Chapter 9 The New Towns Programme started in 1973. It aims to improve the living environment by decentralising the population from overcrowded urban areas. The programme has expanded continuously to cope with the increase in population in Hong Kong. The number of new towns has increased to nine since 1973 (Figure 9.5). Now, the population of Hong Kong living in the new towns is about 3.1 million. The new towns provide a pleasant and self-contained living environment. There are efficient transportation systems, and adequate infrastructure, community facilities and open spaces. The problem of land use conflict is largely avoided.
