Box 196650 Anchorage, AK 99519 Tel 907-343-4355 URL www.muni.org/departments/parks MEMORANDUM Date: April 4, 2014 To: Cc: From: Project: Parks & Recreation Commission Holly Spoth-Torres, Parks Superintendent Maeve Nevins, Park Planner PRC 2014-16: Proposed Papago Park Improvements INTRODUCTION & BACKGROUND Papago Park is located at 7319 Papago Place, Anchorage, Ak. The park includes a little league field (used for T-Ball), bleachers, perimeter fence, bleachers, team benches and a gravel parking lot for approximately 50 vehicles. The condition of the field and associated facilities is in fair to good condition, but the parking lot is full of 2-3 deep pot holes and does not drain properly. Additionally, the porta-potty facilities and dumpster are placed seasonally just feet away from the bleachers, causing disruptive odors and an uncomfortable user experience in the park. There is currently no place to picnic or relax on a bench unless the user is utilizing the ball field facilities. The scope of work will include re-grading and repairing the drainage issues with the parking lot, including removing and replacing the D1 gravel material. A new picnic bench will be installed on a concrete pad in the southeast native grass area. The dumpster and protta-potty will be relocated to the southeast corner of the parking lot, away from the bleachers but yet easily accessible. The local little league club will make repairs to the fence as part of their volunteer program, and if the budget allows we will improve the soil and seed of the turf. FUNDING & COMMUNITY SUPPORT In 2013, the park received a $100,000 State Legislative Grant for neighborhood park capital improvements. The scope of work was developed with the input from Deanna Montagna, President of the Dimond West Little League. The proposed scope of work has been presented and a letter of support was issued by the Taku/Campbell Community Council on March 20, 2014. STAFF RECOMMENDATION Staff recommends that the Parks & Recreation Commission pass the proposed resolution to support the Papago Park Improvements as presented.
