Sunbridge is easily accessible from numerous Central Florida roadways. State Road 528 borders the community to the north. The community can also be accessed by several local roads, including Cyrills Drive and Nova Road. There are also several planned, new roadways as part of future development, which includes a new SR528 interchange (Construction to begin Q2 2016) and access from the Osceola Parkway, which is currently in review. When will Sunbridge open? Planning is currently underway, with construction anticipated to begin in Osceola County in 2017 and in Orange County in 2018. Spanning 24,000 acres, the development is a long-term project with build out expected over the next 30 years. Is Sunbridge part of the Deseret Ranch? No, Sunbridge is an independent development of the Tavistock Development Company and Suburban Land Reserve ( SLR ). Portions of Sunbridge s 24,000 acres were formerly owned by Deseret Ranch. Sunbridge is not part of the recently approved, long-term sector plan for Deseret Ranch land in Osceola County. Is Sunbridge part of Tavistock s Lake Nona community in Orlando? No. While located within close proximity to Lake Nona (less than two miles at its closest point), Sunbridge will be a separate, master-planned community in Central Florida. Sunbridge: Orange County FAQ What are the proposed amendments to the Orange County Comprehensive Plan? On March 21, 2016, Tavistock Development Company applied for amendments to the Orange County Comprehensive Plan in order to establish Sunbridge, a large-scale, master-planned community that will include a diverse range of neighborhoods, employment centers and commercial districts. Amendment 1: Urban Service Area Boundary Change The first request is an expansion of the USA boundary to allow for the addition of that portion of the Innovation Way East (IWE) property lying west of Turkey Creek and east of International Corporate Park (ICP). On January 26, 2016 the Board of County Commissioners added this same portion of the IWE property lying west of Turkey Creek to the Innovation Way Overlay, designating its intent to bring the property into the Urban Service Area. Amendment 2: Future Land Use (FLU) Designation Change Orange County first began discussions about creating a new Innovation Way future land use (FLU) category back in 2005. The second request is a FLU change to the newly created Innovation Way (IW) Future Land Use classification that was created by the Board of County Commissioners on January 26, 2016. The Innovation Way FLU category was developed as part of the County s goals of sustainable development, high value economic development, environmental protection, innovative urban form, and multimodal approaches to mobility. New road connecting Orange and Osceola counties A key element of the proposed Comprehensive Plan Amendments is the creation of a new north south arterial roadway (Sunbridge Parkway) connecting the new SR 528 interchange on the north to the southern portion of the Sunbridge community in Osceola County. This roadway will provide a new regional mobility corridor between the counties and will bind the north and south components of Sunbridge together via a two-lane rural roadway, which will also provide some future relief to Narcoossee Road. There will be no connection between Lake Mary Jane Road and Sunbridge Parkway not even a temporary connection during construction. The Lake Mary Jane Rural Settlement will be completely isolated from Sunbridge. What is the Comprehensive Plan Amendment Process? As the property is more than ten acres and is considered a large-scale amendment to the Future Land Use Map, the application required two rounds of County review (transmittal and adoption public hearings). The purpose of the transmittal hearings is to determine whether the application is consistent, compatible, and complete enough to transmit the proposal to Florida s Department of Economic Opportunity (DEO) for review. Once DEO has reviewed the proposal and provided any comments, the case will come back to the county for adoption (final approval) hearings. Can you explain the program change from ICP to Sunbridge? The proposed Sunbridge property has approvals by way of the currently approved International Corporate Park (ICP) Development of Regional Impact (DRI). They are shown in the table below in the Year 2040 Adopted column. The 2040 Proposed column is what is planned for Sunbridge in Orange County on the ICP and IWE land combined. With close to 20M square feet of entitlements, ICP was started as primarily a single-use industrial property in the 1980 s. The current marketplace demands a more mixed-use environment. The change in program is moving away from a completely industrial and commercial project, to a community where people can live as well as work. Sunbridge s development is planned to occur in phases over a 30+year period. The rapid growth of the southeast Orlando metropolitan area has created the need for a new location for future residents and businesses. As a result, Sunbridge is a distinctly different development plan and vision than all of the preceding development plans. What is the economic basis for changing from the old ICP to Sunbridge? Orange County s vision for the Innovation Way area encourages residential, employment and commercial activities to be planned in a more holistic manner. Sunbridge has several key advantages with its location. It is strategically located to take advantage of proximity to the Orlando International Airport, Lake Nona/Medical City, the University of Central Florida, and the Port Canaveral/Space Coast. This unique spatial relationship with some of the region s largest current and future economic generators will allow Sunbridge to market the region to employers with a statewide, national and international focus. Lake Mary Jane: Rural Lifestyle CS 1 and CS 2 Future Use The properties known by the Lake Mary Jane Alliance as CS-1 and CS-2 (parcels adjacent to the rural settlement) are not included in the Orange County Comprehensive Plan amendments and are not being changed from the 1 home for every 10 acres that exists today. Furthermore, there will be no public access to Lake Mary Jane Road from the proposed Sunbridge Parkway. This includes permanent, temporary, and construction access. There are private easements on TM Ranch Road that must be honored, which is beyond the control of Sunbridge Transportation The centerpiece of the proposed Sunbridge master planned community is the planned new interchange with SR 528 west of the existing partial interchange. Orange County, the Central Florida Expressway Authority, and Suburban Land Reserve the owner of International Corporate Park - jointly funded this project. It is expected to be under construction in June/July of 2016. This interchange will provide much needed full access to SR 528 from all directions. The Conceptual Regulating Plan in the Sunbridge application includes the proposed interchange, as well as a proposed framework road system that connects with