BACKGROUND: At the May 22, 2017 City Council meeting, the City Council rejected the applicant's proposal to provide artwork on site consisting of a sculpture to be located within the living room across from the main entry of the new assisted living building. The applicant is now proposing to donate the purchased sculpture to the City and requests that the artwork be displayed within a public building within Tradition. Staff has contacted Chris Craft, the St. Lucie County Tax Collector, who is amenable to displaying the sculpture within the future Tax Collector facility which will soon be under construction in Tradition. This would require an interlocal agreement with the County since the City would own the art. In the meantime, the City would need to find an interim location to display the sculpture at a City facility. ANALYSIS: Section 162.05(E) (2) of the City Code allows the developer to purchase artwork for donation as a gift to the City. STAFF RECOMMENDATION: Staff recommends that Council approve the donation of the artwork to the City, direct staff to prepare an interlocal agreement with St. Lucie County to place the artwork in the proposed Tax Collector's building in Tradition, and direct staff to place the artwork for display in the Civic Center in the interim. Smith, located in Stuart, Florida. The bronze sculpture, titled "Turtles and Spades", is requested to be located within a public building within the Tradition Masterplan. The project has an estimated construction cost of $6,000,000. Therefore, we understand the dollar value in public art required for this project is $30,000. The artwork has a purchase price of$32,000. The package will be distributed to the Public Art Advisory Board (PAAB) and scheduled for their next meeting.
