the world. In particular, an Urban Breakfast to commemorate the day will be organized in Nairobi, with the presence of the UN-Habitat Executive Director. It will focus on the main theme Housing Policies, Affordable Homes. These breakfasts will also promote the ninth session of the World Urban Forum to be held next February 2018 in Kuala Lumpur, Malaysia. 3

5 World Cities Day 2017 The theme for this year s World Cities Day is Innovative Governance, Open Cities. Urban governance has been considered a key aspect in the 2030 Agenda for Sustainable Development and in the New Urban Agenda. The sustainable development of cities is often suffering from several setbacks like rapid population growth, increased urban sprawl, housing shortage, air pollution and traffic congestion, as well as exclusion and unequal access to opportunities, which are continuously challenging each city s existing governance model and their capacity to respond. The traditional urban governance models have proved out of mode in the urban sustainability efforts. Many countries are working to improve their capacity of local governance, strengthening integrated territorial and urban development, metropolitan and inter-city cooperation, develop innovative citizen participation models and involve multiple parties in their joint pursuit of sustainable development. The concept of open city is also proposed in the New Urban Agenda. A city is supposed to be an open and porous system, with mixed functions and a heterogeneous crowds of people sharing the same space and supporting its co-production. Its quality of life and its maintenance completely depends on the labour force, information and supplies that endlessly flow into it and is processed while shaping the space and enabling continuous transformations. As a hybrid combining diverse cultures, communities and industries, the city inspires ensuing urban innovation and human development. Open, diversified and cooperative cities are the dominant trend that leads the way for modern urban governance. It is innovation that drives urban development and modernizes urban governance. Innovative urban governance should adapt and explore multi-stakeholders partnerships approaches, including more flexible and accountable publicprivate partnerships, drawing social capitals to improve the economic efficiency of government funds ensuring equitable impacts of investments. The management of urban governance should also be improved by introducing new information technologies and data solutions, to assist local authorities with more transparent, accountable, participatory and responsive governance systems. Further development of smarter cities should also be pursued in order to improve the public service using new means of technology and to improve efficiency of information sharing mechanisms between the government and the citizens for inclusive urban governance. This World Cities Day will focus on galvanizing discussions at all levels of government and relevant stakeholders on how to implement concrete initiatives to improve urban governance in the context of the implementation of the New Urban Agenda, as well as the achievement of the Sustainable Development Goals. World Cities Day main celebration in Guangzhou On 31 October 2017, the main celebration of the World Cities Day will be held in Guangzhou, China. 4

6 Shanghai Manual 2017 The Shanghai Manual is an initiative of the United Nations, the International Exhibitions Bureau, the Ministry of Housing and Urban-Rural Development of the People s Republic of China, and the Shanghai Municipal People s Government. The first edition of the Shanghai Manual was presented in 2011, following the 2010 World Expo in Shanghai, China. The initial purpose of the Manual was for it to serve as a tool to support mayors and urban managers in achieving sustainable urban development in their communities. The second edition was compiled within the context of the United Nations Conference on Housing and Sustainable Urban Development (Habitat III) and the formulation of the New Urban Agenda. The Shanghai Manual A guide for Sustainable Urban Development in the 21st Century is a collection of case studies, experiences and expertise drawn from around the world on how a sustainable urban future can be created together. The Shanghai Manual 2017 is fully aligned with the World Cities Day theme on Innovative Governance: Open Cities and will be launched during the World Cities Day celebration on 31 October 2017 in Guangzhou. The World Cities Day is expected to be the platform to annually update and promote relevant work and findings concerning the Shanghai Manual as part of the implementation of the New Urban Agenda and the 2030 Agenda for Sustainable Development. 5

7 Accessible New Urban Agenda project As part of the Urban October 2017 and for the commemoration of the first year since Habitat III, the New Urban Agenda in braille and in audio will be published. The project is part of the Habitat III legacy and aims to encourage the translation of the New Urban Agenda to as many languages as possible, with making the New Urban Agenda accessible for persons with disabilities. The New Urban Agenda has already been translated into: Albanian Arabic Bahasa Malaysia Chinese Czech Dzongkha English French German Hindi Malay Myanmar Russian Polish Portuguese Serbian Slovenian Spanish Ukrainian And it is in the process of being translated into: Bangla Bengali Dari Indonesian (Bahasa Indonesia) Japanese Kannada Kinyarwanda Marathi Pashto Persian Slovak Swahili Tamil Telugu Turkish Uzbek Interested in translating the New Urban Agenda into your language? If the New Urban Agenda has not yet been translated into your language and you are a government or an institution interested in translating it, we encourage you to do so. 6

