Garland Ave. Requested Action Central Station Segment Request for an ARB Major Certificate of Appearance for the design and construction of two new blocks of the Gertrude s Walk Urban Trail. Ace Cafe Segment Future Trail Segment Recommendation Approval, based on the conditions in the staff report. Project Planner Doug Metzger, AICP, LMT Location Map S UMMARY Project Description This project is proposing to add two additional links to the Gertrude s Walk Urban Trail. The first link runs north from Washington St. to Jefferson St. The second link north from Amelia St. to Concord St. The project includes the hardscape, landscape, fences, walls and lighting. Project History Construction on the Gertrude s Walk Urban Trail began in the 1980 s. The initial and existing trail runs from Church Street north to Washington Street Plans are in process, associated with the I-4 reconstruction to connect Gertrude s LYNX Segment 2 Existing Segment Walk to the Orland Urban Trail including a pedestrian bridge crossing of Colonial Dr. at the SunRail tracks crossing. 2 Page 2 Case Number ARB N. Garland Avenue Gertrude s Walk Extension OVERVIEW P ROJECT OVERVIEW From the Applicant s ARB Submittal: The LYNX Gertrude's Walk Urban Trail project proposes to extend the multi-use trail through two blocks within the downtown Orlando area. The first block is located between Washington Street on the south and Jefferson Street on the north. In this block, the trail will occupy the eastern 15 feet of the North Gertrude Avenue right of way, adjacent to the west side of the railroad corridor. North Gertrude Avenue will become a southbound one way road. The trail will be 10' wide adjacent to the roadway and will be separated from the rail corridor by landscaping and a fence/barrier at the right of way line. The second block in this project is located between Amelia Street on the south and Concord Street on the north. In this block the trail will occupy a 30' wide easement adjacent to the west side of the railroad corridor. The trail will be 12' wide, roughly centered in the 30' easement with varying widths of landscaping along both sides. Both sides of the trail will be separated from the adjacent properties (rail corridor on the east and FDOT stormwater facility on the west) by a fence/barrier. ARB STAFF COMMENTS The extension and completion of the Gertrude s Walk Urban Trail from its current terminus at Washington Street to the terminus of the Orlando Urban Trail at N. Magnolia Avenue is a critical component to the future connectivity and multi-modal transportation network in Downtown Orlando. The completion of the two links proposed in this application is an important step in the expansion of our downtown trail network. ARB Staff has reviewed the applicant s proposal and is generally pleased with design direction and intent of the proposal. The applicant s team has done an excellent job interpreting the traditional elements and materials of the existing segments of Gertrude s Walk and applying them to the new design with a contemporary flair. C ONDITIONS OF APPROVAL ARB Staff has reviewed the LYNX Gertrude s Walk Submittal and recommends approval based on the following conditions: 1. Mural Walls a. The mural walls shall be located so as to not obstruct trail user or intersecting vehicle and pedestrian sight lines in areas where the trail intersects with travel lanes and crossing pedestrian traffic. b. Future mural artwork shall be required to receive an ARB Minor Review approval and a Planning Official Mural Determination prior to installation of the artwork. 2. Lighting a. In order to be consistent with previously approved City and FDOT aesthetic decisions for the Colonial Drive and I-4 interface the Saturn Cut-off lights proposed in the Amelia St. to Concord St. segment shall be replaced with single acorn street lights. b. The mural wall uplighting is approved as submitted. 3. Furniture and Materials a. The air stations and water fountains shall have a black finish in order to be consistent with the other similar existing fountains and fixtures along the Gertrude s Walk and Orlando Urban Trails. b. All other materials, fixtures, features and landscaping is approved as submitted. 4. ARB Approval a. ARB Approval does not grant permission to construct. All necessary permits and permissions shall be obtained prior to commencement of construction activities. b. The project shall be constructed consistent with the plans and details presented in this application. Any modifications or substantial change to the design or materials may require additional ARB review and approval.
