Spring 2018 Construction Update Ward 3 Southwest Engineering Department Locust Street Bridge over the Des Moines River The Locust Street Bridge over the Des Moines River project is being let through the Iowa Department of Transportation in June 2018 with bids being brought forward to the City Council for consideration of award. Locust Street Bridge is included in the City s Federal TIGER Grant. The existing Locust Street Bridge was built in 1909 and was last rehabilitated in 1967. The existing bridge is considered structurally deficient, although still completely safe for traveling public. Through life cycle cost analysis, it is more cost effective to build a new bridge and a new bridge will be more hydraulically efficient. The bridge is planned to close after the Iowa State Fair this fall. Locust Street will be closed between 2 nd Avenue and Robert D. Ray Drive. The signed traffic detour route will use the new Grand Avenue bridge to direct traffic around the bridge closure. Other alternate routes that can be used include Walnut Street, Martin Luther King Jr. Parkway, I-235, or University Avenue. The Principal Riverwalk will also be closed on the west side of the river and will be detoured along 2 nd Avenue. Traffic across the bridge will be restored by end of 2019 with the project being completed in 2020. The proposed concrete beam bridge will include 12-feet sidewalks on both the north and south sides of the bridge, one (1) lane of parallel parking on the north and south sides and two (2) lanes of traffic (one (1) east bound, one (1) west bound). The bridge railing will be galvanized steel in place of a typical concrete, allowing for a better view of the river for pedestrians. As illustrated in the graphic rendering below, the exterior of the bridge will be made of painted metal panel façade that create a scalloped effect on both the north and south side of the bridge. The scalloped edge will mask the standard IDOT concrete beams that will form the superstructure of the bridge. Both the metal façade and the pedestrian railing will feature LED accent lighting. The aesthetic scheme is the same as Grand Avenue.

Court Avenue, S.W. 1 st Street, and Scott Avenue Bridge Rehabilitation In July 2016, the City received an $8 million federal TIGER transportation infrastructure grant, known as Bridges to Opportunity: Des Moines Community Connection. This project includes the historic renovation of the Court Avenue Bridge, structural rehabilitation of Scott Avenue, as well as the structural rehabilitation of SW 1 st Street Multi-Use Pedestrian Trail bridge. The TIGER Grant also includes the Locust Street Bridge which will be let under a separate contract. The combined project for these three bridges was let through the Iowa DOT and was awarded to Jasper Construction Services, Inc. for $8,419,431.30. Court Avenue bridge is the first bridge to be under construction and recently closed for construction in April. Court Avenue is planned to be open to traffic in late 2018. Scott Avenue bridge is planned to be closed for construction in spring 2019 and open to traffic in late 2019. SW 1 st Multi-Use Trail bridge is planned to be closed for construction in spring 2020 and open to use in late 2020. The repairs being completed on the Court Avenue bridge will preserve the historic integrity of the bridge. The project includes the removal and replacement of bridge sidewalks, high performance deck overlay, replacement of bridge joints, replacement of railing with new limestone railing and granite base, limestone cleaning and repairs to the exterior bridge façade elements, replacement of architectural street lighting, as well as typical traffic control, pavement markings, site restoration, and mobilization. 2018 HMA Residential Paving Program This project reconstructs residential streets by removing the deteriorated existing pavement and replacing it with a new hot mix asphalt pavement. The project also includes constructing ADA compliant sidewalk curb ramps within the project areas. The contract was awarded to Des Moines Asphalt & Paving at an estimated cost of $940,053. Work on this citywide project will begin this summer and will be completed this construction season. The following street located in Ward 3 is scheduled to be reconstructed: Street From To Lincoln Place Drive SW 34 th Street 200 West

2018-2019 HMA Pavement Scarification and Resurfacing Program This project provides for maintenance of residential and arterial streets utilizing surface scarification and hot mix asphalt overlay to improve the surface condition and to extend the useful service life of the streets. The contract was awarded to Grimes Asphalt & Paving Corporation at a contract amount of $885,168. Work on this citywide project will begin in July, and is scheduled to be completed by June 30, 2019. Phase 1 of the project was awarded to S.J. Louis Construction for $3,370,000 and has been completed with the exception of 28 th Street from Ingersoll Avenue to Linden Street. Phase 2 was awarded to Jasper Construction Services, Inc. for $4,479,655. Work has started on Phase 2 and will be completed next summer. Phase 3 will be constructed in 2019. EMC Overlook at MacRae Park The EMC Overlook was awarded to Koester Construction Company, Inc. for $728,500. This project constructs a new weathering steel structured pedestrian overlook and park shelter located in the vicinity of the existing overlook in MacRae Park. This project was made possible by a generous donation from EMC Insurance Companies as well as contributions from many private individuals and organizations. Construction work is scheduled to start this summer and will be coordinated with the MacRae Park Road Reconstruction Phase 2 project. MacRae Park Road Reconstruction Phase 2 This project includes the rehabilitation of the MacRae Park road starting at the pond and ending at the recently renovated shelter. The reconstructed road will include a two-way bike path and a one-way vehicle travel lane separated by a raised median. The project also provides intermittent parking throughout the Park. This project is being planned and constructed in concurrence with the EMC Overlook. The project is scheduled to bid on June 12, 2018 with construction planned to start this summer. The road portion of the project is anticipated to be completed this year with seeding and restoration to be completed next spring. Polk Boulevard Reconstruction from Grand Avenue to I-235 Polk Boulevard reconstruction from Grand Avenue to I-235 was awarded to Des Moines Asphalt & Paving for $640,927.50. The project includes removal of pavement beyond useful service life, excavation, and full-depth hot mix asphalt pavement replacement. Construction on the project is scheduled for this summer and will be completed before school starts this fall. 31 st Street Reconstruction from I-235 to University Avenue 31 st Street reconstruction from I-235 to University Avenue was awarded to Kingston Services, P.C. for $686,171.60. The project includes the reconstruction of 31 st Street with a mill and structural overlay of the intersection of Kingman Blvd. The project also includes sidewalk improvements and replacement of the storm sewer intakes at each side of the road that is being reconstructed. Construction on the project has been scheduled to begin this summer and will be completed before school starts this fall. S.W. 9 th Street and Bell Plaza The S.W. 9 th Street and Bell Plaza project was awarded to Minturn, Inc. for $396,419.80 as part of the 2018 Brick Sidewalk Project. The project includes construction of a pedestrian plaza with bike racks, seating and landscaping. Due to the proximity to Lincoln High School, construction activities will take place after school lets out for the summer, and is to be completed before school resumes in the fall.

43 rd Street and Crocker Street Sewer Separation The 43 rd Street and Crocker Street Sewer Separation was awarded to J&K Contracting, LLC for $884,202.78. The project provides for the separation of storm water flows from the existing combined storm and sanitary sewer system as part of the City s Long Term Control Plan to meet the requirements of the Iowa Department of Natural Resources (IDNR) and the 2010 IDNR issued Consent Order, Judgment, and Decree in Western Ingersoll Run. Trunk storm sewer is being installed along Chamberlain Avenue between Crocker Street and 42 nd Street and along Crocker Street between Chamberlain Avenue and 43 rd Street. Crocker Street and Chamberlain Avenue will be reconstructed following the storm sewer installation. The project also reconfigures the existing triangular intersection at Crocker Street and 43 rd Street to a standard T intersection to alleviate traffic concerns and improve pedestrian visibility by removing freeright movements. The Contractor has initiated work and it is anticipated that construction will be completed before school resumes in August 2018 at nearby Hubbell Elementary School and Roosevelt High School.
