Background Information Greer Community Master Plan INTRODUCTION TO FIRM The Planning Group of Milone & MacBroom, Inc. will take the lead for this assignment. The Planning Group is located in Milone & MacBroom, Inc. s Cheshire, Connecticut branch office. In addition to its Cheshire headquarters, Milone & MacBroom, Inc. maintains four branch offices in Maine, Vermont, Massachusetts, and South Carolina. Our South Carolina branch office is conveniently located in the City of Greenville. The principals of the Planning Group have over 40 years each of professional experience in the public sector and as private consultants. Planning Group staff have successfully completed over 500 assignments ranging from the analysis of individual sites and neighborhood plans to municipal master plans. Areas of expert consultation have included: land use planning; preparation of MMI s Multidisciplinary Service Offerings zoning regulations; market analyses; environmental impact statements; housing needs assessments; village center plans; and strategies for addressing a range of community concerns. This range of planning experience will be particularly important in assisting the Partnership for Tomorrow in preparing the Greer Community Master Plan. A more detailed description of our qualifications and experience is included in Section 3. Milone & MacBroom, Inc. is a multidisciplinary firm founded in 1984, offering services in land use analysis and community planning; landscape architecture; civil engineering; watershed and stormwater management; environmental planning; and regulatory permitting. Our privately owned firm supports a staff of employees representing previous employment in government, academia, and private industry, as well as professional experience in the various design disciplines. The majority of our staff members are located at our office in Cheshire, Connecticut. We take great pride in the creative solutions that we have developed, working with our clients and their communities. PROJECT TEAM QUALIFICATIONS Specific details about individual staff members to be assigned are included in the Project Team Section 4 of this proposal. We believe that our Project Team possesses the skills and expertise required to successfully assist the Partnership for Tomorrow with the preparation of the Greer Community Master Plan. Our strengths in the following areas will enable a smooth and efficient planning process. Multi-Disciplinary Team The Project Team is comprised of certified planners with an array of experience in land use planning, geographic information systems, zoning, housing, economic development and public outreach and stakeholder involvement. In addition to certified planners, the expertise of the firm s licensed engineers, landscape architects and other professional staff who work in water resources, civil engineering, and urban design will aid in specific areas of concern, such as monitoring and predicting the impacts of commercial and residential development on traffic, local infrastructure and natural resources. South Carolina Experience Milone & MacBroom s Greenville, South Carolina branch office has afforded our staff with the opportunity to take part in a number of projects in the Greenville area and Spartanburg County. Planning Group staff provided demographic analysis for the planning for the Spartanburg County Parks Enhancement Plan, as well as researching and reviewing local neighborhood plans in Greenville for those neighborhoods adjacent to the proposed BRT route to help analyze 1

Background Information Greer Community Master Plan the potential impacts on these neighborhoods. Milone & MacBroom staff members in other firm groups have also completed substantial parks planning and engineering assignments throughout the state. Extensive Master Plan Experience Project Team members have completed master plans for ten (10) municipalities in the last ten years and are currently working on master plans for three (3) additional communities. These projects include a broad spectrum of communities, from the City of Hartford, CT (pop. 124,893) to the Town of Sprague, CT (pop. 2,988). Our Project Team members have assisted planning and zoning commissions with master plan updates for a number of small rural communities where only specific sections of the master plans were selected for updating and commission members themselves drafted sections of the master plans. A complete list of recent community master plans our firm has completed are included in Section 3 of this proposal. References are included in Section 5 of this proposal. Community Assessment and Demographic Research and Analysis Milone & MacBroom, Inc. staff members are skilled at collecting, analyzing and projecting demographic data for a variety of purposes, from the master planning process to school enrollment projections and redistricting studies, as well as Consolidated Plans and market analyses. Project Team members understand the importance of supplementing traditional data sources, such as the decennial Census and American Community Survey, with local sources, including educational and social service agencies, and the business community. These on-the-ground resources often provide a more thorough understanding of the population and demographic trends in communities. Project Team members have extensive