CKOUN: Last fall, the oleta Water istrict (W) imposed new water restrictions as a consequence of the prolonged drought. This resulted in the W establishing a maximum water allowance of 4.62 acre feet per year (FY) for the park site based on historic water credits. These water credits were available due to the fact that the site previously contained residential and agricultural uses. While this is a generous water allowance, the park as originally designed would have had a demand of 6.95 FY. Therefore, in order to obtain water service for the new park, modifications must be made to the design and landscaping to reduce the water demand to at or below the historic credit. s a reminder, the original park design included a multitude of recreational amenities and landscaping: a multi-purpose field, a basketball court, a handball court, a concrete ping-pong table, a bocce ball court, a perimeter walking path with fitness nodes, picnic areas, and a skateboard plaza. In addition, certain design-related commitments were made in association with the $90,000 Prop 84 rant awarded to the City for the park s construction. This commitment included provision of the multi-purpose field, a picnic area, restrooms, a small parking area and playground, all of which were also highly desired by the public. ny design changes will ultimately require approval by the State. t the Commission s November 204 meeting, staff and the City s design consultant, Van tta ssociates, presented some options for revising the park s design that would reduce the water consumption to at or below the 4.62 FY allotment. Strategies for reducing the park s water use include a reduction in the size of the multi-purpose soccer field (the use with the highest water demand); conversion of other turf areas to mulch or hardscape; and reductions in the overall density or type of landscape plantings. ecause a great deal of public input went into the original park design, the Commission directed staff to conduct another workshop to solicit public input on the various design options and potential changes that could reduce the park s water demand.
Meeting ate: May 2, 205 ased on this direction, staff and the City s consultants, Van tta ssociates and Spohn anch Skate Parks, conducted another public workshop at the oleta Community Center in Old Town on January 4, 205. This workshop was well-attended and the public had the opportunity to comment on the plan options presented to the Commission in November, as well as provide general comments on other changes that could reduce the park s water demand. Overall, the maority of people wanted to see additional hardscape recreational amenities such as an additional basketball court and larger skate plaza, as opposed to simply converting turf areas to mulch. ISCUSSION: ased on public input received through the design process, staff has been working with Van tta ssociates over the past few months to create a revised design that would maintain the essence of the original design and its amenities, while making changes that would result in the necessary reductions in water demand. The original park design is provided as ttachment while the alternative design is provided as ttachment 2. The feature with the highest water demand by far is the multi-use playing field. Unfortunately, it is not possible to achieve the needed water reduction without reducing the size of this field. Therefore, the size of the field has been reduced from 50 x 0 to 50 x 2 and the area surrounding the field would also be converted from turf to mulch. This aspect of the design was seen by the Commission in November. It is important to note that even at the reduced size the field would accommodate a U2 age group at the full dimensions, and two U0 age group fields when halved in the other direction (per size guidelines of US Youth Soccer). The mulch areas surrounding the field would be augmented with additional picnic tables. The most prominent changes made as a result of public input are all associated with increasing the park s hardscape. The most predominant area where hardscape has increased is the skateboard plaza which in the revised design has been enlarged from approximately 3,600 square feet to approximately 5,0 square feet. lthough there was a large skateboarding contingency at the workshop, there seemed to be support for an increase in the size of the skateboard plaza from non-skaters as well. However, staff also heard concerns from several residents who asked that the plaza not be made so large as to create a regional draw, and that it remains focused on younger, less experienced skaters. One point made by the skateboard consultant and others in support of increasing the size was that the larger size would actually make the feature safer for younger or less experienced skaters because it would help alleviate congestion within the plaza. The City s consultant, Spohn anch Skate Parks, worked with skaters to develop a revised design that maintains the element s character as an at-grade plaza while incorporating some interesting raised features for skaters (see ttachments 3). Staff believes the revised design provides a good balance and the size is still relatively small for a skate park, considering that Skater s Point in Santa arbara is nearly three times as large at 4,600 square feet and includes advanced skating elements that will not be found here. Meeting ate: May 2, 205 With regard to additional increases in hardscape, previously the design included one full-sized basketball court oriented east-west. ased on public feedback at the workshop, the new design includes a second court as well as a redesign of both courts to be flexible or multi-use courts. These 45 x 5 flex courts can accommodate not only basketball, but also other hard court uses such as tennis, volleyball, badminton and/or pickleball (see ttachment 4 for examples). To accommodate the new north-south orientation of the westerly court, one of the group picnic areas has been relocated to the north side of the handball wall. This provides for better supervision of the westerly playground area. Lastly, additional concrete ping-pong tables are now flanking the newly oriented north-south court. ecently, the W moved to a Stage Three Water Shortage Emergency. Under this declaration, outdoor water uses are prohibited. s a result, the previously proposed splash pad feature is being designated for a future phase of development, to be constructed at such time as the water shortage has been alleviated and the W has lifted such restrictions. This area will be left in mulch so installation at that time will be relatively easy and will not disrupt any facilities. s reported previously, enhancement of the riparian corridor would be limited to new native trees only, unless trucking of recycled water is feasible for use during the twoyear plant establishment period. Under this scenario, habitat enhancement could include a broader palette of native riparian plantings. lthough overall the park now appears dry or brown, there will still be considerable landscaping along the Kellogg venue street frontage and along the north property line where the park site borders existing residential development. The maority of the roses previously shown along the Kellogg venue frontage have been replaced with low water use flowering Sage to attract butterflies and hummingbirds. oses have been retained around the entry gate, but changed to a thornless, drought-tolerant variety (osa banksiae var. banksiae). In addition, a considerable number of trees are included around the perimeter of the park and interspersed within and around the hardscape elements, playground and picnic areas to provide greenery and future shade. The predominant species will be Coast Live Oak and Fruitless Olive (replacing the previously shown lemon trees), with California Sycamore and California ay Laurel placed along the eastern side, and California sh to be used throughout the bioswale to the south. Staff is requesting that the Commission provide recommendations to the City Council regarding the revised design that is needed in order to comply with the new water restrictions. Staff will be presenting the Commission s recommendations to the City Council in June. fter direction from Council, the consultant team will finalize preparation of construction documents. Construction of this park is contingent upon the city acquiring the full interest in the property. The timing of the acquisition is contingent on actions of other entities. Page 3 of 4
