Southland Lane Detention Pond Project is a classroom for future green infrastructure projects in the City of Brookings, South Dakota What does a pipe think of a pond? Presented by Rocky J. Keehn, PE, D.WRE, CFM, LEED AP rkeehn@sehinc.com Best part about storms Presentation for 2012 Nebraska Post-Construction Stormwater Management Workshop, March 21, 2012 What you are about to hear.. How SEH converted an engineering based master drainage plan concept to a classroom for future stormwater projects How successful green projects are really about generating EXCITEMENT! How you can cram several BMP/Green Solution concepts into one project How use of a Multi-discipline approach is the key to successful green solution projects How going above the base project can make a BMP project a learning tool and community asset Starting Point Brookings Master Drainage Plan 1

Plan showed proposed conditions Plan said what to do Project Location 124 acres of drainage from shopping area detention pond approximately 6.85 ac-ft Plan provides for more work! Step 1 Get EXCITED! INFLOW recommended that a more detailed analysis is completed OUTFLOW 2

Step 2 Throw out the your T-square and triangle! Step 3 Work as multi-discipline teams Concept 1 Drawings by Concept2 Project input from: City Engineering City Parks Project Landscape Architect SEH Civil Engineering SEH Water Resources Public How many BMP demonstrative components can you fit in one site? Planned Sediment Deposition/Movement Larger Storm event flow Pond shelf to promote vegetation to filter flow Outlet First Flush flow & Sediment 3

First Flush Structure How First Flush Inlet worked 15 OUTLET 36 OUTLET Larger Storm event flow First Flush flow & Sediment Emergency Overflow Natural safety buffer at edge of water Variable depth water promotes various vegetation growth improves BMP Pond Bounce about 8 feet 5 feet 5 feet Normal Water 3 to 1 slope to bottom of pond 5 feet 4

Planned outflows Outlet allows adaptive management Outlet Control Type And When They Operate Description Invert Comments 1635.0 (flat Controls flow rate for about of 48-inch storm sewer inlet slope to depth until orifice in structure becomes the pipe to outlet structure 1635.0 at control. Purpose is to provide a better from the pond the slope transition from the pond to the outlet structure) structure. Orifice in Structure (3 feet 1635.0 Controls pond elevation and also major control structure for rate control via stop wide by variable height) log structure. Overflow at top of First emergency overflow to provide significant flow to downstream outlet pipe. 1642.0 structure. Size may need to be adjusted if flows surcharge downstream system. 48-inch storm sewer from Once flow from the orifice and overflow at top of structure reach around 140 cfs and the pond is near elevation 1643, the 1634.9 outlet structure downstream storm sewer has less capacity then the outlet structure and thus is the control. Primary sidewalk 1643.0 Two 50 foot sections of the berm (one along Southland Lane and one along 12 th Street) is at this elevation to act as the first emergency overflow and due to its emergency overflow location near the elevation of the adjacent street has limited erosion potential of downstream berm. 1643.5 for 380 foot section of the berm with potential sidewalk for some erosion of the downstream side Secondary sidewalk and and 1643.6 of the berm if used for a long period of berm overflow (assumed time. This scenario is however unlikely some grass and thus there no special downstream height) armoring is recommended. Final pond overflow 1643.8 60 foot section of the berm at the outlet section of the pond. Flow rates would need to exceed the 100-year event for this overflow to operate. Native Grass Low Maintenance Restoration Native Wildflower Plugs Native Grass Existing Trees Rain Garden added as demonstration project Location Planting Plan Layout of drain system Curb cut on 12 th Street Drawings by No-mow turf 5

Site can be used for Educational Opportunities/Community Asset MIDDLE SCHOOL BOYS AND GIRLS CLUB APARTMENTS WEDDING/ BANQUET HALL SENIOR HOUSING Park Sign Don t Hide it, Emphasis it! Covered Picnic Area Boardwalk into pond Woodchip trail Nature Retreat Area (Bird Watching) Interpretive Signage ADA sidewalk Look for opportunities to turn an eyesore to an asset Post project ditch full of trees and junk Ditch filled and now a woodchip walking trail Success Eyes of the Client The City has been able to observe the detention pond s performance during a heavy rain storm this spring [2011], and the pond managed the storm water flows very well. The pond is also very aesthetic and fits in well with the surrounding neighborhood convention center. Boys and girls Club and apartment complex. The City of Brookings uses this project as a showcase for developers on how storm water management facilities can be both functional and aesthetic. We support this outstanding project for the ACEC Engineer Excellence Award. * *From ACEC award submittal client support letter, September 29, 2011. 6
