The City's Vision to preserve unique natural resources including the BACKGROUND: Port St. Lucie's efforts to increase public access to the North Fork of the St. Lucie River began in the 1980s with the construction of public boat ramps at Veterans Park at Rivergate. Subsequent projects added 2,000 linear feet of public boardwalk along the river north of Port St. Lucie Boulevard, acquisition of 43 acres of riverfront land along Westmoreland Boulevard, and development of the Port St. Lucie Botanical Gardens. In May 2017, a site plan was approved for the Riverwalk Boardwalk and Westmoreland Park (P17-004). It allows for the development of the remaining Westmoreland acreage into an active 9.75 acre waterfront park, a passive recreation 13 acre conservation tract, the construction of ± 2,200 linear feet of additional boardwalk,.70 acres of leasable restaurant space, and a connection to Bridge Plaza shopping center to encourage new investment in the center. ANALYSIS: Construction of the approved site plan is included in the City's Five Year Capital Improvement Plan. A construction schedule has been prepared based on the timing of permits and current project funding. The construction schedule is provided as Exhibit "A" and depicted on Sheet 1 of Exhibit "C". In FY , the Westmoreland Park site will be constructed. The South Florida Water Management District issued the permit for Westmoreland Park on August 2, The construction of the boardwalk and the improvements to the adjacent 13 acre conservation tract will require review by the South Florida Water Management District (SFWMD), the Army Corps of Engineers, and the Florida Department of Environmental Protection. Therefore, those improvements are scheduled for FY
2 Phase FY construction will provide paved parking, driveway aisles, sewer and water lines, restrooms, landscaping, sidewalks, and playground improvements at Westmoreland Park as well as the relocation of the two historic Peacock structures. Open space areas will be sodded to create event lawn space. The relocation and stabilization of the 1917 Peacock House and 1952 Peacock Lodge will occur during Phase I but under a separate contract. The construction of Westmoreland Park will include land clearing, filling, and grading to comply with the required elevations. As a result, the needed elevations with impact the existing banyan tree that is located adjacent to the river. The banyan tree is at elevation four (4) foot NAVD (North American Vertical Datum of 1988) and is below the base six (6) foot NAVD flood elevation for the park site established by the National Flood Insurance Program. At a minimum, the park improvements should be placed at the six foot elevation. The SFWMD permit requires even higher elevations for the parking area and building construction. The park site will be graded, sloped, and stabilized to meet these requirements. In the opinion of the project team, the public would be better served if the banyan tree were relocated to a higher elevation and away from the proposed boardwalk stage and terraced lawn seating area as shown on Sheet 2 of Exhibit "C". Exhibit "B" includes proposals from two arborists for the relocation of the tree and a graphic depicting elevation impacts. Both proposals list the survivability rate at 85 percent. FINANCIAL INFORMATION: Phase FY construction will provide paved parking, paved driveway aisles, sewer and water lines, restrooms, landscaping, and sidewalks at the 9.75 acre Westmoreland Park and is estimated to be approximately $2.94 million based on current construction values. The estimated budget to relocate and stabilize the two historic Peacock properties is approximately $619,000. The Community Redevelopment Agency has received a $350,000 matching grant from the Division of Historic Resources toward the relocation costs. SPECIAL CONSIDERATION: N/A PRESENTATION INFORMATION: A presentation will be provided by the project team. REQUESTED MEETING DATE: 8/21 /2017 LOCATION OF PROJECT: The park site and conservation site are located on the east side of the North Fork of the St. Lucie River, south of Port St. Lucie Boulevard, on the west side of Westmoreland Boulevard, and immediately south of the Port St. Lucie Botanical Gardens. The branch structure is very strong. There are some smaller dead limbs (1"-3"), but very few large dead leaders. There is no visible decay in the main leader structure. There is a very small amount of insect damage, resulting in sooty mold on the leaves, which could be caused by aphids, mealy bugs, scale, or white fly. I did not see enough insect damage to be concerned about the health of the tree. The only environmental damage I witnessed was from graffiti carved into the trunk of the tree, which is only an esthetic issue. Upon inspection, everything appears to be normal for this species. The tree does not show any symptoms of decline. Recommendations Tree Remains: No grading or ground treatment can occur near this tree or the roots will he damaged or suffocated. Decking could be used to obtain the desired elevation, but no grade changes can occur within 100 feet of this tree. If the tree is to remain, to increase visibility under the tree, I would recommend proper pruning including thinning and lifting of lower leaders and removal of some of the large lower leaders. Estimated cost: $2,000 Tree Relocated: Phase 1: Root Prune - Requires four to six months time to harden-off tree and give tree enough time to grow new fibrous root system, while feeding, fertilizing and applying insecticides and stress relief to the tree. Temporary fencing around tree will be required during this time. Phase 2: Remove dead limbs and lightly thinning tree. Strip foliage to conserve its energy. Phase 3: Bring in large crane with specialty flat bed trailer to relocate tree feet from site. Install tree and brace. *Note: Irrigation to be provided by City of Port of St. Lucie. Estimated success rate - 85% depending on weather conditions. This large Banyan needs a minimum of 9 months of root pruning time. Past experience transplanting this species has shown a survivability rate of 85%. Owner is responsible for locating and marking all underground lines. Owner indemnifies and holds Tree Movers, Inc. harmless from any damages or claims of damages relating to underground lines or cables. Tree Movers equipment is equipped with both 4 & 6 wheel drive. However, if the terrain is not passable, Owner and/or G.C. are responsible for altering the ground conditions so Tree Movers can proceed with the work. If rock or other debris are encounter and our equipment can not dig, there will be an additional charge for other equipment to perform the work. Tree trimmings will be left where they are dropped. Removal will be at an additional charge. Transplanted trees are not guaranteed. Tree Movers, Inc. will not be responsible for damages to walkways, driveways, curbs or sod should we be required to cross any. Tree Movers, Inc. will set up temporary irrigation at additional cost if requested. Trees to be transplanted should be tagged by landscape architect and/or Owner, so that Tree Movers is sure to transplant the correct trees. New tree locations should be laid out by the landscape architect and/or Owner so that Tree Movers is sure the trees are put in the correct locations. Payment due upon terms specified. In the event Tree Movers Inc. turns this matter over to legal counsel for collection or lien, customer agrees to pay reasonable attorney's fees, court costs, for same and all unpaid balances shall accrue interest at the highest rate permitted by law.
