Only contractor work vehicles required for the work will be allowed on site. B. Access: The contractor shall make provisions for a security guard with suitable climatecontrolled, weatherproof structure to monitor and record contractor activities for the duration of the construction. The guard station shall be located at the East Gate off Brander Street and shall be manned during all Contractor working hours. The guard shall be from a security firm with a minimum of 10 years experience in the security business. The contractor shall provide Addendum No. 4-3 - 09/2018

badges for all employees and subcontractor employees that can be verified by the security guard. Badges shall be laminated in plastic with a metal clip which has the following information: employee name, photograph, employing contractor, personnel number. The security guard shall maintain a daily log and maintain a file of personnel, vehicles, and deliveries entering and leaving the Plant site. All construction equipment, deliveries and subcontractors shall access the Plant site through the East Gate. No construction traffic shall travel through the main WWTP gate. 21. The actuator shall include three (3) long life-high intensity LED type pilot lights to indicate valve open, opening, closed, closing, stopped, and alarm conditions. Red & Green lights shall be reverse color programmable to indicate valve open and valve closed position as specified. The amber LED light shall indicate valve stopped in midposition. The local operation, display and calibration of actuator shall be through a LDM with LCD, liquid crystal display. For ease of operation the LDM shall be capable of being located parallel to and adjacent to the handcrank or on the front of the actuator s controls and perpendicular to the handcrank. The LDM shall be capable of being rotated in ninety degree increments for easier viewing. The liquid crystal display and LED lights shall be protected by an explosionproof tempered lime glass window. Plastic windows are not acceptable. S. Remote Display Module (RDM): An RDM shall be provided when the operator is more than 7 feet above the floor or in an inaccessible location and shall perform the same functions as the local display module LDM. The RDM control knobs shall not penetrate the display/control module cover. Control knob position detection shall use Hall effect devices. Mechanical reed switches are not permitted. The RDM shall be connected to the actuator with four wires (two wires for 24 Volts DC from actuator and two shielded twisted pair for RS-485 signal from the actuator) and shall be capable of being located up to 4000 ft from the actuator. Each actuator shall support a LDM, local display module and up to two RDMs. One RDM shall be powered from the actuator s 24 Volts DC power supply. On Drawing AG2, revise the location of the Guard Shack by deleting the two Guard Shack locations shown adjacent the Temp Contractor Trailer, Parking and Laydown Area and east of the new Diversion Chamber and relocate a single Guard Shack south of Supplemental Pumping Station at the East Construction Entrance off the Access Road. 3. On Drawing AG4, delete the TEMP GUARD SHACK SEE NOTE 5 from Detail 2/AG4 Erosion and Sediment Control Practices. Delete Note 5 and renumber following notes accordingly. 4. On Drawing AG5, Detail 1/AG5 Erosion and Sediment Control Practices locate Temporary Guard Shack near the Inlet Protection shown in the south east quadrant and include label APPROXIMATE LOCATION OF TEMP GUARD SHACK SEE NOTE 4. 5. On Drawing AG8, in the last sentence of Note 2, replace the Specification reference from 02220 to 01500. In the last sentence of Note 8 replace State with Commonwealth. 6. On Drawing AG9, replace Note 3 with 3. Contractor shall install signs previously removed during demolition. Refer to DWG AG8. Contractor shall coordinate location of signs with Owner. 7. On Drawing AG9, delete location and reference to Temp Guard Shack shown north and east of the New Diversion Chamber. 8. In Profile 2, label manholes located at Station 10+27.50 and Station11+00.59 MH2 and MH 3 respectively. 11. In Profile 3 on Drawing AG17, label manhole located at Station 10+42.97 MH4. 12. Replace Drawing AG27 with revised Drawing AG27 located in Appendix C at the end of this Addendum. PART 3: REPLIES TO QUESTIONS 1. We respectfully request the engineer to add Perry Fiberglass Products, Inc / Envirogen Technologies to Section 11395 Odor Control Equipment: Bio-towers Part 2.01. Reply 1: We already have designed the Odor Control Equipment around two manufacturers systems. The IFB contains provisions for submission of equivalent equipment from other manufacturers. However, at this stage of the project, the burden is with the manufacturer and bidding general contractors to determine the suitability of any proposed alternate equipment manufacturer s system and weigh potential impacts to other aspects of the project design such as: will the equipment fit in the space available, does the change impact other portions of the design such as electrical and instrumentation, does the alternative equipment provide the same or better performance that the design basis equipment, does the alternate equipment have equivalent or better life cycle costs and maintenance and parts support, etc. To ensure a level playing field for bidders, we require that the base bid be based upon using one of the specified equipment manufacturers and models. It should be pointed out that there is a cost to the City to have our engineering consultants evaluate any proposed alternative equipment, therefore alternate equipment submittals that are not properly and thoroughly documents will generally not be approved. Due to the cost of evaluating alternative equipment, this step is done after bids are opened and the prospective low responsive and responsible bidder is determined. Please refer to the IFB N0. T180022483 Project Book, under Bid Form, Instruction to Bidders: (page 8 of 66) (1), for the procedure to submit an Or Equal to the named equipment in the Major Equipment Schedule. Please also refer to specification SECTION 1600 MATERIAL AND EQUIPMENT, PART 1 GENERAL, 1.4 OR EQUAL SUBMITTAL. 2. Regarding the subject project specification section 151062.2.k.3 indicates all DI Grit pipe and fittings are to have Pro401 lining or equal whereas, the Pipe Schedule in section 15109 pg. 9 indicates the Grit pipe is to be Glass lined.
