6. ENGINEERING SYSTEMS REQUIREMENTS D50 ELECTRICAL SYSTEM DESCRIPTION The electrical repair work includes the design and construction of the electrical distribution system for the B3200 Marine Corps Reserve Center and B8200 Vehicle Maintenance Facility. The electrical system for each area of work shall be designed after thorough site investigation and meeting with the local Electrical Utility Department and the Users, and shall be in accordance with the most current editions of the following: NFPA-70 National Electrical Code NFPA-70E Standard for Electrical Safety in the Workplace NFPA 101 Life Safety Code IEEE, ANSI, NEMA, and UL Standards IES, Lighting Reference Guide and Application Guide UFC 3-501-01, Electrical Engineering UFC 3-520-01, Interior Electrical Systems UFC 3-530-01, Design: Interior and Exterior Lighting and Controls UFC 3-550-01, Exterior Electrical Power Distribution UFC 3-580-01, Telecommunication Building Cabling Systems Planning and Design UFC 3-580-10, Navy Marine Corps Intranet (NMCI) Standard Construction Practices UFC 4-021-02, Electronic Security Systems Design and Construction Requirements-Energy Policy Act 2005 Provide an upgrade to the interior and exterior electrical systems consisting of Distribution and Lighting Panelboards, Dry Type Transformers, Conduits, Feeder and Branch Circuits, Motor Control Equipment, Lighting and Branch Wiring, Communications (also called Telecommunications), Security and Alarm Systems, Emergency Lighting and EXIT signs, Grounding, including accessories and devices as necessary and required for a complete and usable system. This section covers installations out to the building 5 foot (1.5 meter) line. Provide detailed circuit analysis, load calculations, design and installations of the existing and new electrical distribution systems. The distribution systems should meet the requirements for the existing and the new additional anticipated electrical loads for the Marine Corps Reserve Center Building B3200 and the VMF, B8200. The interior distribution system shall consist of copper insulated conductors in conduit, including an insulated green equipment grounding conductor. The conduit shall not be considered the equipment PART 3 - CHAPTER 6 / ESR D50 - Page 1

grounding conductor. GENERAL SYSTEM REQUIREMENTS Provide an Electrical System complete in place, tested and approved, as specified throughout this RFP, as needed for a complete, usable and proper installation. All equipment shall be installed per the criteria of PTS Section D50 and the manufacturer s recommendations. Where the word "should" is used in the manufacturer s recommendations, substitute the word "shall". D5010 ELECTRICAL SERVICE AND DISTRIBUTION D501001 MAIN TRANSFORMERS Main transformer(s) are defined in Section G40, Site Electrical Utilities. B3200 has an existing 500KVA, 280Y/120V, 3PH-4W pad-mount transformer. B8200 has an existing 225KVA, 208Y/120V, 3PH-4W pad-mount transformer. B8201 does not have a dedicated transformer, but is fed from a separate 500KVA, 208Y/120V, 3PH-4W transformer located southwest of B3200. B8201 has a 42-pole, 208Y/120V, 3PH-4W, 225A MCB panelboard and is separately metered. D501002 SERVICE ENTRANCE EQUIPMENT All service rated entrance equipment shall remain for re-use. Provide additional feeder breakers and feeder circuits as required for new branch panelboards to accommodate the additional loading. All service into and from the facility(ies) shall be underground. D501003 INTERIOR DISTRIBUTION TRANSFORMERS Provide energy efficient dry type transformers to step down secondary voltages for general purpose outlets and other low voltage equipment. Transformers shall be sized with a minimum of 25% spare capacity for future load. Step down transformers shall have copper windings. Transformers rated up to and including 75KVA shall be rated for 115 DEG C rise. Transformers rated at 112.5KVA and larger shall be rated for 80 DEG C rise. D501004 PANELBOARDS The main distribution panelboard, shall be circuit breaker type with single main disconnect switch and distribution feeder breakers. The main breaker is anticipated to be rated. Main distribution panelboard and branch circuit panels will be installed to serve the electrical loads. As a minimum, panelboards shall be 30 poles and 100A, and have a minimum of 20% space and 20% spare breakers for future use. (Regardless of their loading, size feeders to equal the panel s amperage rating.) Panelboards shall be balanced to the maximum extent possible, so no phase shall be less than 80 percent or more than 120 percent of the average load. Panelboards not within sight of the feeder over current protection shall have a main circuit breaker; molded case breaker will suffice. Recessed panelboards shall have front door with lock. Surface mount panelboards shall PART 3 - CHAPTER 6 / ESR D50 - Page 2

