Catalyst Project Purpose of the Project The purpose of this catalyst project is to stimulate appropriate growth in Embarcadero North. The catalyst project should enhance Embarcadero North and compliment the surrounding areas. The catalyst project will satisfy the need for connectivity from the downtown to the North.
