Ingram III Project Information: History of site White Castle has owned and operated a fast food restaurant on the property since The store has been rebuilt twice: once in 1968 and in The current store is 25 years old. Project Description The new White Castle restaurant will be 2,793 sq ft. including an enclosed area for storage and matching trash enclosure. Exterior materials will consist of masonry brick, stone accents, and two windows for drive-thru service. The indoor dining area will have seating for 50 customers and outdoor seating at two patio tables. Both inside dining area and drive-thru operations will be open twentyfour hours. The three trees along Chouteau will remain, and new landscaping will include three Red Bud trees and two hundred and five perennials that are located along the perimeter of the site and dispersed onsite. All existing onsite features will be demolished including pavement, curbing, light poles, landscaping, some utilities, menu board, and clearance detector. The parking lot will be new pavement and striping and use the existing entrances on Chouteau and Vandeventer. A new sidewalk will be constructed from the front of the building to the existing sidewalk at Vandeventer for pedestrian access and to meet ADA requirements. A pylon sign will be installed at the southwest corner of the property with the new White Castle logo. The proposed construction includes all new lot lighting around the perimeter of the parking area. Storm water drainage will be conveyed through new inlets and storm piping and will be then conveyed to the public storm mains and the plans have been approved by MSD.

2 At the September, 2016 meeting, the committee approved the request for a drive-thru variance at 1002 S. Vandeventer as long as the building was moved to the sidewalk along Vandeventer. White Castle s architects have attempted several site-plan scenarios of moving the building toward the sidewalk, however because of the small parcel size and the busy intersection of Vandeventer and Chouteau they have been unsuccessful. In hopes of making the proposed building more fitting with the Grove and an urban setting, they have obtained a local artist to create an art-concept for the exterior of the building. Current Zoning K Unrestricted District. Parking The lot will have 23 parking spaces which will be partially hidden by landscaping with two ADA compliant parking stalls on the south side of the building. Project Costs Acquisition: Current Property Owner Pre-development Soft Cost: $35, Construction Cost: $765, (Building) $850, (Site) Total: $1,650, Project Timeline Site Control: Construction Start: Construction Complete: Occupancy: Currently control the property. As soon as permits are issued by the City. 105 working days 15 working days after turnover from Contractor.

3 Relevant Experience White Castle and Heideman Associates have worked together since 2010 in St. Louis, Chicago and Minneapolis markets. White Castle has worked with the engineer and project manager, Michael Velloff, since Original Park Central Recommendation Support of the drive-thru variance as long as the business moves the property to the sidewalk.
