Project Objectives Our goal is to assist the community in developing an update to the plan and facilitate a planning process that: Reinforces the long-term vision of the growing city that preserves the history of the community while focusing on development needs. Engages the entire community in the planning process, not just the regular voices. Analyzes current and projected demographic conditions and ties future growth planning to projected land use need. Examines existing community land use and promotes sensible growth, in a manner that enhances the existing community qualities of Hastings.
Project Objectives Continued Provides recommendations for additional road, trail and pedestrianfocused transportation improvements for the community, particularly to new growth areas. Examines current infrastructure capabilities and provides implementation strategies for any necessary improvements or rehabilitation. Coordinates with the community to create an Action Plan for Implementation of the Comprehensive Plan. Why Plan? It is an important process to teach community residents and leaders to that good planning is important and has an impact on Quality of Life. Planning is an organized way to anticipate and shape changes for the benefit of the community. To form a good basis for plan implementation - zoning, design guidelines, and capital improvement programming. A well planned community is attractive, has reasonable taxes/fees, adequate public services, and is a good place to live and work.
What is City Planning? Planning attempts to form a consensus on important issues that affect the development of a community. The goal of land-use planning is to further the welfare of people and their communities by creating convenient, equitable, healthful, efficient, and attractive environments for present and future generations. What is a Comprehensive Plan? The comprehensive plan, also known as a general plan, master plan or land use plan, is a document designed to guide the future actions of a community. It presents a vision for the future; with long-range goals and objectives for all activities that affect the local government. Gary Taylor, JD, AICP "Comprehensive municipal plan" means a compilation of policy statements, goals, standards, and maps for guiding the physical, social and economic development, both private and public, of the municipality and its environs, and may include, but is not limited to, the following: statements of policies, goals, standards, a land use plan, including proposed densities for development, a community facilities plan, a transportation plan, and recommendations for plan execution.
