Welcome to the Citizens Information Meeting for the Princess Anne Road Phase VII project. The purpose of this meeting is to provide the public with an opportunity to comment on the proposed roadway improvements associated with the Princess Anne Road improvements. Representatives from the City of Virginia Beach and the design consultant are present to answer your questions and discuss any concerns you may have. This is an informal meeting and questions and answers will be handled on an individual basis. We also encourage you to fill out one of the comment sheets provided and leave it in the comment box or mail it to the address on the back of this handout by May 15, 2004. Project Purpose and History The purpose of the project is to improve the traffic capacity of Princess Anne Road from General Booth Boulevard to Upton Drive, and to improve traffic circulation around existing and future commercial development in the area. Also, providing access to the new elementary school that is under construction is a key aspect of the project. Currently, several improvements are planned with this project in addition to Princess Anne Road, including: A second southbound left turn lane from General Booth Boulevard onto Princess Anne Road. Improvements to the existing traffic signal. A new access road will be constructed to provide connection to existing Princess Anne Road for access to Nimmo United Methodist Church and adjacent residences. A cul-de-sac will be provided on existing Princess Anne Road in the vicinity of the Wilson property. New turn lanes will be provided at the Newstead Drive intersection with Princess Anne Road. At Elson Green Avenue, turn lanes will be provided to the proposed Elson Green Avenue extension to Elementary School 2005, which is currently under construction. Turn lanes will also be provided to Elson Green Avenue heading north. Turn lanes will be provided at the intersection of Princess Anne Road and Upton Drive. Existing access points will be maintained at Painters Lane and the Food Lion Shopping Center. Additionally, the project contains significant drainage improvements to Princess Anne Road. The drainage improvements will be composed of a subsurface drainage system, filling in the existing roadside ditches along the entire length of Princess Anne Road, from General Booth Boulevard to Sandbridge Road, and will also include two stormwater management ponds. A stormwater management pond is proposed at the
western terminus of the project near the intersection of Princess Anne Road with General Booth Boulevard. A second stormwater management pond, a regional facility, will be constructed between the proposed Princess Anne Road and existing road adjacent to the future shopping center site, between Elson Green Avenue and Upton Drive. A drainage system extension will be required from this pond along Elson Green Avenue and will eventually connect to an existing system at Upton Drive. In addition to the drainage improvements, water line improvements will be included with this project. A proposed 10 water main extension from Mathews Green to Elson Green Avenue will be constructed with the Princess Anne Road improvements. Princess Anne Road at General Booth Boulevard looking east The proposed typical section of Princess Anne Road will consist of a four-lane divided highway from General Booth Boulevard to Sandbridge Road. The proposed improvements will continue along Sandbridge Road approximately 600 feet east of the Food Lion Shopping Center. Two eight-foot wide multi-use paths and extensive landscaping will also be provided along the corridor. Traffic Analysis The design consultant has conducted a traffic analysis that outlines the various anticipated impacts in the area of the project. This traffic analysis projects that over 29,000 vehicles per day by the design year of 2026. 4-lane divided typical section Right-of-Way The proposed improvements will impact 15 properties. Two businesses and one residence will be displaced by the project. Additional temporary construction, utility and/or drainage easements may be required; the number and placement of these easements will be determined as the design progresses in the next phase. If right-of-way is required from your property, you will be contacted at a later date.
Preliminary Cost Summary The current estimated cost for construction of this project is approximately $6.2 million (year 2004 dollars), excluding right of way acquisition and private utility relocation.
