Adopt urban kampungs; 6. Develop a harmonious relationship between the government sector, the private sector, and society; 7. Develop a maritime-based coastal city which can anticipate potential of tsunami and sea waves; 10

Improve regional financial governance through capacity building; 4. Improve fiscal governance with certain tax transfer; 5. Open cities for the global market; 6. Strengthen the role of urban kampung as the place for local economic development; 7. Conduct a development program in safe and secure working environment especially in informal sector; 8. Improve local government capability in mitigating climate change; 6. Continue the public campaign and socialization of natural disaster including evacuation mechanism and self-preservation; 7.
