1.0 I N T R O D U C T I O N The Tiffany Tower Owners Association is dedicated to ensuring the health and safety of all owners, tenants, staff and visitors of the tower. This document has been developed in accordance with the technical Emergency Evacuation Plan prepared by the architect and in line with Dubai Civil Defense requirements and regional and international best practice. The purpose of the Emergency Evacuation Plan is to effectively manage the evacuation of affected owners, tenants, staff and visitors in a coordinated approach in the event of an emergency. 2.0 B U I L D I N G I N F O R M A T I O N Tiffany Tower is located on Plot W2 at Jumeirah Lakes Towers and is a mixed use high rise building which contains retail and commercial units as well as underground basement parking. Tiffany Tower is part of a three tower cluster built on a shared podium. The building has 46 floors (G+45) and 5 levels of basement parking (B1-5). Tiffany Tower has common area on the Ground Floor. 3.0 F I R E S Y S T E M S & E Q U I P M E N T Tiffany Tower is equipped with an automatic fire detection and alarm system in addition to an emergency voice/alarm system and telephone communication system. The system is connected to the emergency generator which will provide the building with an uninterrupted fire and smoke detection and alarm system. The system has pull stations and automatic heat and smoke detectors.
The fire alarm and smoke detection system has been designed to integrate into Civil Defense systems and allow for automatic notification of the authorities when the alarm system or smoke detection system has been activated due to smoke or fire. A public address voice alarm system is provided throughout the building to allow all occupants to be informed of any emergency. The building is fitted with a standpipe fire protection system and sprinkler system in addition to fire extinguishers. Fire hose reels and fire extinguishers are located in easily identifiable Fire Hose Cabinets (FHC) throughout the building. Fire Hose Cabinets are located on each level of the building inside the common corridors and include fire hose reels and two types of fire extinguishers. 4.0 E V A C U A T I O N In the event of an emergency which requires the evacuation of residents and guests due to unsafe conditions, residents and guests shall be directed outside of the building to a pre-determined assembly location. Tiffany Tower shall utilise a phased-evacuation approach to minimise the movement of occupants during an emergency. Level 1 Evacuation Shelter in Place Level 2 Evacuation Local evacuation - affected floors Level 3 Evacuation Extended evacuation Level 4 Evacuation Full Building Evacuation Onsite staff and respective unit s Fire Wardens will coordinate the initial response and evacuation of affected occupants until the arrival of Civil Defence.
Shelter in Place Response In the event of an unconfirmed report of an emergency, Tiffany Tower occupants and guests shall be directed to Shelter in Place by the respective unit s Fire Warden until the emergency nature and severity has been verified. Occupants and guests will be requested to remain in their units until the emergency verification process is complete and further instructions are issued. Local and Extended Evacuation Response In the event of a confirmed emergency or fire alarm is identified, on-site staff and each unit Fire Warden will coordinate the required evacuation response. Upon verification of the affected floors onsite staff will direct the immediate local or extended evacuation as necessary. Tiffany Tower occupants and guests should proceed to the nearest stairwell and evacuate the building through the Ground Floor entrance. Occupants and guests should evacuate the building in a calm and orderly manner staying on the right side of the stairwells in order to allow Civil Defence access to the affected floors or the left side of the stairwells. Upon exiting the building residents should assemble in the pre-determined areas and report any missing staff members or guests to onsite staff. Full Building Evacuation Response In the event of a confirmed emergency, on-site staff shall only be responsible for coordinating the initial evacuation steps until the arrival of Civil Defence. The determination for a full building evacuation shall be made Civil Defence/Local Authorities upon arrival and briefing.
In the event of an emergency affecting occupants who are not capable of evacuating on their own, onsite staff and respective unit s Fire Marshal shall identify the location of the affected assistance-required occupants and direct them to Shelter in Place until a staff member can assist. Assistance-required occupants shall only be evacuation if their location is directly affected by the emergency and requires immediate evacuation. In the event that the building is required to be fully evacuated timelines will be determined in accordance with directions from Civil Defence for re-occupancy. 5.0 F I R E F I G H T I N G E Q U I P M E N T Fire Extinguishers There are two types of Fire Extinguishers in each of the two Fire Hose Cabinets on every floor of the building. The red fire extinguishers marked DCP (Dry Chemical Powder) can only be used on ordinary combustible type fires such as paper, wood and cloth: *DO NOT USE THE DCP FIRE EXTINGUISHERS ON ELECTRICAL FIRES* The red fire extinguishers marked CO2 can only be used on Electrical or Oil Fires Only use a fire extinguisher if you feel confident or have been trained how to use. How to use: Remove the extinguisher from its storage position and pull the pin. Grasp the nozzle with one hand and hold the extinguisher by its handle with the other hand. As you advance on the fire, squeeze the lever for instant operation and to ensure the contents are discharged.
Direct the contents to the base of the fire in a sweeping side to side motion. When the fire appears to be extinguished, back away and watch for re-flash or re-ignition. Fire Hose Reels Fire hose reels are located in the two Fire Hose Cabinets on each floor of the building. Fire hose reels produce high pressure water for major fires within the building and should only be used if you feel confident or have been trained how to use. In the event of a major fire the Fire Alarm System will automatically commence and you should proceed to the pre-determined evacuation assembly area. 6.0 M A I N T A I N F I R E I N T E G R I T Y & S A F E T Y It is important to maintain the fire integrity of the building and your safety by: Keeping the emergency escape routes clear Keeping fire doors closed Do not cover or modify fire detection or sprinkler systems within your unit Do not use the elevators (elevators will automatically disable) Do not return to your unit Register your presence in the evacuation assembly area Do not return to your unit until advised safe to do so