planned extensions of Dowden Road through Starwood, and Innovation Way South that connects through the recently approved Camino Reale project to the southwest. The proposed framework roadway plan for Sunbridge allows for multi-modes of mobility to be incorporated over time as demand for options other than the automobile emerge and become market ready. that will provide pedestrian and cycling movements for commuting as well as recreation. Access to Lake Mary Jane Road There will be no public access to Lake Mary Jane Road from the proposed Sunbridge Parkway. This includes permanent, temporary, and construction access. There are private easements on TM Ranch Road that must be honored, but will be restricted to the existing users. Moss Park Road Traffic The proposed framework roadway plan for Sunbridge is anticipated to provide relief to the fast growing region of southeast Orange County. The traffic on Moss Park Road from existing development will ultimately have options to disperse to the east and north to SR 528. Sunbridge will not have any impact on the Lake Mary Jane Rural Settlement. Wildlife Corridors With nearly half of the overall acreage being set aside as preserved land, there have been significant efforts made in conjunction with Orange County to ensure that adequate wildlife crossings are provided. As noted in the Orange County Comprehensive Plan, FLU5.4.5 will be used to guide the protection of wildlife in Sunbridge. Orange County will collaborate with the FFWCC, the U.S. Fish and Wildlife Service (FWS), the Central Florida Expressway Authority, and Florida Department of Transportation to establish development standards to ensure that wildlife crossings are provided at public roads that cross river systems, wetlands, and other potential wildlife corridors. To facilitate these wildlife crossings, Orange County shall require appropriately sized crossings and fencing to direct species to the crossings. Tavistock has identified wildlife corridors in our application that will be protected as part of any overall environmental framework for the project. Noise Sunbridge Parkway has been purposefully located east of Roberts Island Slough and well away from the nearest home in the Lake Mary Jane Rural Settlement. Water Quality Stormwater The stormwater management systems planned for Sunbridge must meet or exceed extensive treatment criteria established by the South Florida Water Management District, the St. Johns River Water Management District and Orange County in order to protect the region's natural resources and Outstanding Florida Waters (OFW). Sunbridge's stormwater ponds will provide 1.5 times the normal pollution abatement as well as utilize other techniques, including but not limited to dry pond pretreatment and stormwater reuse, in order to ensure the protection of the water quality at Sunbridge and within the region. Sunbridge is located in the Big Econ drainage basin the basin directly east of the Lake Mary Jane Rural Settlement. The stormwater from Sunbridge generally will discharge and flow away from the Lake Mary Jane Rural Settlement. Still, water quality is critical to the future of the entire region. The Lake Mary Jane Rural Settlement and Sunbridge have a shared and common interest in the protection of the environmental quality of the region. Disston Canal We know that flooding is a regional issue, especially in the Lake Mary Jane Rural Settlement, and that the nearby Disston Canal is an historical facility that helps drain runoff. County and Water Management District rules will not allow any part of Sunbridge to discharge water at a higher rate than what exists today. We are currently conducting studies to collect more accurate data on how the canal functions during storm events, so that we are even better equipped to meet or exceed County and Water Management District requirements. Potable Water Orange County Utilities has provided confirmation that it has potable water capacity in its regional water system to serve the build out of Sunbridge from wells over 11 miles from the Lake Mary Jane Rural Settlement. Sunbridge is planned to be served by central wastewater and reclaimed water systems from Orange County. There will be no wells or septic tanks in Sunbridge. Irrigation Concerns were raised regarding the receding levels of private wells in the Rural Settlement. In lieu of groundwater, Sunbridge will utilize reclaimed water for irrigation from Orange County s wastewater system. Environmental Sunbridge is thoughtfully designed to work in concert with nature. Sunbridge s application is for lands that lie entirely west of Turkey Creek the western most tributary of the Econlockhatchee River. The proposed Sunbridge eastern boundary reflects the desire to plan for the gradation of land use intensity downward as development nears the River Protection Zone of Turkey Creek, a tributary of the Econlockhatchee River. Sunbridge plans to provide the required 550 buffer between any development and the edge of Turkey Creek. One of the guiding principles for the design of Sunbridge is to allow ecologically sensitive lands and environmental buffers to drive the form of the community. As such, ecosystem and wildlife habitat protection is achieved through compliance with Orange County s Environmental Land Stewardship Program (ELSP). The Sunbridge application includes a required draft ELSP agreement (Appendix C) which commits the developer to abiding by the requirements of the County s ordinance. There is also a proposed Environmental Lands Stewardship Area Determination (ELSAD) Last Update January 11, 2017 7
in our application to the County which provides a preliminary examination of the route for Sunbridge Parkway and its relationship to ELSP lands, including wildlife corridors. With nearly half of the overall acreage being set aside as preserved land, there have been significant efforts made in conjunction with Orange County to ensure that adequate wildlife crossings are provided. The transportation network will be planned in concert with known wildlife corridors and designed to accommodate movement to include raised roadways as required by Orange County. Public Safety Since there will be no access from Sunbridge Parkway to Lake Mary Jane Road, the character of the Rural Settlement should not be impacted by Sunbridge. There will be no increase in traffic or access to Lake Mary Jane Road when Sunbridge Parkway is constructed. As Sunbridge develops, it is likely that a Fire/EMS station will be included in the project to provide first response times that meet Orange County s public safety standards. Although, without any access to the Rural Settlement, these services will focus on Sunbridge. Schools All great communities have great education networks, and Sunbridge will feature exceptional opportunities for lifelong learners at every stage of the game. Orange County Public Schools (OCPS) has already planned for three schools to be located at Sunbridge two middle schools and an elementary school. Last Update January 11, 2017 8