experience effectively working with local resource agencies to incorporate the deep local knowledge in comprehensive planning efforts. Land Use Regulations, Principles and Practices The Project Team has a considerable amount of land use analysis and regulatory experience. Completion of a land use inventory and an analysis of development patterns and trends is an essential part of updating a municipality s master plan. Previous projects have included analysis of land use and zoning characteristics to assess municipal needs at full build-out; land suitability analysis; developing model zoning language to reduce the impacts of various land uses and to promote smart growth and low impact development; zoning regulation review; and complete rewrites of zoning ordinances. GIS Mapping and Analysis Milone & MacBroom, Inc. has led the field in the application of GIS to both planning and engineering assignments. With over a dozen years of experience in GIS applications, the firm has provided creative GIS solutions to a variety of public and private clients. Our GIS capabilities extend to applications that require data development and collection, data modeling and analysis, and cartographic design and mapping. Milone & MacBroom, Inc. utilizes GIS mapping for all master planning assignments. Project Team members recently developed a Land Based Classification System (LBCS) land use inventory and build-out analysis for Burlington, Vermont s Downtown and Waterfront Master Plan, which required extensive and complex GIS analysis and applications. Public Meetings and Outreach We are well aware of the importance of community consensus building for a successful master plan. Our firm s extensive and diverse work experience has provided our Project Team members with unique insights into interacting with a variety of audiences, including resident groups, neighborhood associations, and local boards and commissions in a variety of settings. Project Team members are experienced in obtaining input from various 2

Milone & MacBroom, Inc. staff members pride themselves on their ability to work effectively with public and private sector stakeholders, as well as the general public, to forge consensus and achieve the desired outcome for every assignment on which they work. Milone & MacBroom, Inc. Planning Group staff provides comprehensive public involvement services to build consensus and to obtain input from various constituencies. Public involvement is invited by way of publications and media relations, meeting facilitation, and the design and development of public involvement programs. We believe citizen participation is a key component to comprehensive planning efforts. Milone & MacBroom, Inc. suggests developing a citizen participation program and a regular public information program that targets all constituencies. Our master plan citizen participation programs are tailored to each unique community, but generally focus on involving all segments of the community in meaningful participation to help define desired community character, set goals and objectives, and develop strategies for achieving those goals. Outreach usually culminates in town-wide workshops and/ or, when applicable, neighborhood meetings. Analyses and findings will be communicated to the public through postings on the Partnership for Tomorrow s website and the City of Greer s website, local media outlets and other avenues, as recommended by the Steering Committee. Websites and social networking tools can be used not only to disseminate master plan products, but also to solicit feedback from stakeholders. These tools will enhance citizen understanding of planning options and contribute to greater participation in the planning process. PROJECT EXPERIENCE Milone & MacBroom, Inc. s Planning Group has extensive experience in working on planning assignments in communities similar to Greer. In addition to completing master plans in the towns of Newtown, CT (pop. 28,042) and North Haven, CT (pop. 24,033), Planning Group staff members have worked on a wide variety of projects for smaller but vibrant cities. These projects have included preparing a market study and programmatic recommendation for the revitalization of downtown Shelton, CT; completing land use analysis and build-out analyses for a number of municipalities; preparing a Village Land Use and Economic Enhancement Plan for the Town of Marlborough, CT; drafting low-impact development (LID) regulations for Winchester, CT; and assisting in the Bus Rapid Transit & Transit-Oriented Development Feasibility Analysis in Greenville, SC. The Planning Group also has experience in natural resource and open space planning. Staff members completed a Natural Resource and Open Space Analysis for the City of Danbury, CT where Geographic Information System (GIS) technology was utilized to map and analyze the natural resource distribution among the City s remaining undeveloped parcels. Each undeveloped parcel was ranked based upon a weighted overlay modeling approach with criteria developed during a community workshop, and undeveloped land was then prioritized as part of a comprehensive open space protection strategy. 3

