The current definitions in Sections 9.3.4, 12.3.4 and 16.2.2 should be deleted. Protected: For the purposes of this chapter, this term shall apply to the storage of containers and IBCs that meet the appropriate provisions of Chapter 16 or alternate provisions that have been approved by the authority having jurisdiction (See Sections 16.3.5 and 16.9). Unprotected: For the purposes of this chapter, this term shall apply to the storage of containers and IBCs that do not meet the criteria to be considered protected, as defined in section x.x.x Annex for protected: The term protected indicates that the fire risk is managed so as to control the fire and prevent it from spreading beyond the design area of the automatic fire protection system. Annex for unprotected: The term unprotected indicates that the growth of a fire may exceed the capabilities of the automatic fire protection system and extend beyond the design area of the system. In such cases, the total contents of the fire area may become involved in a fire, regardless of the protection features provided. 2 of 224 9/6/2016 1:13 PM Public Comment No. 58-NFPA 30-2016 [ Section No. 9.1.4 ] 9.1.4 This chapter shall not apply to the following: (1) Containers, intermediate bulk containers, and portable tanks that are used in operations areas, as covered by Chapter 17 (2) Liquids in the fuel tanks of motor vehicles, aircraft, boats, or portable or stationary engines (3) Beverages where packaged in individual containers that do not exceed 1.3 gal (5 L) capacity (4) Medicines, foodstuffs, cosmetics, and other consumer products that contain not more than 50 percent by volume of water-miscible flammable or combustible liquids, with the remainder of the product consisting of components that do not burn and where packaged in individual containers that do not exceed 1.3 gal (5 L) capacity (5) (6) Liquids that have no fire point when tested in accordance with ASTM D92, Standard Test Method for Flash and Fire Points by Cleveland Open Cup Tester, up to the boiling point of the liquid or up to a temperature at which the liquid shows an obvious physical change (7) Liquids with a flash point greater than 95 F (35 C) in a water-miscible solution or watermiscible dispersion with a water and noncombustible solids content of more than 80 percent by weight, and which does not sustain combustion when tested in accordance with Method of Testing for Sustained Combustibility, in accordance with 49 CFR 173, Appendix H, or the UN publication, Recommendations on the Transport of Dangerous Goods (8) Distilled spirits and wines in wooden barrels or casks Statement of Problem and Substantiation for Public Comment These two exemptions no longer apply to NFPA 30. Full scale fire testing has shown that alcohol-water mixtures consisting of a 50-50 mix can create challenging fire hazards and that protection criteria provided in NFPA 13 is not adequate to control those hazards. The last revision of NFPA 13 eliminated the commodity classification of these materials from its annex. Newly proposed protection criteria along with the proposed revision to Section 12.8 provides protection criteria for all these types of products that can be used in a general purpose warehouse. 9 of 224 9/6/2016 1:13 PM Public Comment No. 42-NFPA 30-2016 [ Section No. 12.3 ] 12.3 General Requirements. 12.3.1 A general-purpose warehouse that stores liquids in quantities that exceed the maximum allowable quantities permitted in control areas by Table 9.6.1, but do not exceed the amounts permitted by Section 12.8 shall meet the requirements of Section 12.8. 12.3.2 A general-purpose warehouse that stores liquids in quantities that and liquid-package combinations that exceed the amounts permitted by Section 12.8 shall meet the requirements for a liquid storage room or liquid warehouse, whichever is applicable. 12.3. 3 2 Facilities covered by this chapter shall meet the requirements of Section 9.3. 12.3. 4 3 For the purposes of this chapter, protected storage shall mean storage installed after January 1, 1997, that is protected in accordance with Chapter 16. All other storage shall be considered unprotected storage unless an alternate means of protection has been approved by the authority having jurisdiction. (See 16.3.5 and Section 16.9.) 12.3. 5 4 Protected and unprotected solid pile and palletized storage shall be provided with aisles that are arranged so that no container, portable tank, or intermediate bulk container is more than 20 ft (6 m) from an aisle. 12.3. 6 5 Protected solid pile and palletized storage and protected storage on racks shall be provided with minimum 6 ft (1.8 m) aisles between adjacent piles or adjacent rack sections, unless otherwise specified in Chapter 16. 12.3. 7 6 Unprotected solid pile and palletized storage shall be provided with minimum 4 ft (1.2 m) aisles between adjacent piles. Main aisles shall be a minimum of 8 ft (2.4 m) wide. Exception: For Class IIIB liquids stored in containers at temperatures below their flash points, the distance between piles is permitted to be reduced from 4 ft (1.2 m) to 2 ft (0.6 m) in proportion to commensurate reductions in the maximum storage height and maximum quantity per pile as given in Table 12.6.2.2. 12.3. 8 7 Unprotected rack storage shall be provided with minimum 4 ft (1.2 m) aisles between adjacent rack sections and adjacent storage of liquids. Main aisles shall be a minimum of 8 ft (2.4 m) wide. 12.3. 9 8 of empty or idle combustible pallets inside protected liquid storage areas shall comply with NFPA 13. Page 9 of 188

