What is NOACA and what does it do? NOACA is the federally designated metropolitan planning organization (MPO) for northeast Ohio (Cuyahoga, Geauga, Lake, Lorain, and Medina) Conducts multi-modal transportation & environmental planning for a five-county region Determines how federal transportation dollars are spent Conducts transportation-related air quality planning and public education activities Coordinates water quality planning for region

NOACA Technical Assistance Goals Complete streets and context sensitive solutions, increasing user safety and supporting positive public health impacts 5 Reinvestment in underutilized or vacant/abandoned properties through development concepts supported by multimodal transportation systems Economic development through place-based transportation and land use recommendations Accessibility and environmental justice Complement existing plans and proposed initiatives, and encourage collaboration between regional and community partners Innovative public engagement and inclusive planning

Goals of this plan Goal 1: Identify missing links and hazardous conditions for bicycle and pedestrian travel on both sides of the bridge Goal 2: Develop conceptual, low-cost alternatives expected to improve pedestrian and bicycle conditions on the Veterans Memorial Bridge and connecting facilities.
