2 Information Management Policies Assessment for City Transportation Systems (IMPACTS) IMPACTS is a Network of European Capital and Major Metropolitan Cities for exchanging information and experience on Urban Mobility and Transport Policies. The diverse cities recognise that they share similar problems, and recognise the value in sharing information as they work toward their common vision of sustainable transportation solutions. History of IMPACTS The IMPACTS Europe association emerged in response to a perceived need for high-level strategic collaboration amongst capital cities about urban mobility policies that affect citizens. As such it offers Mayors and political representatives a forum in which they can discuss transport issues and initiatives with their senior technical officers. IMPACTS Europe differs from other city networks. It is not just a technical gathering. Rather it has a precise objective - to be a small strategic network of capital and major metropolitan cities for decision makers. The association grew out of the common interest of London, Paris and New York to exchange information and experience on Urban Mobility and Transport Policies. This led to our first Inter Continental Conference in New York in July The founder members continued to meet and in 1998 formalised the association at an assembly of city delegates in Brussels. The network quickly established memoranda of understandings with ERTICO and POLIS to jointly promote city interests on the international stage. IMPACTS Europe s relationship with North American cities was strengthened by joint activities, for example the 2001 Scanning Tour in Chicago, New York and Washington. The success of these types of visit is a source of real enrichment for all the members. International bonds with major metropolitan cities in America were reinforced through the establishment of IMPACTS North America/NACTO. These trans-atlantic connections were further deepened through contact with the Union of Latin America Cities in Thanks to Barcelona s contacts a meeting with Latin American Cities took place in 2001 aimed at setting up a new inter-continental co-operation, which ultimately led to a conference in Quito Ecuador (2004) that saw the launch of IMPACTS Latin America. Over the years IMPACTS Europe members have used the network to enrich bilateral and multilateral cooperation between their cities and work on common projects. These links are maintained not just through contact at the annual conferences, but also through joint projects IMPACTS Tallinn
3 Welcome to Tallinn It is with great pleasure that I invite you to the IMPACTS network annual conference Affordability of Public Transport, in Tallinn on 31 May-1 June Five years ago, Tallinn introduced free public transport for all its residents. Since its introduction, in sharp contrast to predictions from doomsayers, the quality of service has constantly improved, as have levels of satisfaction of passengers. Free transport stimulates people to go out more in the evenings and weekends to consume local goods and services, thus supporting the local economy. It also enhances the labour market, expanding the area of job seeking and job taking for many. Combining free public transport with a severe increase in parking tariffs and redistributing street space for exclusive bus lanes we achieved also a slight decrease of car traffic in the city centre. Particularly remarkable, as at the same time our private car ownership continues to grow. Permanently, or limited only to emergency situations free public transport has been tried in numerous European cities, including capitals. Affordability of public transport thus remains an important issue in line with service quality and physical accessibility of the service. By exchanging knowledge, ideas and experiences we can inspire each other to create the best solutions to the challenges our cities face in the development of public transport.