0 of 224 9/6/2016 1:13 PM 12.3. 10 9 of empty or idle combustible pallets inside unprotected liquid storage areas shall be limited to a maximum pile size of 2500 ft 2 (230 m 2 ) and to a maximum storage height of 6 ft (1.8 m). 12.3. 11 10 of empty or idle combustible pallets shall be separated from storage of liquids by minimum 8 ft (2.4 m) aisles. 12.3. 12 11 Limited quantities of combustible commodities, as defined in NFPA 13, shall be permitted to be stored in liquid storage areas if the ordinary combustibles, other than those used for packaging the liquids, are separated from the liquids in storage by a minimum of 8 ft (2.4 m) horizontally, either by aisles or by open racks, and if protection is provided in accordance with Chapter 16. Statement of Problem and Substantiation for Public Comment There is a proposal to completely rewrite section 12.8. The changes proposed here are intended to ensure section 12.3 works with the newly proposed section 12.8. Statement of Problem and Substantiation for Public Comment The liquid-container combinations listed in Table 12.8.1 represent fire hazards well in excess of commodities commonly stored in general purpose warehouses. Protection criteria provided in NFPA 13 cannot control these fire hazards and would result in the development of large pool fires that will quickly overtax the protection systems.. However, these fire hazards can be very effectively controlled using testing-defined protection criteria provided in Chapter 16. In all cases, the combination of strong protection scheme and limited container sizes produced well controlled fires that did not produce spreading pool fires. In addition to the well controlled fires provided by the combination of a strong protection scheme and the listed liquid-container combinations (ignition of packaging scenario), the limiting of container size further reduces the potential for the development of a large accidental spill that could be ignited after the release and result in large number of ceiling sprinkler operations and wide area ignition of other lower hazard (e.g., expanded or unexpanded plastics) commodities (spill and delayed ignition scenario). The strong protection schemes and limited container sizes eliminates the need for containment, emergency drainage, hazardous area electrical equipment and low level ventilation. Statement of Problem and Substantiation for Public Comment This is one of a series of Public Comments submitted to add protection criteria for metal containers using K25.2 pendent, extended coverage sprinklers as in-rack sprinklers. These criteria are based on a full scale fire test conducted at UL. Public Inputs were submitted on these criteria that have since been reviewed with the Protection Criteria Task Group. These Public Comments include several modifications to the Public Inputs that are based on discussions with the Protection Criteria Task Group. Answers to the questions from the Technical Committee on the Public Input are provided below. 1. What is the rationale for the ignition scenario? The ignition scenario is based on the spill of the entire contents of a 55 gallon drum at a rate of 2.5 gpm. The spill is located on the second tier of storage, centered horizontally between in-rack sprinklers. This ignition location maximizes the distance between the ignition source and the in-rack sprinklers. In addition, the ignition source exposes filled drums both above and below because it is located at the second tier of the storage rack. 2. How is the protection extrapolated to unlimited storage height and building height? In the full-scale fire test the fire did not spread to involve any of the stored commodity, while activating only the in-rack sprinklers. This same result could be expected regardless of the height of the storage or building, since the protection scheme would be repeated. 3. Why is the ceiling protection not balanced with in-racks given container sizes are 55 gal? In the full-scale fire test the in-rack sprinklers controlled the fire with the need for ceiling sprinklers. The test used an ignition location at the face of the rack in the horizontally most remote location from the in-rack sprinklers, which maximizes the activation time of the in-rack sprinklers. The temperature above the ignition location at various distances below the ceiling is provided in the second graph on p. A-3 of the test report. The data shows that a ceiling sprinkler would not have operated in the test. Thus, hydraulically calculating the simultaneous operation of the in-rack and ceiling sprinkler systems is not necessary based on the results of the fire test. The protection is similar in this respect to NFPA 13, 2016 edition, Section 17.1.2.9, which requires a horizontal barrier to be provided above each in-rack level, as in the proposed criteria, but in Section 17.1.2.9.6 permits the in-rack and ceiling sprinkler systems to be hydraulically calculated without balancing. 