Economic Considerations Key Implementation e Issues Cabral station area may require public/private strategies to stimulate private investment Central corridor: questions remain. -- Nature of demand -- Influence of surrounding neighborhoods -- Ownership interest and motivation -- Public/private strategies -- Potential phasing approaches
Considerations for further study: West and east ends are strong options for early-phase streetscape improvements.
Economic Considerations Corridor Investment: Engine for Revitalization Impact of Variables On Surrounding Home Values: Distance to a commercial corridor in excellent condition:¹ ¼-mile to ½-mile = 11% higher home values Within ¼-mile = 23% higher home values 1 F P bli I t t St t i H Th M tt f N i hb h d i 1: From Public Investment Strategies: How They Matter for Neighborhoods in Philadelphia. Susan M. Wachter and Kevin C. Gillen, University of Pennsylvania, 2006.
Economic Considerations Corridor Investment: Engine for Revitalization Near a new tree planting: 9% higher home values Improvements to streetscapes: 28% higher home values Adjacent to a stabilized and green lot: 17% higher home values Adjacent to vacant lot: 20% lower home values
Economic Considerations Corridor Investment: Engine for Revitalization Miner Avenue corridor is economically and commercially challenged, but potential exists for reinvestment. Catalytic projects at key nodes can attract additional private investment to fill the gaps, thus enhancing property values of the surrounding area. The use of gap funding mechanisms such as tax increment may be necessary to achieve feasibility of catalyst projects. Streetscape improvements can be an engine for neighborhood reinvestment