have door-in-door (hinged) trim for easier maintenance access; front door with lock. Wall(s) for recessed panels shall be 6 stud and coordinated with the Architect. Panelboards supplying power to non-linear loads (Electronic equipment affected by electrical noise, Computers, Printers, Fax Machines, Copiers, etc.) shall have an isolated ground bus. The isolated ground bus shall be insulated from the panel and raceway grounding and be connected directly to the transformer service ground. The panelboard serving the computer and IT equipment loads shall have 200 % rated neutral busses. Panelboards shall have copper bussing, copper ground and neutral bars. The use of double-tub panelboards shall be allowed. Panelboards shall have bolt-on type circuit breakers throughout the facility to serve electrical loads. Voltage surge protection shall be provided at the incoming main service panelboard. D501005 ENCLOSED CIRCUIT BREAKERS Upgrade or repair defeative enclosed circuit breakers and provide new circuit breakers and wiring as needed. D501006 MOTOR CONTROL CENTERS Provide motor control center(s), combination motor starters (fusible shall be provided for short-circuit protection short circuit values greater than 10,000 amps), individual motor starters with disconnect switches, reduced voltage starters, manual motor starters and variable speed drives for motor controls by mechanical equipment in accordance to NEC. Provide all circuits and connections for motors and other mechanical equipment. 120-volt motors will be specified to have integral thermal overload protection when available. If integral thermal overload protection is not available, provide manual thermal overload starters. Provide combination motor starter-disconnect controllers for poly-phase motors. Provide reduced voltage starters for motors over 25 HP. Coordinate type with motor design and starting torque requirements. Provide horsepower-rated manual starters for 120-volt motors with integral thermal overload protection. The manual starter may serve as the disconnect means for 120-volt motors without integral thermal overload protection when properly located to meet the within sight as stated in the NEC and properly labeled. Combination motor starter-disconnect controllers may serve as the disconnect means for poly-phase motors when properly located. Provide additional fused or non-fused disconnect switches (depending upon its AIC rating) within sight of the motor when the starter disconnect cannot be placed within sight of the motor. D501090 OTHER SERVICE AND DISTRIBUTION Provide an external transient voltage surge suppressors (TVSS) at the service entrance. Provide 120V, 20A TVSS duplex receptacles for telecommunications equipment. For all tele-communication rooms, provide quantity of receptacles and circuits per UFCs. NOTE: If the telecommunications rack or cabinet requires a 30A receptacle, provide a twist-lock. Within the rack/cabinet, provide the TVSS duplex receptacles. In B8200, Supply Room Provide heavy duty electrical receptacle for electric forklift. This receptacle shall be power from a new panelboard, located on the East of the adjacent room. Panelboard shall PART 3 - CHAPTER 6 / ESR D50 - Page 3

be powered from the building s main switchboard; provide feeder breaker and feeder circuit. Panelboard shall be 225A and 42 poles. Provide light fixture and switch under the mezzanine. D5020 LIGHTING AND BRANCH WIRING Provide lighting and general-purpose receptacles throughout all spaces within and outside the buildings. All general purpose receptacles shall be 20 amps. NEMA WD 1. Receptacles for general purpose shall be circuited such that no more than six duplex (or three quad duplex) receptacles are placed on the one 20 amp, single-pole breaker. Receptacles dedicated for computer loads shall be circuited such that no more than three quad-duplex receptacles are placed on one (1) 20 amp, single pole breaker (three computers per circuit). Quad-duplex receptacles in communications rooms shall be circuited such that one quad-duplex receptacle is placed on one 20 amp, single pole breaker. Provide dedicated receptacles for all ancillary office equipment such as faxes, printers, plotters, shredders, or copiers. This equipment shall be circuited such that no more than one duplex receptacles is place in one 20 amp, single pole breaker. A dedicated circuit shall also be required for refrigerators, water coolers, microwaves, and vending machines. Each receptacle homerun shall have a dedicated neutral, multi-wire branch circuits (shared neutrals) shall not be used. Provide ground fault circuit interrupting receptacles per National Electrical Code. Provide a minimum of one general-purpose receptacle on each wall of individual offices, conference and break rooms. In offices where walls exceed 12 