A delegation of SEIU members and staff from throughout California visited Sacramento on Thursday, Jan. 12, in an effort to move state lawmakers on the Court Industry's top legislative priority: a bill that would send trial court funding to courtrooms instead of bureaucracy. The delegation visited legislators' offices and then joined two Assembly members and three legislative staffers for a 90-minute "round table" discussion about the state of California's court system and the strategy to pass the bill. AB 1208 is crafted to deal with the misplaced priorities of the Administrative Office of the Courts (AOC), which oversees the state's trial courts. While courtrooms face cuts in hours, closures, layoffs and fewer services to the public, the AOC has been diverting and wasting funds allocated by the State Legislature on a half-billion-dollar database system that still doesn't work; a

Debbi Pearson, interim chair of SEIU 1021's Courts Industry, told the roundtable that where she works in Alameda County, budget cuts have forced all courts to close to the public at 2:30 pm. So many courtrooms have been closed that civil, family and traffic cases are only heard in two places in the county, resulting in long travel for the public, especially those who rely on public transit. Southern California Assembly member Charles Calderon -- author of AB 1208 -- said he voted for the Lockyer- Isenberg Trial Court Funding Act of 1997 that created the AOC. He said the Office now looks nothing like what they'd envisioned, and if legislators had known it would come to this, the bill would never have passed. "There is no accountability," Calderon said. "The legislature created this problem and now the legislature must solve it."
