Availability of open space that is safe and comfortable is an important factor of sustainable interaction between each individual society. Declining environmental quality in the form of decreasing green space, pollution of air, water, and soil, the air temperature is not uncomfortable, and the noise and busyness of each individual that causes the least free time to interact with the society so that the people need a space that is ecologically give safety and comfort, functionally can strengthen relationships, and aesthetically provide beautiful visual so interesting to visit. To meet the needs of the society, we need a plan of neighborhood park. Planning of neighborhood park are proposed in this paper is the planning of neighborhood park Melody Park. Melody Park is a gathering place for the society to perform a variety of social activities that ultimately aims to strengthen the relationship between individuals in society (relationship of neighborhood). Melody park has three main functions, namely the function of ecological, social and cultural functions, and aesthetic functions. Melody park consists of three zones: a) Core Zone which includes a society room, children's game room, teen room, and music room. b) Support zone which includes the welcome area and office manager. c) Buffer zone which includes landscape plants such as shrubs and high trees. The purpose of this paper is to produce a plan of neighborhood park Melody Park that serves as a green open space-based environmental, social, and cultural. The method used in preparing this paper is a method of qualitative and descriptive analysis method. The approach that will be used in preparing this paper is a case study and retrieve data from the Department of the landscape and Ministry of the environment. The results of this study indicate that the development of neighborhood park Melody Park will improve air quality, the unity and welfare of the society, and increase the provision of green open space. INTRODUCTION Humans are social creatures and have necessary to interact with one another to gain certain happiness. Our society has a number of activities (culture). Availibility of an open space that comfort and safe for society is an important factor of sutainable interaction between individual society. Michael Cohen Group (MCG) as a group of research infer that over 60% of children prefer to play with gadget than with doll, action figures, board games and other traditional toys. That cause the reduce of their social activities. Firthermore, the workload experienced by the sommunity and the contamination in the environment conotributed to this situation. Therefore, people need space that ecologically give safety and comfort, functionally strengthen relationships, and aesthetically provide beautiful visual so as interesting to visit. To meet the needs of the society, we need a plan of neighborhood park. The planning of neighborhood park are proposed in this paper, the name is Melody Park. LITERATURE REVIEW Simond (1983) defines a neighborhood as grouping of residential clusters around shared open space. It should be small enough to encourage participation of all families in group activities and large enough to contain a convenience- shopping center, playfields, and buffering. Social needs for activity and interact in encouraging of participation in the adjacency will be met with the space to do both. Thus the need for open space in the middle of the building in the neighborhoods. Open spaces assume an architectural character when they are enclosed in full or in part by structural elements. such a space may be an extension of a building. sometimes it is confined within the limits of a single building or enclosed by a building group.sometimes such a space surrounds a structure or serves as its foreground, or as a foil, or as a focal point. Each such defined open space is an entity, complete within itself. But more, it is an inseparable part of each adjacent space or structure. The defined open space is normally developed for some use. but whether or not it is directly related to its structure in use, it must be in character, such spaces, be they patios, courts, or public squares, become so dominant and focal in most architectural groupings that the very essence of the adjacent structures is distilled and captured there. In such cases, it takes an open space in the region adjacency that neighborhood park with the standards and characteristics support the needs of the society. According to Steiner and Butler (2002) neighborhood parks are the basic unit of the park system and serve a recreational and social purpose. Development focuses on informal recreation. Programmed activities are typically limited to youth sports practices and ocassionally games. Zoning is the principle of assigning labels to a specific area. The term zone is used for all kinds of areaspesific labels that have consequences for the use of that area and the policies to be applied on that area (Valk and Djik, 2009). C. METHOD This study is a descriptive research with a qualitative approach. The search procedures produce descriptive data such as written words from the people are served and it is supported by literature or literature study based on a literature review of data and number, so that the reality can be well understood. This design is intended to plan a melody park as