vii) River Corridor RIVER CORRIDOR One of Harris Ranch s greatest open space assets for the community is the Boise River Corridor. It is never less than two hundred feet and in places, exceeds five hundred feet in width, running 6,838 lineal feet and covering 57 acres. The corridor provides a critical link in the greater Boise River Greenbelt system that extends from Lucky Peak Reservoir to the City of Eagle with vision to reach the confluence of the Boise and Snake Rivers. Two community parks, Marianne Williams Park and Alta Harris Community Park, adjoin the corridor expanding this valuable open space resource. The entire corridor through Harris Ranch will be converted to a permanent conservation easement. IDAHO POWER CORRIDOR Harris Ranch development is significantly limited within the Idaho Power Corridor. Housing and commercial developments are not permitted, but roads connect and move vehicles through the corridor. Tall trees in excess of 20 feet and standing water that might attract larger waterfowl are prohibited. However, the corridor does provide other opportunities. Currently, spring runoff and stormwater events from Spring Creek Gulch and Warm Springs Gulch empty into and flow through portions of the corridor during high flows. For the most part these flows are not controlled and potentially threaten, by erosion, the stability of transmission towers. Harris Family Limited Partnership (HFLP) proposes to develop a stormwater run-off management system of channels and detention basins. The system will be designed to slow down and convey drainage from the hills of the Boise Front to the Boise River in a more predictable fashion. The corridor, by virtue of its development restrictions, provides 139 acres of open space for the community. Gravel-surfaced trails traversing here will be an additional tool for linking various community components. VOLUME I viii) Idaho Power Corridor Refined landscape treatment will be minimized in the corridor. Conceptually, irrigation will be very limited restricted to roadway median and park strip plantings. Potentially, more irrigation may be required where Alta Harris Community Park interfaces with the corridor. Currently, valley land use under the transmission lines is either irrigated pasture or fallow, weedy wasteland. As Harris Ranch develops and land use changes, there becomes a real opportunity to enhance the open space quality of this property. In partnership with Idaho Power, HFLP will endeavor to reestablish indigenous grasses, forbs, shrubs and trees (low). Long range implementation and management efforts will greatly improve the visual quality and habitat value of this significant open space. ix) Stormwater Feature STORMWATER FEATURE Pond 0 100 200 300 400 At the west entry to Harris Ranch, 15 acres have been set aside for stormwater management. A series of detention basins and constructed wetlands will clean, detain and convey stormwater from the project to the Boise River. Suitable fill material will be removed from the site for project development leaving deep open-water ponds. The ponds and constructed wetlands provide a great opportunity to enhance wildlife habitat and potentially develop a fishery. This, in turn, provides a recreation resource for the community. Trails will be developed (some will double as service routes for the stormwater facilities) providing access to wildlife observation, fishing and casual strolling. The plan proposes to relocate and rebuild the existing Harris Ranch barn now collapsing in disrepair near the proposed future location. Pond Constructed Wetlands Detention Basins Page 122

VILLAGE GREEN A. VOLUME I x) Village Green The Village Green will be the major gathering place for residents of Harris Ranch. It sits at the southern terminus of the village center retail district and is surrounded by the highest density mixed-use areas of the community. 0 80 160 The Green, approximately 7.5 acres, will be designed to provide maximum flexibility for use of the space. It is expected to accommodate large events like outdoor markets, art fairs, cultural festivals, community concerts and athletic events. It is also expected to provide opportunities for much less structured activities like casual strolling, people watching, picnicking or just unabashed frolicking. A central plaza will be developed to serve as the hub of the Village Green. The plaza will have a focal point visible from the village center retail district and from many points within the Green. The focus of the plaza is anticipated to feature a public art piece/fountain. Design of the plaza will be flexible enough to facilitate a variety of programmed events and intimate enough to invite more casual activities. Pedestrian elements such as benches, lighting, seasonal color planters, and large canopy deciduous trees to shade summer, but welcome winter sun will be part of the palette to invite and encourage pedestrian use of the space. A restaurant with indoor and outdoor dining facilities is planned close to the central plaza. The central plaza will gradually transition to more wideopen space. Large areas of lawn and judiciously placed shade trees will provide great opportunities for both programmed and casual activities. VILLAGE GREEN Page 123

xi) Neighborhood Green NEIGHBORHOOD GREEN There are two neighborhood greens, each just over an acre in size, located in medium density residential neighborhoods. Program elements for each will be similar, however final design will distinguish one green from another. Program elements may include: FREE PLAY AREA Restrooms and changing rooms. Open Field Play Mailbox pavilion (one of a number distributed throughout Harris Ranch) POOL AND COMMUNITY CENTER BEYOND Planting is characterized as open lawn areas with shade and ornamental trees. Shrubs will be used around the building and pool area to define space and create additional interest. Planting design will consider safety and security for the greens allowing for clear sight lines into and through the space. Plants will be selected to provide a wide variety of form, texture, and colors with year-round interest. LANDSCAPE BLOCK PROTOTYPE A. VOLUME I xii) Landscape Block Prototype A number of prototypical blocks are illustrated to show the various patterns of development in Harris Ranch. One block was selected to demonstrate the potential landscape character. private outdoor space. In total, these characteristics, with appropriate landscape improvements, will greatly enhance the quality of personal and community living for all residents of Harris Ranch. On this particular block, building lot frontages and setbacks vary from ten to thirty feet. There is a continuous detached sidewalk and park strip following the perimeter and a community micro path that cuts through the block. Alley access is provided to each of the residences so there are no driveway access points along the block frontage. Each depicted housing type provides opportunity for Landscape site improvements such as garden structures, water features, art pieces, special surface pavements and a wide variety of plant materials for function and aesthetics will be used to create comfortable, exciting spaces creating a sense of place for each resident and the community as a whole to enjoy and appreciate.
