Prior Studies: Village Center Plan (2010) Village Center Component of the Village of Scarsdale Comprehensive Plan Option 1: Landscape (no build scenario) Option 2: Parking with retail/office façade (no residential) Option 3: Mixed-use building wrapped around parking garage - Limited development - Limited public amenities Option 4: Mixed use building w/ sliding development scale that encourages inclusion of community amenities - Most flexible option - Preferred scenario 22

What Changed since 2010? Key Market and Demographic Trends Increase in demand for apartments in walkable mixed-use developments near transit. o Baby Boomers: Remain in community but downsize from single family homes o Millennials: Place a higher value on connectivity and walkability than car ownership, and are driving less than previous generations. Changing retail landscape: o Online shopping o Niche small scale retail/restaurant 23