neighborhood park. In the planning, the authors analyze the environment, social and culture of the society then make synthesis of it and draw conclusions in its application. D. EXPLANATION The dense settlements, daily routine, advances in technology and environmental conditions that do not support the presence of fresh air make the life of society in Indonesia are not healthy and are becoming more individualized. This shows the need for Melody Park as neighborhood park as open green space that gives the advantage to the park users, namely: 1. Provide benefits directly as green open space. Green open spaces provide O 2 to the society and the fresh air that they rarely get. 2. Meet the needs of social and cultural life of the society. With the Melody Park, the society has space to gather with their communities and meet the cultural needs of the society. 3. Increase public entertainment facilities. Other than as a means of refreshing and relaxing, Melody Park allows people around to support their entertainment facilities. 4. Reduce the pressure and stress levels of society due to the daily grind. The presence of Melody Park as open green space give space to the society to reduce stress and to relax. 5. Provide a visual aesthetic beautiful in releasing the saturation of the society. E. DISCUSSION Analysis Population growth resulted in a row of dense residential buildings without any open space. Not surprisingly, the distance between houses reach 1 meter even less. This situation resulted in various

945 problems such as: 1. No place for children to play; psychologically, children have high curiousity and instict to have fun. If the environment does not provide adequate facilities then there will be a tendency that a child becomes quiet, shy, and have the lack of initiative and creativity. 2. Difficult obtaining of clean water; the population density and poor drainage cause the groundwater becomes contaminated and unfit for consumption. 3. The reduction in air quality; meeting housing leads to reduce green open space to absorb air pollution and various toxins. 4. Minimum intensity of the meeting between residents; the busyness of every citizen which cause the limitation of time and place to meet. 5. Unpleasant smell; meeting housing cause no place for waste dipossal, this is a habit that leads to littering. 6. Sensitivity to music. Messages can be received finely both by children and adults through music. Music can affect a person's mindset, how to speak, act, and behave. Indonesia as a multicultural and tropical country has variety of potentials such as: 1. Consists of variety of ethnics and cultural 2. Have high sense of family 3. Fertile land which can be covered with various kinds of leafy and flowering plants 4. Heavy rainfall Besides the above-mentioned potential, Indonesia also has a number of constraints such that the tribal culture with a variety of different activities often lead to misunderstandings, excessive rainfall cause flooding in the garden and damage or interfere the plant growth, strong wind knock down trees, and rainy or dry season which hard to be predicted. Synthesis The problem to be solved or minimized and the potential to be preserved can be done in various ways: 1. Creating a space where people can gather around to be able to interact in a certain time 2. Provide facilities for various activities such as playgrounds and gathering 3. Provide a comfortable atmosphere in the garden with interesting sound effects or back sound 4. Apply variety of flowers and plants to give the impression of happy for all circle Figure 1 Concept Planning concepts derived from the music. Music is intended to give the impression of an active, romantic, happy and full of color. The pattern is based on the shape of a treble clef on the cage tone. All the elements contained in this park forming unity to give the impression of colourfull. Melody Park is addressed to all the people around for a place to gather and perform a variety of social activities with a sense of the relationship between individuals in society (neighborhood relations).

946 Melody park has three main functions, namely ecological function, social and cultural function, and aesthetic function. Ecological function considering the relationship between humans, animals, and plants in order to remain sustainable. Using plants and form a pattern of the park based on its function. The social function reckon the output obtained by local people which is to establish communication and strengthen the brotherhood. Cultural functions of local residents pay attention on activities that will affect the shape and distribution of space in the garden. Aesthetic function to provide an interesting and beautiful impression created by the function of each element. F. CONCLUSION Neighborhood environment required open space as a space to interact and also to realize the beauty and comfort. Melody park planned to implement three basic concepts that is ecological, social, and cultural divide the space into three chambers, namely the core space, support space and buffer space. G. IMPLICATION Melody park is expected to enhance the interaction between citizens in order to promote solidarity among the citizens, giving the space play for children, improving children's creativity, cultural manifestation around, and improve air quality as a function of green open space.