feet, provide an additional duplex receptacle for each additional 12 feet of wall or fraction thereof. Corridors spacing every 40 feet minimum 2 per wall. General-purpose receptacle spacing shall not exceed 12 feet. Provide receptacles and/or hardwired power connections for any special equipment or furnishings. Provide receptacles for all equipment, devices, etc. NOTE: Due to the extensive HVAC work/renovation within B3200, this contractor shall provide or replace in all effected spaces the ceiling mount occupancy sensor(s) with new dual-technology occupancy sensors with an integral isolation relay. Contractor shall also provide power to new or additional HVAC equipment and if required provide new feeder breakers, conductors in conduit, and panelboards to feed the HVAC equipment. D502001 BRANCH WIRING All branch wiring shall be per UFC 3-520-01. At a minimum, provide conductors with type THHN/THWN insulation for conductor sizes #12 AWG through #1/0 AWG, and type XHHW insulation for conductor sizes #2/0 AWG and larger. All conductors shall be copper and shall be routed in EMT conduit, unless otherwise required. All conductor sizes shall be #12 AWG minimum. All branch wiring shall be insulated conductors in conduit. Provide connection to elevator sump pump (no GFI). Provide GFI outlets at elevator pit and hoistway. Provide disconnect switches for elevator power and lights. Provide elevator disconnecting means inside of elevator machine room. D502002 LIGHTING EQUIPMENT Provide a complete lighting system including exit and emergency lighting, LED exit lights, and emergency egress lighting (see D509090). Refer to part D509001 for detailed emergency lighting requirements. Building lighting shall consist of induction, LED and fluorescent lighting including PART 3 - CHAPTER 6 / ESR D50 - Page 4

manual, multi-level and step-dimming switches and automatic controls (occupancy sensors, lighting control panels and daylight sensors). All lighting control design, fixture layout, luminaire wattage requirements, lighting power allowance, etc. shall be in compliance with ASHRAE 90.1-2007 and UFC 3-530-01. Lighting design at a minimum shall consist of a combination of recessed parabolic (3 inch luminaires) 12 cell for 2-lamps and 18 cell for 3-lamps, 85% plus efficient fluorescent low-profile fixture with small lens, fluorescent high bays, minimal fluorescent industrials with 0-10% up-light, compact fluorescent and/or LED down lights, suspended direct/indirect fixtures to meet the required foot-candle levels needed for the desired areas. Note: If 18 cell parabolics are employed, provide a second ballast cover. Lighting methods and foot-candle levels shall be in accordance with the Illuminating Engineering Society of North America (IESNA) or applicable UFC. Design to highest recommended foot candle level. Illumination shall meet the requirements of the visual tasks being performed. General illumination requirements shall be determined in a plane of 30 inches above the floor. Fluorescent fixtures shall utilize T8, 4100 Deg K, CRI = 83 or higher, lamps and electronic energy efficient, high frequency ballasts. Design shall employ multi-lamp standard ballasts with total harmonic distortion less than 10 percent. High-bay fixtures shall use high temperature ballasts with power factor of 1.10 or higher. LED light fixtures shall have a color temperature to match. Automatic shut-off systems - lighting control panels, dual-technology occupancy sensors with isolated relay or a combination of both shall be used to help reduce energy costs. Dimming ballasts, bi-level (or step-dimming) switching or multi-level switching, and daylight sensors shall also be considered. At a minimum, occupancy sensors shall be installed in conference rooms, classrooms, offices with one to six person occupancy and restrooms. Contractor shall coordinate all possible light fixture types and layout designs along with any controls design requirements with the user and applicable design guides. Provide lighting at elevator pit, min 20 fc in all pit areas. Provide lighting at elevator machine room, min 30 fc in all areas. D5030 COMMUNICATIONS AND SECURITY The Room Requirements Section identifies locations for communications and security systems and equipment, unless noted otherwise in the following sub-elements. D503001 TELECOMMUNICATIONS SYSTEMS Provide a complete building entrance facility, backbone distribution system, and horizontal distribution system including, but not necessarily limited to, all wiring, pathway systems, grounding, backboards, connector blocks, protectors for all copper service entrance pairs, patch panels, fiber optic distribution panels, terminators for all fiber optic cables, outlet boxes, telephone jacks, data jacks cover plates. Telecommunications design must be performed and stamped by a Registered Communications Distribution Designer (RCDD). Contractor shall be responsible for providing all copper, fiber and infrastructure into the building and coordinating with the utility companies. MARFORRES (MFR) should be able to come into the building and hook their equipment in the DEMARC room. The contractor shall be responsible for PART 3 - CHAPTER 6 / ESR D50 - Page 5

