Background GLUP Zoning High Office-Apartment-Hotel C-O-Rosslyn 3

Proposal Minor Site Plan Amendment Interim Improvement Reconfigure retail 17,491 sq. ft. of net new retail/office GFA Second floor plaza Internal reconfiguration of retail space Modifications Parking ratio 1 sp./956 sq. ft. to 1 sp./996 sq. ft. 4

Rosslyn Sector Plan Reimagined Metro Station Plaza Hub of transportation in Rosslyn At-grade, open-air plaza with flanking retail and glass canopy Physical & visual nexus between western and eastern 18 th Street Corridor 5

Review of Interim Improvement Interim Improvement: The applicant is not providing the full Metro Station Plaza condition as envisioned by the sector plan The sector plan envisioned that Metro Station Plaza would be achieved with redevelopment of the office building, which is not being proposed Staff developed five principles based on Rosslyn Sector Plan, MTP Streets Element, and Zoning Ordinance guidance for use in evaluating this proposal to ensure consistency with important plan elements Issues identified: Conformance with 18 th Street Corridor Visual connectivity Functional connectivity Public Space Design Activation Public easement Impact to Metro Access Reducing width of southern metro entrance from N. Moore Street Removal of visual connection through block from metro level Does not meet Zoning Ordinance finding for approval of additional density 6

Principles Visual Connection Looking East Visual connection within a one-block radius into and from the site PLAZA OPENING Corridor View Looking West 7

Principles Plaza Width Monday Properties 1401 Wilson JBG Central Place AREP Rosslyn City Center Snell Ames Center The plaza should be of a generally consistent width throughout the entirety of the block 8

Principles -- Activation Both ends of the plaza should be transparent and activated in order to stimulate pedestrian movement from adjacent blocks through the site. Back-of-house space Opaque façade treatment Narrow opening through building mass 9

Principles Building Mass APPROX. 50 Looking West Any building mass that is above the plaza opening should be for the purpose of pedestrian connection. Looking East 10

Principles Plaza as Public Space Design the Metro Station Plaza as a pedestrian priority street activated by adjoining retail frontages, public use, and elements such as public art. 11

Impact to Metro Reduction in width of south entrance to metro station by 14 feet. Operator kiosk will block clear sidewalk Applicant needs approval from WMATA prior to proceeding Retail bump-out Rosslyn Metro Station 31 17 Operator Kiosk N. Moore Street 12

History Site plan amendment submitted for February, 2017 CB meeting Site plan amendment reviewed by SPRC on May 15, 2017 Staff prepared a report dated July 6, 2017 recommending denial for the subject site plan amendment given the issues and lack of adherence to the principles for interim improvements at the site The applicant has requested deferral of the site plan amendment to October, 2016 Staff is recommending that the Board defer to December, 2017 to give the applicant sufficient time to: Revise the proposal to adhere to the five staff principles Obtain approval from WMATA for the encroachment into their easement Return to SPRC, Planning Commission, and Transportation Commission 13

Required Findings By December 16, 2017, the revised proposal must meet the following findings: The project will not adversely effect the County s ability to realize the 18 th Street Corridor segments on surrounding blocks The project MUST meet findings of ACZO Sec. 7.15: 14

Recommendation Therefore, staff recommends deferral of the subject site plan amendment to the December 16, 2017 County Board meeting. 15