Background Information Greer Community Master Plan INTRODUCTION TO PROJECT TEAM Project Team members have the capacity available within their current workloads to initiate and complete additional assignments. The personnel assigned to this project are very skilled in job management, and are adept at coordinating multiple assignments contemporaneously. These individuals are experienced planners, analysts and public outreach facilitators who have participated in the general experience of the firm, and bring their own individual talents to each assignment. Our Project Team members take great pride in completing assignments on schedule and within established budget amounts. DESCRIPTION OF KEY PERSONNEL AND RESPONSIBILITIES A Principal of the firm and five (5) members of Milone & MacBroom, Inc. s Planning Group will be assigned to and will be responsible for completing all work products. Other in-house staff expertise will be called upon as needed. Resumes for the following Project Team members are included in the Appendix Section of this proposal. Vincent C. McDermott, FASLA, AICP, Senior Vice President, will serve as the Principal-In-Charge for the Community Master Plan project. He has performed this function for many similar assignments in the past. He will ensure that coordination of work products among team members occurs as scheduled and will be present as required at meetings with the client. Mr. Michael Looney, AICP, Associate, will serve as Project Manager and lead contact for the Partnership for Tomorrow on this assignment. He will also be responsible for overseeing the completion of all planning tasks; conducting the planning and development analysis of the central business district/greer Station; establishing goals, recommendations, and implementation strategies; and assisting in coordinating public outreach. Mr. Looney has over thirteen (13) years of professional planning experience, and has assisted in the preparation of the past ten (10) community master plans completed by the firm. Presently, he is managing the completion of the Washington, CT and New Fairfield, CT master plans. Mr. Looney s experience and ability will ensure that the project is completed in a timely and technically sound manner. Mr. Michael Zuba, AICP, Associate and Director of GIS, will be responsible for completing all GIS tasks. In addition, Mr. Zuba will be responsible for addressing the issues of community services, facilities and institutions; public safety; infrastructure; and educational data and facility analysis. Mr. Zuba is particularly well-qualified to serve in this capacity as he has assisted in the preparation of eleven (11) municipal master plans. He is currently the project manager for the community master plan process in Groton, CT, overseeing the completion of all tasks associated with this assignment. His contributions to previous master planning projects have included data collection and analysis, authoring plan chapters and devising and implementing public outreach strategies. In addition, Mr. Zuba is a recognized expert in the areas of school system enrollment analysis, enrollment projections, school system redistricting and school facility utilization analysis. Ms. Rebecca Augur, AICP, Senior Planner, will assist in the completion of the Community Master Plan and will be the manager of public outreach. She will also be responsible for reviewing existing planning documents for Greer; completing the municipal asset inventory; addressing economic development and jobs; analyzing transportation, mobility and connectivity issues; evaluating marketing and tourism opportunities; and assisting in drafting the marketing plan. Ms. Augur has over eight years of diverse experience in planning at the regional and municipal level and broad exposure to a variety of planning and zoning issues. As a regional planner for the Capitol Region Council of Governments (CRCOG) in Connecticut, 4

Background Information Greer Community Master Plan Ms. Augur reviewed numerous municipal master plans, and directly contributed to the region s master plan. She was also the project manager and author of Regulating the Farm: Improving Agriculture s Viability in the Capitol Region, a report completed in collaboration with municipal officials, the Connecticut Farm Bureau, American Farmland Trust and commercial farmers that identified regulatory barriers to successful agricultural businesses and recommended changes to zoning regulations. Since joining Milone & MacBroom, Inc., Ms. Augur has assisted in the completion of several community master plans and is currently working on the master plan for the Town of New Fairfield, Connecticut. Ms. Alexandra Church, Planner, will be responsible for assisting with general planning responsibilities for this assignment. Specifically, her tasks will include addressing neighborhood preservation and enhancement; culture, art and historic resources; land use patterns; and parks, recreation and open space. Ms. Church recently assisted in the completion of the master plan for the Town of Prospect, CT, working on all topical facets of that assignment. She has also assisted with the master plan for the Town of Washington, CT, preparing land use mapping and analysis and co-authoring the plan s chapter on natural resources, parks and open space. Ms. Carly Myers, Planner, will be responsible for undertaking a variety of planning support tasks. These include addressing the community profile and demographics; sustainability