coordinating the telephone and NMCI services to the building and into the DEMARC room. NMCI shall be installed per UFC 3-580-10. Provide NMCI labels. Also refer to Part 6 Attachments: Cable label NMCI ISP cabling specifications with MFR updates and MFR site requirements summary. Provide Category 6 Unshielded Twisted Pair (UTP) copper cable for horizontal voice and data cables. Use colored cables for voice and data per NMCI Inside Cable Plant Installation Standards. Provide a minimum of one telecommunication outlet/drop on each wall of individual offices (and an additional telecommunication outlet/drop per workstation with multiple workstations), and break rooms. In spaces where walls exceed 12 feet, provide an additional telecommunications outlet/drop for each additional 12 feet of wall or fraction thereof. Refer to Room Requirements for more information. Secret Internet Protocol Router Network (SIPRNET) is a project requirement. Provide a Protected Distribution System (PDS) as required. Provide outlets in accordance with the Room Requirements and UFCs. SIPRNET REQUIREMENTS: 1. Provide 0.75 in. conduit from DEMARC/NMCI room to SIPRNET room. 2. Provide a single copper line and shall run from DEMARC to SIPRNET through 0.75 in. conduit. 3. Provide electrical power for the Rack two 120V, 30Amp. Duplex outlets. 4. NMCI/Phone System a. Provide surface mounted lighting fixtures. b. Provide standard duplex outlets one for each wall. c. Provide Data (NMCI)/Voice (Phone) outlet at desk area. 5. IDS Security System a. Provide dedicated circuit for electrical outlet for IDS system. b. Provide a dedicated analog phone line. c. IDS control panel shall be mounted on wall on the lock at side of door, not the hinge provide power here. IDS Control Panel and Keyboard to be installed by ADT/Tyco. STE Phone need analog phone line located near the desk. D503002 PUBLIC ADDRESS SYSTEMS See D40 for Mass Notification System requirements. D503003 INTERCOMMUNICATIONS SYSTEMS Provide an Intercommunication System as part of the telephone network to allow two-way communications between all office spaces, locker rooms, storage areas, Department Heads, Commanding Officer, Executive Officer, Officers Ready Rooms, Maintenance Control Rooms, Administration Offices and Maintenance Administration Offices. Provide separate intercom system with audible and visual from the front vestibule to the main administration office See Part 3, Chapter 6 / ESR G40. D503004 TELEVISION SYSTEMS Provide a complete CATV system to be owned and maintained by the Government including all interior equipment required to provide high quality TV signals to all outlets with a return path for interactive television and cable modem access. System shall include, but is not necessarily limited to, head end amplifier, amplifiers, splitters, combiners, line taps, cables, outlets, tilt compensators, TV brackets (swivel type) and all other parts, components, and equipment necessary to provide a complete and usable system Conduct CATV testing at each of the following points in the system: At each outlet and at the Head and distribution amplifier inputs and outputs. D503005 SECURITY SYSTEMS Provide modifications to or upgrade the existing ADT security system for the building to accommodate a card reader for Gate Access and card readers at the doors on both the North and South sides. The new Gate access will be located on the South East side of B3200. The system shall also include additional devices throughout the facility as mentioned below. An Electronic Security System (ESS) is the integrated electronic system that encompasses one or more of the following subsystems; access control system (ACS), intrusion detection system (IDS), and closed circuit television (CCTV) systems for assessment of alarm conditions. The ESS for this project shall meet requirements of UFC 4-021-01, Electronic Security Systems and SECNAV M-5510.36 Department of Navy Information Security Program and consist of an ACS and an IDS. A CCTV system is not a project requirement. Provide an ESS consisting of empty raceways with pull strings, outlet and back boxes, cover plates and associated power circuit(s) to enable the system. Full installation is by the ESS supplier. Provide raceways and boxes for an Intrusion Detection System (IDS) to detect intruders or unauthorized personnel in protected areas/zones. Raceways and boxes for: point sensors on all windows, doors, and man-passable openings; volumetric sensors