C. M. RECOMMENDATION: 1. Approve the Award of a sole source Contract No. 17-188-SS in the amount of $236,9.00 to Playground Specialists, Inc. and approve an allocation of $23,693.00 as a tingency for change orders, for a total tract authorization of $260,620.00. 2. Approve the Award of rider Contract No.17-135R in the amount of $3,077.50 to Playground Specialists, Inc., and approve an allocation of $32,707 as a tingency for change orders, for a total tract authorization of $359,78.50. 3. Authorize the Purchasing Agent to execu the tract documents, subject to legal review by the County Attorney. ISSUES: County Board approval is required for award of struction tracts exceeding $250,000. There are no known outstanding issues. SUMMARY: This is a Neighborhood Conservation project submitd by the Cherrydale Civic Association. It was approved by the Neighborhood Conservation Advisory Commite at the December 11, 201, funding round and approved by the County Board on February 21, 2015. This plan received the support of the Cherrydale Civic Association through a collaborative community process with staff from Arlington County Department of Parks and Reation. The focus of the project is to replace the existing tot lot and add play equipment for the 5-12 age group. Improvements include new playground equipment, replacement of the existing picnic shelr, ADA accessibility improvements, si furnishings, landscaping and stormwar management. BACKGROUND: As part of the Fall 201 Neighborhood Conservation funding round, the Cherrydale Civic Association requesd a Parks improvement project within Oakgrove Park. 3.51 a park is heavily used by County-wide residents for active as well as passive reation. The park includes a tot lot and picnic shelr as well as a non-programmed grass field and track which was renovad in 201-2015, in addition to non-structured open space. Park staff worked with the community to design park improvements to complement the existing park amenities. DISCUSSION: Playground Specialists, Inc. is a supplier of the custom playground equipment selecd for the Oakgrove Park project. They hold a cooperative agreement with the Houston- Galveston Area Council, a governmental association, through which the County is able to purchase the equipment. As a sole installer of the playground equipment that the company manufactures, their installation services are being procured on a sole-source basis. Playground Specialists, Inc. was found to be a responsible tractor. It is recommended that the tracts be awarded to Playground Specialists, Inc. Construction is anticipad to take approximaly four () months to comple once the tracts are signed and Notice to Proceed has been issued to the Contractor. FISCAL IMPACT: The overall project budget for the park improvements in Oakgrove Park totals $795,000, which includes design, engineering, meetings, survey, stormwar management, landscaping, struction and project management.