8 Launching the WUF9 outreach campaign In conjunction with the Urban October 2017 celebration and the commemoration of the first year of the New Urban Agenda, the outreach campaign for the ninth session of the World Urban Forum (WUF9) to be held in Kuala Lumpur, Malaysia, 7-13 February 2018, will be launched. WUF9 will be a key venue to collect inputs on the implementation of the New Urban Agenda as well as progress on the achievement of the Sustainable Development Goals, especially SDG11. 7

9 UN-Habitat Urban October collage project With the aim to commemorate the Urban October, as well as the first year of the implementation of the New Urban Agenda, UN-Habitat will create a virtual collage using social media with a daily publication of a project showcasing how the New Urban Agenda is being put into action on the ground. The collage will be based on the Visual Identity of the Implementation of the New Urban Agenda. This Visual Identity employs a Square to represent where the New Urban Agenda is taking action that could be a symbolic public area where the values of the New Urban Agenda are alive. In the period from 2 to 31 October 2017, each day UN-Habitat will create this Square by customizing it with a theme or symbolic aspect of a UN-Habitat s project with a brief description. A total of 30 days of Squares will create a full collage to showcase impacts of the implementation of the New Urban Agenda. Inviting others to be part of the Urban October collage Governments at all levels, intergovernmental organizations, stakeholders and citizens will be also invited to create its own logo on how they are implementing the New Urban Agenda. Now is the time for identifying and acting on priorities for each urban environment. Sustainable urbanization is not a unique model. Reaching sustainable urbanization is an open process for implementing a set of well-addressed actions by a wide range of urban actors, which differs according to each context. The Visual Identity conveys meanings through colour, shape, size, and other symbolic graphic elements. As such, the New Urban Agenda branding has been developed to be as diverse, participatory, and inclusive as the process that it represents. How to do it You are invited to customize your own Implementing the New Urban Agenda logo within the framework of the New Urban Agenda Visual Identity. In other words, you may decide what is happening in your New Urban Agenda Square. You may download the DIY Kit and design a New Urban Agenda logo that is aligned with your corporate guidelines and your work in implementing the New Urban Agenda at www. urbanoctober.org 8

10 2017 special feature film - Citizen Jane: Battle for the City Urban Nights is an event that brings together communities through film. A film that is cognitive of urban issues is selected to set the tone of conversation for the event. Through a positive urban agenda the experience aims to highlight various ways to engage the society for positive change. Urban Nights has previously been a core component of Urban October and proven as a very successful tool to reach out to the general public. Urban Nights 2017 will feature the film Citizen Jane: Battle for the City, inspired by Jane Jacobs who has heavily influenced urban studies. The screenings will be followed by a panel discussion with a UN-Habitat representative and an architect / urban expert. UN-Habitat has teamed up with the United Nations Information Offices, who included the movie in their Ciné-ONU / United Nations Cinema events. 9

11 Grassroots voices Joan Clos donation In 2007, the Rockefeller Foundation created the Jane Jacobs Medal to honor individuals whose work has inspired new ways of seeing and understanding cities. In the year 2016, marking the 100 years since Jane Jacobs birth, and in the year of the the adoption of the New Urban Agenda, Dr. Joan Clos, one of the first-ever international recipients, was honored with the Jane Jacobs Medal with a personal reward of UD$100,000. Dr. Clos has donated the reward to UN-Habitat to be utilized for mobilization and leveraging of grassroots voices to the implementation of the New Urban Agenda as part of the legacy of Habitat III. During the month of October, several grassroots leaders will be identified in collaboration with grassroots associations to identify those advancing on the implementation of the New Urban Agenda and invite them to be part of the ninth session of the World Urban Forum in Kuala Lumpur, Malaysia, in February

12 Urban patterns magazine Urban Patterns is a magazine that uses the New Urban Agenda to reveal ideas and projects related to sustainable urban development. It traces both the inputs and the objectives of the agreement, and presents a range of articles and interviews by leading practitioners around the globe. By nature it is global in reach and interdisciplinary in scope. In this first issue, a group of thinkers was selected to contribute with their perspectives. As we all head into the implementation of the New Urban Agenda, it is important to highlight individuals operating at the forefront of practices. Global sustainable urbanization is a broad topic, and the focus of Urban Patterns is kaleidoscopic. Each part of this magazine covers a specific case in depth. It also features the upcoming events and activities that will bring us up to the World Urban Forum in
