1. MESSAGE FROM THE PRESIDENT OF THE IEC NATIONAL COMMITTEE OF BELARUS 4 Dear Colleagues and Friends! On behalf of the IEC National Committee and the State Committee for Standardization of the Republic of Belarus I am happy to welcome you to the 79th IEC General Meeting in Minsk! IEC activities today create the basis for technical progress in many sectors of the economy. Voluntary, consensus-based International Standards and effi cient IEC Conformity Assessment tools promote international trade and enable the transfer of new technologies. Belarus has been a full and active member of the IEC since 1993. We participate in the work of a number of technical committees and contribute to the implementation of various projects. IEC General Meeting in Minsk is being held under two main themes: Smarter use of energy: improving people s lives and Unifi ed Requirements & Conformity Assessment key drivers for world trade. Consistent work by the international community in these directions is important for dynamic development of global trade based on mutual trust, sustainability of national economies and raising the quality of people s lives. We hope that the IEC General Meeting in Minsk will further stimulate a systems approach for smart energy and motivate engineering schools to develop new energy saving technologies. We are ready to demonstrate to the participants of the IEC General Meeting our investment aspirations and expectations and to convince you that our country is a valid partner in the production of modern electrical and electronic products. We are sure that this will be an effi cient and memorable event and look forward to welcoming you in Belarus, a country with a rich history and a vibrant technological future. 2. MESSAGE FROM THE PRESIDENT OF THE IEC We will soon be meeting in Minsk, Belarus, for the 79th IEC General Meeting. IEC work continues to grow in importance. Today, electricity underlies everything, from devices and components to systems such as homes, cities, transportation, lighting, modern manufacturing and more. To satisfy the growing need for sustainable energy by developed and developing economies, we will need to use electric power more intelligently: do more, and better, with less. Smarter use of energy, like so many things today, requires systems thinking. However, smart doesn t necessarily imply that everything has to be large scale or grid-connected. For example, in some cases rural electrification or a microgrid can be a smarter way to securing continuous energy access. One size-fits-all is clearly no longer the way forward. One thing of increasing importance is the necessity to collaborate. With technology integration more companies and organizations than ever before have to be able to cooperate to deliver smarter solutions to the increasingly complex systems that are now needed. The IEC puts at their disposal its neutral and independent platform through which they can jointly develop all relevant Standards. In this context I draw your attention to the series of White Papers published by the MSB that points the way forward in the smarter, more sustainable generation and use of energy. 3. GENERAL INFORMATION About the host The IEC National Committee of Belarus (BELST) is pleased to be hosting the IEC General Meeting in 2015. It will be the fi rst IEC General Meeting in Belarus. The IEC National Committee of Belarus sends experts to participate in 97 IEC Technical Committees and subcommittees (TC/SCs) and 13 CENELEC technical committees and subcommittees. State Committee for Standardization of the Republic of Belarus (Gosstandart) is the government authority which implements state policy relating to technical regulation and standardization, metrology, conformity assessment, accreditation, energy saving and energy effi ciency. It supervises and monitors mandatory compliance by industry and construction. Gosstandart (founded in 1992) consists of 55 organizations and employs more than 4600 persons. The organization actively participates in the integration processes within the Eurasian Economic Union and the CIS. Every year around 600 governmental and intergovernmental standards are adopted in Belarus with a priority being given to harmonization with International and European Standards. BELLIS Testing and Certification of Home Appliances and Industrial Products, JSC (BELLIS JSC) is one of the leading organizations of Belarus for testing and certifi cation of a broad range of electrical and electronic products and equipment to compliance with governmental, International and European standards, as well as technical regulations of the Customs Union. BELLIS JSC holds the Secretariat of the IEC National Committee of Belarus and represents the country in IECEE. It is also an associate member of the European Conformity Assessment System (EEPCA). 6