4. How did they determine the number of in-rack sprinklers to be included in the design area? The design is based on a 50% safety factor over the number of sprinklers operated in the full-scale test. 5. Why was the clearance between the deflector and top of storage decreased from what was tested? The tested clearance results from the height of the drums, pallets, and racks used in the test. Full drums were located in the areas with the most significant exposure from the ignition source. If the full drums in the areas with the most significant exposure did not rupture, the empty drums located farther from the ignition source would also not be expected to rupture (even if they had been full). The damage to both the empty and full drums was further evaluated based on whether the relieving style bung remained in place following the test. As noted in Section 8.2 of the test report, [t]here was no noticeable damage, and no relieving bungs were missing from any of the drums following the test. Further substantiation for the new criteria is provided below: The proposed new sprinkler protection criteria for rack storage of Class II and Class III combustible liquids is based on a full scale fire test performed by Underwriters Laboratories, Inc. (UL). The test is documented in the report, Class II Combustible Liquids in 55-gallon Steel Drums Stored in Racks with Continuous Combustible Horizontal Barriers Protected by K=25.2 EC In-rack Sprinklers, dated June 13, 2014. A copy of the UL test report has been provided to NFPA. The test used double-row racks of UN 1A1/X1.4/300 55-gallon steel drums filled with Ultra Low Sulfer Premium Diesel fuel on 48 by 48 inch pallets. The test was conducted with double-row racks and 6 ft wide aisles. A 2.5 gpm flow of heptane, up to a maximum of 55 gallons, at the second tier of the storage rack was ignited to simulate a leaking drum. The heptane supply was centered between two in-rack sprinklers. Protection consisted of horizontal barriers and in-rack sprinklers as follows: K25.2 gpm/psi1/2 Intermediate Temperature (212 F) Control Mode Density Area Extended Coverage Pendent Sprinklers used in the racks 30 psi operating pressure supplying nominally 138 gpm per sprinkler In-rack sprinklers located one per rack bay in the longitudinal flue, approximately 8 ft. 9 in. apart horizontally (centered between the rack uprights) Horizontal barriers, consisting of nom. 3/8 in. plywood, located directly above each level of in-rack sprinklers Horizontal barriers spaced 15 ft. apart vertically The test used nominal 5 ft. tall tiers, with 3 tiers between horizontal barrier/in-rack sprinkler levels. A total storage height of 35 ft. was included in the test, with two levels of horizontal barriers/in-rack sprinklers. The fire did not progress beyond the lower level of horizontal barriers/in-rack sprinklers and did not activate the upper level of horizontal barriers/in-rack sprinklers. Thus, a single level of horizontal barriers/in-rack sprinklers was able to contain the fire. As stated in the UL test report: During the test, two in-rack sprinklers at the 15 ft. level operated at 00:06 after ignition of the heptanes spill. The horizontal fire travel within the double-row rack main test array was limited to the area of ignition only. There was no ignition of the target commodity nor any indication of fire damage. All test results showed successful control of the fire. Only 2 in-rack sprinklers operated. The temperature of a steel angle located near the ceiling level had only a 108 F maximum 1 minute average temperature, indicating relatively low ceiling temperatures and protection of structural steel at the ceiling. The proposed Second Revisions to NFPA 30 are intended to add the tested protection scheme. The proposed new scheme is suggested to be named Design Scheme E to avoid confusion with Design Scheme D currently in Annex D. The proposed new Section 16.6.4 is primarily based on the existing language in Section 16.6.3 adapted to the tested protection scheme. Page 21 of 188

Since pallet loads are transported into and out of racks and a fire involving even a single IBC could damage the building, only use this approach in well-cutoff rooms. 2. Limit storage to the bottom tier of the rack. 3. Design the in-rack sprinklers to provide a minimum flow of 60 gpm (227 L/min) out of the hydraulically most remote eight (8) sprinklers (four on two lines). If there are additional barrier levels above the first tier (e.g., protecting smaller containers with Scheme A), design the total in-rack system to supply the most remote ten (10) sprinklers (five on two lines). 4. Protect all racks in the cutoff room with the same level of protection. Arrange the room to ensure there will not be any on-floor storage. is permitted above the first rack tier but is limited to products that can be protected by Scheme A. Protection above the first tier can either continue with Scheme D for the full height of the rack or use Scheme A for the full height of the rack. 5. Balance the ceiling sprinkler demand and the in-rack sprinkler demand at the point of connection. Provide a 500 gpm (1890 L/min) hose stream allowance.
