B-The Reference Scheme of Mdawar The reference scheme was set. It contains the proposed urban project for this district.. It is a flexible and dynamic tool that has been proposed to replace the rigid detailed master plan and used by local authorities.
Three strategic axes define the intervention plan. Each one contains a multiple of actions: I-First strategic axe: Reorganization of land uses to create a better urban environment within the framework of sustainable development. II-Second strategic axe: Enhance spatial coherence and social links between the various components of the district. III-Third strategic axe: Revitalization and orientation of the economic activities
C-The eco-district project of Mdawar: the characteristics, program and conditions I-This action is a part of the first strategic axe of the urban project of Mdawar. It is an eco-district project to be built on the plot n 358 which is owned by the Municipality of Beirut, as a new area for development and investment and within safe and modern environmental standards, II-The main function of the eco-district project is the establishment of a typical residential complex with a variety of services, within a healthy environment and where buildings are subject to the standards of green buildings. However, students can add other functions to the project if other needs are identified., III-The plot n 358 is located on Charles Hélou Avenue. The area is 89,000 square meters. It is within the zone 7 in Beirut where the Superficial Exploitation Ratio is 70% and the Total Exploitation Ratio is 3. Students can adopt these ratios dedicated to the zone 7, or can use the principle of the Grands Ensembles.
IV-Students are asked to keep the firefighter regiment site of Beirut in place at the request of the Council of the Municipality of Beirut. This site should be incorporated into the ecological project. It has an area of about 9 thousand square meters. V-The housing units to be developed within this project have different areas. They should attract young people, diverse social classes and accommodate newcomer s population VI-The design and layout of the public space is an integral part of the eco-district project. It takes into account the quality of the environment, the urban landscape, the meeting places and the use of various modes of displacements inside the district. It is also addressing the issue of mobility in and out of the neighborhood according to the sustainable principles and ecological requirements
VII-The eco-district project takes into account the proposed orientation of the Reference Scheme for Mdawar, and especially with regard to the direct surroundings of the plot n 358, particularly the conversion of the international road (Charles Hélou Avenue) to a Boulevard. Therefore, students are asked to design the layouts of the roads surrounding the property (at least), in line with the proposed project and with the ecological needs of the district. VIII-Students are free to have diversification in architectural expression when designing the constituent units of the project, provided that this project does not come as an isolated island from its surroundings. IX-The supervisors of the students work should decide whether students are working individually or in small groups
