Purpose: To obtain a Certificate of Appropriateness for demolition within the 500 environs of St. Augustine Hall (Mather Hall). Historic Status: The property is within the 500 environs of Saint Augustine Hall (Mather Hall), listed on the National Register of Historic Places. Public Hearing: October 2, 2017 Public Opposition: None to date PROPOSAL Detailed Outline of Requested Action: The applicant is seeking a Certificate of Appropriateness for the demolition of a commercial building which is partially demolished, work that began without permits, and that is in the 500 environs of National Landmark St. Augustine Hall. City Ordinance Requirements: Chapter 27, Article IV, Sections 27-76 27-499 Historic District Review Per Sec 27-452 the following shall be considered while making a determination concerning the environs of a historically listed property: 1. The character of a historic property and district should be retained and preserved. The removal or alteration of distinctive architecture, landscape features, spatial relationships, etc. that characterize the property or district should be avoided. The building to be demolished, a pre-fabricated metal building, formerly of commercial use, is already partially demolished and currently sits in a state of decay. The original demolition work was begun by the owner without permits; the Unified Government s Demolition Department is seeking approval to finish the demolition and remove the dangerous structure. 2. The district should be used as it has been historically or allow the inclusion of new uses that require minimal change to the district s distinctive materials, features, and spatial relationships. The property as is has operated, with a metal commercial building, is not historically significant. 3. Demolition of character-defining buildings, structures, landscape features, etc. in a historic district should be avoided. When the severity of deterioration requires removal within the environs, compatible reconstruction shall occur. (All demolitions require Landmark Commission approval.) CA-2017-16 October 2, 2017 2
The building to be demolished is not character-defining to the environs of St. Augustine Hall. 4. Archeological resources will be protected and preserved in place. If such resources must be disturbed, mitigation measures shall be undertaken. This is not applicable in this case. 5. New additions, exterior alterations, infill construction, or related new construction should not destroy character-defining features or spatial relationships that characterize the historic district. The new work shall be compatible with the historic materials, character-defining features, size, scale and proportion, and massing of the environs. There are no current plans for the site. Any new construction would be required to obtain approval by the Landmarks Commission. 6. Moved historic properties that have not retained or acquired historic significance in their new environs shall be considered as artifacts without environs. This is not applicable in this case. STAFF COMMENTS AND SUGGESTIONS This project is in a state of significant disrepair and is a danger to the neighborhood. Though there are no current plans for the site, any construction in the future will need Landmarks Commission approval. STAFF RECOMMENDATION Staff recommends that the Kansas City, Kansas Landmarks Commission make the findings contained within the staff report, and recommends APPROVAL of #CA-2017-16 subject to all comments and suggestions outlined in this staff report.
