3 Upcoming Phase 4 Construction Phase 4 is the final phase of construction for I-95 between Palmer Street and Ann Street. Upcoming Phase 4 includes: Total reconstruction of the I-95 southbound lanes and on- and off-ramps between Palmer Street and Ann Street Rendering of I-95 Northbound Ramps with Proposed Landscaping Realignment and reconstruction of Avenue from Delaware Avenue to Street Construction of all public amenities, stormwater basins, landscaping, lighting, noise barriers, and parking underneath I-95 Will begin in spring 2018 Rendering of Interchange Area with Proposed Landscaping Rendering of Pedestrian and Bicycle Access with Proposed Landscaping in the Interchange Key Map Showing Locations of Phase 4 Construction
4 Future Phases 5 and 6 Phases 5 and 6 will reconstruct I-95 between Race Street and Frankford Avenue. Phase 6 Frankford I-676 Phases 5 and 6 include: Phase 5 Total reconstruction and rehabilitation of I-95 between Frankford Avenue and Race Street Delaware River Overview of Existing I-95 Avenue Interchange Phases 5 and 6 Realignment of Poplar, New Market, Front, and Laurel Streets under I-95 Construction of public amenities, stormwater management basins, landscaping, noise barriers, parking, and lighting Reconstruction and widening of I-676/Vine Street ramp connections to I-95 View of Existing Frankford Avenue Underpass Work will be phased, beginning with southbound lanes and ramps (Phase 6), then moving to northbound lanes and ramps (Phase 5) when southbound work is complete Phase 5 is anticipated to begin in 2024 Phase 6 is anticipated to begin in 2021 View of Existing I-95 Southbound Looking North toward Phase 2 Key Map Showing Locations of Phases 5 and 6 Construction
5 Construction Impacts Current Phase 3 and Upcoming Phase 4 Construction Construction Staging and Site Preparation: Phase 3 staging areas underneath and adjacent to the highway will be in place through Phase 4 no permanent I-95 widening will occur on the west side of the highway PennDOT sent letters to property owners with structures or other sizeable items installed in its right-of-way and held meetings in September and October to discuss timing and process for removal Phase 3 Construction in the Interchange Area Parking: Parking under I-95 will continue to be restricted for the duration of Phases 3 and 4 for safety and to allow room for construction and staging activities Access to properties from local streets will be coordinated and maintained during construction Cars parked illegally under the highway will be towed to a nearby public street Noise and Vibration: The project team has identified methods to reduce construction noise and vibration in Phase 4 and will use these new construction Construction of I--95 Northbound during Phase 3 methods where feasible The goal is to reduce construction impacts to adjacent properties
6 Signed Construction Detours Phase 4 Long-Term Road Closures During Phase 4, the I-95 southbound off-ramp will be closed and the existing detour route will follow Allegheny Avenue and Allen Street from the Allegheny Avenue exit to the Avenue Interchange. Huntingdon Somerset Ann Allegheny I-95 Southbound Off-Ramp Closure Short-term road closures will continue between Palmer Street and Ann Street throughout Phases 3 and 4. Detour signs will direct traffic during temporary closures. Phase 4 Truck Detour Trucks will be restricted from making right turns from eastbound York Street to southbound Avenue throughout the duration of Phase 4 construction. Trucks will be re-routed onto Avenue north to Avenue and then onto Street. Huntingdon Somerset Ann Allegheny York Street Restricted Right Turn Delaware
7 Bicycle and Transit Detours State Bicycle Route Detour 3rd From Spring Garden Street via 3rd Street Frankford Belgrade Belgrade York 2nd To Spring Garden Street via 2nd Street Thompson Susquehanna Huntingdon A bicycle detour for State Route E is in place through the end of Phase 3. Route 15 Trolley Detours Belgrade Thompson Westmoreland Huntingdon Somerset Ann Clearfield Allegheny The Route 15 Trolley Detour will continue through the end of 2019.
8 Phase 4 Noise Barriers York Columbia Wildey Palmer Montgomery Berks Susquehanna Sergeant 11 Emery Huntingdon Salmon Somerset Cambria Salmon Ann Delaware Location of Phase 4 Noise Barriers Transparent barriers will be installed from Palmer Street to Ann Street. Noise barrier final design outreach for Palmer Street to Ann Street was held in fall 2015 Eligible property owners were asked to choose either a solid or transparent noise barrier panel. More than 75% of respondents were in favor of Rendering of Barriers over Avenue Underpass transparent barriers The noise barriers selected are made of a highly transparent grade of cast acrylic and provide the same noise abatement as concrete structures The renderings on the right illustrate the visual impact of the barriers to be installed in the Phase 4 project area Rendering of Barriers at Emery and Streets

Primary uses proposed underneath the viaduct in this area include stormwater management basins, parking, and access points to adjacent properties.
16 I-95 Avenue Interchange Bicycle and Pedestrian Improvements Map of Planned Phase 4 Bicycle and Pedestrian Improvements City Suggested Connection City Trail / Sidepath City Sharrow City On-Street Bike Lane Phase 4 Boundaries Phase 4 Multi-use Trail Phase 4 On-Street Bike Lane Phase 4 Sidewalk with Buffer PennDOT s designs propose new trails for bicycles and pedestrians under I-95, through the Avenue interchange, and along Street to improve bicycle and pedestrian access in the project area. The new trails will be well-lit, buffered from vehicular traffic, and will link to existing on-street facilities in the area. PennDOT is working with the City to develop maintenance agreements for the trail. 17 Stormwater Monitoring Initiatives Phase 2 Landscaped Stormwater Management Basin Weather Station Installed in Rain Garden near Shackamaxon Street Universities Monitoring Partnership The I-95 Avenue Interchange Project is using green stormwater management techniques to manage runoff. This approach benefits local streams and rivers by reducing stormwater flows into the overburdened combined sewer system. PennDOT has partnered with Temple University and Villanova University to conduct research on several I-95 bioswales constructed between Columbia Avenue and Frankford Avenue during Phase 2 of the project. The goals of the partnership are to: Verify the performance of green facilities Identify the best ways to maintain green infrastructure to preserve Villanova Graduate Students Constructing Weather Station appearance and functionality Generate recommendations on how to improve future designs for I-95 and other projects The universities have installed monitoring equipment, and professors and their students are frequently seen in the area checking results. The benefits of green infrastructure facilities are on display in our local neighborhoods, providing new wildlife habitat, while helping to restore swimmable and fishable streams and rivers for our families to enjoy. Monarch Butterfly Caterpillar found in Phase 2 Landscaped Basin Efforts are expected to continue through Phase 4 construction.
