UPDATE OF MARMALADE BRANCH LIBRARY TO BE CONSTRUCTED ON RDA-OWNED PROPERTY LOCATED BETWEEN 300 WEST AND ARCTIC COURT (APPROX. 250 WEST) AND 500 AND 600 NORTH West Capitol Hill Ben Davis EXECUTIVE SUMMARY: Blalock and Partners ( Blalock ), Marmalade Branch Library ( Library ) architect, will attend the RDA meeting to provide an update to the Board pertaining to work completed to date on the Library. Blalock continues to work closely with the RDA s consultant, MIG, Inc. ( MIG ), on the interface between the Library and the balance of RDA-owned property located between 300 West and Arctic Court (250 West) and 500 and 600 North ( Marmalade Block ). Several key concepts have informed the conceptual site plan presented in Attachment A, including: land uses and configuration, location of the Library, size and configuration of Plaza Phase I and Plaza Phase II (collectively referred to as Open Space ), and vehicular and pedestrian circulation. These concepts have emerged as the product of community input and subsequent analysis by the Site Design Team (SDT), led by MIG; the Library Design Team (LDT), led by Blalock; and RDA and Library Staff. ANALYSIS AND ISSUES: Conceptual Site Plan A. Library Location The IBI Conceptual Site Plan, presented to the Board in November 2011, proposed the Library to be located on the southeast portion of the Marmalade Block, near the corner of Arctic Court and 500 North. However, further collaboration between SDT and LDT has indicated that locating the Library at the southwest corner of the Marmalade Block (see Attachment A) will serve the Library better, in addition to serving as a catalyst for future private development on the site. B. Library SLCPL will purchase the Library Parcel from RDA for its appraised value with the further intent to design, construct, own, and maintain the Library.
C. Plaza Phase I The community and Salt Lake City Public Library (SLCPL) have identified the need to include Open Space on the Marmalade Block that is (1) accessible for public use by children, families, residents, and workers; (2) compact and gives special consideration to high quality design and materials; (3) flexible; and (4) visible from 300 West, 500 North, and 600 North. Design Under the direction of RDA, SDT will coordinate with LDT to design Plaza Phase I, which will integrate with future private development on the Marmalade Block as well as serve the needs of the Library. Such design will adhere to the urban and design guidelines that are currently being established by MIG. RDA will make any final decisions regarding the location and layout of Plaza Phase I as well as the type and quality of the construction materials. Construction SLCPL will purchase the Library Parcel from RDA. Upon closing on the sale of the Library Parcel to SLCPL, it is the intent of RDA to commit an amount equivalent to the proceeds from such sale towards facilitating the construction of Plaza Phase I. Ownership and Maintenance SLCPL will own, maintain, and program Plaza Phase I. D. Parking, Service Access, and Book Drop Parking for the Library will be located off site along 500 North. On-site surface or structured parking is neither desired by the Library nor required. Service access, both ingress and egress, will be limited and will occur from 500 North. A book drop is planned as a walk up that will be part of the building rather than a free standing, drive-up structure. Dedicated parking spots (5-10 minutes) will be designated to accommodate the book drop. E. Community Outreach Effort SDT and LDT have collaborated to conduct the following community outreach effort: Library Round Table October 4, 17, and 18, 2013; Capitol Villas Resident Open House October 9, 2012; Stakeholder and Developer Interviews October 10, 2012; Community Workshop #1 November 1, 2012; Library Community Workshop #1 November 13, 2013; Community Workshop #2 January 24, 2013; and Library Community Workshop #2 January 29, 2013. Community Workshop #3 is scheduled for March 14, 2013, from 7:00 to 8:30 p.m. at Washington Elementary. TIMELINE: In addition, SDT and LDT have conducted weekly and as-needed collaboration meetings with the LDT since early Fall 2012. Upon hearing SLCPL s interest in the Marmalade Block, the RDA engaged Citiventure Associates, LLC to determine the highest and best use of the Marmalade Block, including how to best integrate this branch of the SLCPL into the redevelopment of the block, and how to ensure that the redevelopment of the block serves the surrounding neighborhood well. The Board authorized the Agency in July 2012 to enter into an agreement with MIG for professional services for the purpose of preparing the Marmalade Block for development. In summary, the objective of the approved MIG work scope is two-fold: 1) to design and estimate the cost of the public spaces and infrastructure in order to prepare the Marmalade Block to be parcelized and sold, excluding the Library parcel, to private developers and 2) to develop the market-appropriate product mix for the site and complement this with specific marketing materials.