Belarusian State Institute for Standardization and Certification (BelGISS) is the National Institute for Standardization. The Institute carries out scientifi c research, develops technical regulations and standards for various sectors of the economy of Belarus, including electrical engineering and electronics, energy effi ciency and energy saving. The Institute is also one of the main developers of Intergovernmental standards which are used for producing and placing products on the market of the Eurasian Economic Union and CIS member states. In this context, the main principle is their harmonization with International and European standards. Transfer to Hotel from Minsk Airport Minsk National Airport (MSQ) is located 42 km from the center of the capital. The Host Committee will organize shuttle bus service for IEC delegates from the Minsk National Airport (MSQ) to the hotels mentioned in the Accommodation section. Detailed information will be posted at www.iec2015.org. You can also take a train, a bus, a shuttle bus or a taxi. There is also the possibility to rent a car. Taxi The journey takes 40 minutes to the hotel or the main venue. Approximate fare 33 USD. Regular bus number 300E and shuttle bus number 1400-TK Final stop Central bus station ( Tsentralny ) The journey takes 55 minutes by bus and 45 minutes by shuttle bus. Fare approx. 2,5 USD. The bus stop (embussing point) at Minsk National Airport is located in sector 5-6 (1st fl oor of the arrival sector). Tickets can be purchased at ticket service terminals located in the airport and at the bus stop, from the bus driver, as well as via Internet. Train The train arrives at Minsk Passenger Station ( Minsk Passazhirskiy ). The journey takes 70 minutes. The platform is located approximately 600 m 700 m away from the airport building and can be reached by walking (approx. 5 minutes), or via a free bus. Fare approx. 2 USD. Tickets can be purchased from a train carriage stewardess and at the terminals. Terminals are located at the bus stop by the airport entrance. 17

Arrival at the Minsk Passenger Station or Central bus terminal Stations are located in the center of the city. The nearest metro station is Lenin Square. From the stations you can take a taxi or public transport to reach the above mentioned hotels or the main venue. A taxi-stand is located at the main entrance of the stations. Shuttle bus No. 1019 from Minsk Passenger/Central The trip to the main venue takes 15 minutes, fare approx. 1 USD. Payment is made directly to the driver. Regular bus No. 1 from Minsk Passenger/Central The trip to the main venue takes 35 minutes, fare approx. 0,4 USD. Tickets can be purchased at kiosks of the Minsktrans agency located next to the stop, or from a bus driver. 18

The average daily temperature ranges between 9 C (48 F) and 15 C (59 F). We recommend you to bring an extra sweater or jacket as well as an umbrella. Credit cards Most stores, restaurants and hotels accept Visa and MasterCard. Taxis and public transport only accept cash in local currency. Travelers checks are accepted only in banks. Currency / Exchange The currency of Belarus is the Belarusian ruble (BYR). Currency exchange can be done at any bank, large hotels or exchange offi ces in Minsk. The Belarusian ruble comes in denominations of: 100 rub., 500 rub., 1 000 rub., 5 000 rub., 10 000 rub., 20 000 rub., 50 000 rub., 100 000 rub., 200 000 rub. Electricity supply Mains voltage in Belarus is 230 V, network frequency is 50 Hz. Electrical sockets in Belarus are one of the two European standard electrical socket types: the Type C ; the Type F. We recommend that you bring with you an appropriate adapter if needed. Internet connection In hotels, as well as the locations of the General Meeting, free highspeed Internet (Wi-Fi) is available. Language The state languages of Belarus are Belarusian and Russian. In business communication English and German are also common. Meal facilities Near the main venue and hotels are restaurants and cafes meeting any gastronomic tastes. Italian, Japanese and French cuisine restaurants are available within walking distance. Hotel menus consist mainly of national and European cuisine dishes. Smoking In a number of public venues in Belarus (governmental institutions, health, culture, education, trade and consumer services, public catering, as well in all kinds of stations, the subway and public transport) smoking is permitted only in specially designated and equipped areas. 23

Taxes All taxes are included in the price indicated on the product. In Belarus the system of VAT refund for foreign citizens is applied. Time zone In Belarus, time calculation is carried out in accordance with the international time zones Standard Time plus one hour without the annual transition to seasonal time, i.e. UTC+3. In October, when it is noon in Belarus, it is 11:00 a.m. in Paris, 10:00 a.m. in London, 5:00 a.m. in New York, 2:00 a.m. in Los-Angeles.