within secure/protected areas to detect movement within the area. Provide raceways and boxes for: balanced magnetic switches, door contacts, electric strikes, card readers and request to exit on all exterior doors. Coordinate with door hardware schedules along with door closers/reclosers. Provide raceways and boxes for: sufficient motion sensors to provide coverage in all spaces, but not limited to, corridors, offices, restrooms, tool rooms, parts rooms, communication rooms, and storage rooms. Provide raceways and boxes (for future wiring) from switches and sensors to the ESS panel. Wireless transmission between sensors and the panel is not authorized. Balance magnetic switches and motion sensors will be wired to a panel located at (TBD by the DOR). PART 3 - CHAPTER 6 / ESR D50 - Page 7

Contractor shall ensure adequate power is run to the alarm panel s location. Contractor shall provide an analog phone line to each main panel of the ESS. Provide 8 hours of emergency uninterruptable backup power. Backup power may be provided by batteries, an uninterruptable power supply or combination thereof. In addition to the ACS/IDS for the whole building, provide a dedicated ESS raceway and back boxes for the following spaces: Armory, EKMS Vault, I&I Office and S-2 (SIPRNET). Each system shall utilize the same devices and features as described above. Coordinate with Part 5 Room Requirements and coordinate with Part 3, Chapter 6, E101005.. D503090 OTHER COMMUNICATIONS AND ALARM SYSTEMS At the front entrance, provide an ACS (Door Station) with two way communication (intercom) and video camera. Provide the second intercom box in main office. Second location shall have door release function and a 20 inch monitor. Provide all wiring in conduit and junction boxes. NOTE: In any room where meetings (ie. Conference Rooms), lectures (ie. Classrooms), or group settings are held AND these spaces contain, but not limited to, VTC (Video Tele-Conferencing), presentations with over-head projectors and monitors or screens, the contractor shall provide all raceways and junction boxes for all the power wiring and communication cabling from the table(s) to the wall and over to the control source (ie. podium(s)), from each projector to the podium(s), etc. Minimum conduit shall be 1 inch or an infloor system can be used. D5090 OTHER ELECTRICAL SERVICES D509001 GENERAL CONSTRUCTION ITEMS (ELECTRICAL) Provide General Construction Items (Electrical) including, but not necessarily limited to, all connections, fittings, boxes and associated equipment needed by this and other sections of this RFP as required for a complete and usable system. Conduits, cable trays and busways that penetrate fire-rated walls, fire-rated partitions, or fire-rated floors shall be firestopped in accordance with Section C10, Interior Construction. D509002 EMERGENCY LIGHTING AND POWER Provide power and wiring for emergency lights and exit lights throughout the facility to meet NFPA 101 and 70 requirements, particularly NEC Article 700.16. Provide emergency lighting, but not limited to, in corridors, heads and interior rooms that do not have exposure to natural light, and at all EXIT access and EXIT discharge. Emergency lighting shall be powered by an internal emergency battery ballast (output of 1100 lumens per lamp and parallel operation), a remote battery (inverter), emergency battery units (EBUs) with MR-16, 12-watt (or greater) or LED lamp equivalent, or combination thereof. Arrange EGRESS fixtures to illuminate automatically upon loss of power. Exit signs shall be battery back-up, die-cast aluminum housing and LED type, color red. In corridors, provide night light/security lighting on each floor, minimum of 1 fixture for every 100-150 feet. D509003 GROUNDING SYSTEMS PART 3 - CHAPTER 6 / ESR D50 - Page 8

Provide a complete grounding system for the facility electrical and telecommunications systems. Grounding shall be per National Electrical Code (NEC) and include copper equipment grounding conductors run with branch and feeder circuits. Wire shall be copper conductors minimum size #12 AWG for branch wiring. Communication/Radio Repair Shop work shop work table(s) shall be statically grounded. D509004 LIGHTNING PROTECTION Not applicable. D509005 ELECTRIC HEATING Provide power wiring and connections as required for all electric heating systems and equipment. D509006 ENERGY MANAGEMENT CONTROL SYSTEM Provide power wiring and connections as required for all systems and equipment including Plumbing and HVAC. D509007 BUILDING PHOTOVOLTAIC SYSTEM Not applicable. D509090 OTHER SPECIAL SYSTEMS AND DEVICES Provide power to Fire Pump. B3200 Elevator Upgrade/replace the circuit breakers for the elevator sump pump and replace the existing receptacles, lighting and other wiring. HVAC Provide disconnect switches, power and wiring as needed.