and the environment; and housing issues. Ms. Myers has served in a similar capacity on two other recent jobs, the update of the master plan for the Town of Groton, CT and the completion of the City of Danbury, CT Consolidated Plan for Housing and Community Development. Relevant Experience Greer Community Master Plan The following five (5) projects highlight some of Milone & MacBroom, Inc. s community planning experience. Additional information about each of these projects can be found on their respective project sheets at the end of this Section of this Statement of Qualifications. Milone & MacBroom, Inc. s experience on these assignments is particularly relevant to this assignment as those topical areas addressed as part of the other community master plans completed by Milone & MacBroom, Inc. are nearly identical to the issues and topics that the Partnership for Tomorrow is looking to address in developing the Greer Community Master Plan. The Downtown Gateways Study in Middletown, CT is also relevant to the proposed work tasks for the Greer Community Master Plan as this assignment is one example highlighting Milone & MacBroom, Inc. s extensive experience in developing effective plans for small but vibrant downtown areas, similar to Downtown Greer. Project sheets containing similar work descriptions and graphics from these planning assignments are attached to this Statement of Qualifications. One City, One Plan Hartford 2020 Location: Hartford, CT (2012 Pop. = 124,893) Client: City of Hartford Project Timeframe: 2008-2010 Fee: $162,000 Project Description/Scope: Milone & MacBroom staff assisted the Hartford Planning Commission and Department of Development Services in updating the City s Plan of Conservation and Development (POCD) over a two-year period. Topics addressed included demographics, housing, economic development, parks and recreation, transportation and other comprehensive planning issues. A substantial public participation process was conducted to enable numerous opportunities for public input on the Plan, resulting in over 1,000 different stakeholders contributing to the conversation about the Plan. Five broad themes emerged during the planning process, and provided the organizational framework for the final plan, entitled One City, One Plan. The Plan was adopted in June 2010. Bus Rapid Transit & TOD Feasibility Analysis Greenville, South Carolina In the Fall 2010, the City of Greenville was awarded a Sustainable Communities Challenge Grant by the U.S. Housing and Urban Development (HUD), which provides Greenville a unique opportunity to create a more livable community, promote access to jobs and a robust economy, support effective and efficient land use patterns for defined study area, and improve mobility for residents and businesses. Milone & MacBroom, Inc., as part of a larger project team, assisted the City of Greenville with a feasibility study focusing on BRT concepts and TOD viability and opportunities along the West Greenville/Reedy River Corridor. Milone & MacBroom, Inc. s role includes TOD site identification and analysis, public agency and stakeholder coordination, and geographic information system (GIS) analysis and mapping. Northside/Cleveland Park Redevelopment Greenville, South Carolina Milone & MacBroom, Inc. was retained by the City of Spartanburg to develop conceptual redevelopment plans of a distressed three-block neighborhood within the City limits. An assessment of existing roadways and infrastructure was performed. The plans were developed reflective of existing infrastructure and community input. The conceptual plans developed ranged from total demolition to preservation of existing structures. All plans implemented crime prevention design strategies. A single composite plan was compiled from the alternatives and detailed cost estimates prepared along with plans for implementation. The project is part of a continuing City community redevelopment initiative. It was funded by a Community Development Block Grant. Downtown Revitalization Study Saluda, South Carolina The Town of Saluda retained Milone & MacBroom, Inc. to first evaluate opportunities to improve its downtown business sector. The goal was to identify improvements that the town could easily implement to revitalize its downtown area and make it more aesthetically pleasing, efficient and attractive to shoppers and pedestrians, and attractive to conduct retail business. As monies become available, the Town desired to be in a position to have selected projects prioritized so it could quickly move into design and construction of improvements. SERVICES PROVIDED: Planning CLIENT: Town of Saluda Saluda, South Carolina The downtown revitalization study area was Saluda s central business district (CBD) with the north-south Main, and east-west Church Streets being primary focus points. The Saluda Downtown Revitalization Study prepared by Milone & MacBroom, Inc. evaluated all types of improvements, such as landscape buffering, traffic calming, reconstructing roads and sidewalks, aesthetic treatments to storefronts, and rerouting trucks. The study was approved by the SC Department of Commerce, and the Town of Saluda town is currently implementing the Church Street revitalization, which is the first of several projects that the study prioritized that the town should undertake.

Milone & MacBroom, Inc. helped prepare a series of baseline planning documents with updated information on demographics, housing, economic development, parks and recreation, transportation and other comprehensive planning issues. These documents were circulated to promote discussion and new ideas on the topic and help inform the final plan. The City and Project Team conducted a robust public participation process that included a series of public forums and listening sessions held around the City to provide opportunities for input. Plan of Conservation & Development (POCD) Haddam, Connecticut Milone & MacBroom, Inc. s Planning Division updated the Town of Haddam Plan of Conservation and Development, which was adopted in January of 2008. Plan of Conservation & Development (POCD) West Haven, Connecticut Milone & MacBroom, Inc. s Planning Division assisted the City of West Haven s Planning & Zoning Commission, the Commissioner of Planning and Development, and the City Planner in updating the City s Plan of Conservation and Development (POCD). Milone & MacBroom, Inc. staff drafted the basic elements of a POCD required by State Statute and led a public participation process throughout the 18-month project. Milone & MacBroom, Inc. staff also assisted the City of West Haven in preparing a Revitalization Plan for its Downtown area. The project area studied covered 138 acres and contained 2,000,000 square feet of building space. Nearly half of Downtown West Haven s 406 buildings are classified as historic. The plan included a comprehensive assessment of market support for retail, office, residential and entertainment uses and a building-by-building analysis of existing conditions. SERVICES PROVIDED: Plan of Conservation & Development Downtown Revitalization Plan Concept Master Plan Public Participation CLIENT: City of West Haven West Haven, Connecticut The Downtown Revitalization Plan recommended a vision and operating principles for the future of Downtown and detailed implementation strategies which focused on: the use of land and buildings; needed parking and infrastructure improvements; retail upgrading; marketing and promotion; development and rehabilitation projects; regulatory changes; implementation schedule; and financing and management of the revitalization process. Additionally, Milone & MacBroom, Inc. staff assisted the City of West Haven in planning and preparing a Concept Master Plan for the area surrounding the West Haven Train Station. The Master Plan provided a vision and implementation framework for the role the West Haven Train Station can have in shaping the future image of the City, forecasted its impact on the redevelopment of brownfields in the adjacent neighborhood and addressed its potential to bolster Downtown revitalization efforts. Downtown Hartford Redevelopment Hartford, Connecticut Milone & MacBroom, Inc. s assisted the City of Hartford with the identification of three redevelopment areas within the central business district and the northern portion of Downtown Hartford. Working with City staff and the Hartford Redevelopment Agency, a comprehensive redevelopment plan was drafted for each of the three identified areas. These plans included components addressing blight remediation, infrastructure and traffic/circulation improvements, vacant land parcel assemblage, potential transit-oriented development (TOD) opportunities, adaptive reuse of appropriate structures, creation of greenways and improved streetscape elements, and possible means of reconnecting the northern part of Downtown Hartford with the Connecticut River waterfront. Mixed-use development that ties in with adjacent new public safety and educational facilities abutting the redevelopment areas, along with increasing both the City s tax base and the amount of positive pedestrian activity in these areas, are central hallmarks of all three redevelopment plans. Planning Philosophy Greer Community Master Plan Milone & MacBroom, Inc. s planning philosophy for community or municipal master plan assignments is a combination of pragmatic engagement and the application of technical tools and knowledge contained within the framework of a comprehensive analysis of the community s issues and needs. Our experience working on community master plans has afforded our Project Team a deep understanding of how to balance each community s unique needs. We generally approach assignments of this nature in a systematic fashion, beginning with a holistic overview assessment of the subject community to initially identify key pertinent issues of the community that need to be addressed with the most urgency, followed by a progression through the requisite subject areas such as demographic and housing trends; economic development patterns; transportation and mobility; community services; downtown planning and development; and parks, open space and recreation. During the recent past and continuing through to the present day, the City of Greer has been one of the fastest growing communities in South Carolina. Given the City s excellent location between Spartanburg and Greenville, as well as in the larger corridor between Charlotte and Atlanta, growth pressures will continue to impact Greer. Our planning philosophy is that rather than trying to limit impact of development on the City and taking a defensive posture in addressing this issue, the City should proactively embrace this growth but guide it in the most logical and sustainable manner possible. While the commonplace sprawling development forms of rapidly growing communities should not be permitted to advance through Greer, positive development patterns that functionally and aesthetically dovetail with the City s development history, transportation systems and natural environment should be encouraged and promoted wherever possible. Rapid growth in a community often means that potentially seismic changes in demographics, demand for community services, the characteristics of the local housing market, and economic development can occur very quickly. In our experience, it is of great importance to identify these shifts and trends early on in the master planning process so that logical and coherent strategies for managing these shifts and trends can be developed and vetted with the general public. We also understand that cities are not simply defined by their physical constructs of built form and population, but that underlying these physical manifestations of urban development are critical social connections and complex relationships interwoven between elements such as land use and the built environment, housing and economics, infrastructure and the natural environment. The issues of the environment and social justice are also integral to our planning philosophy. Finally, as planning professionals we are keenly aware of our faithfulness to the public interest and our loyalty to our client. Our goal in every community master planning assignment is to deliver a product that reflects the needs and aspirations of each community and its residents, while also providing a document that is technically sound and professionally presented. 1

Identified underutilized spaces that can be used to enhance the parks recreational experience. Downtown Mansfield Master Plan Mansfield, Connecticut Developed a master plan for the Mansfield downtown area to include a mix of residential and non-residential uses typically found in collegiate communities. State Pier Municipal Development Plan New London, Connecticut Developed a Municipal Development Plan for approximately 125 acres which includes a variety of land uses.
