North Lynn Street Corridor needs public art to keep pace with the changing scale of the urban environment and to establish a memorable public space. As a connection to Key Bridge and Meade Street Bridge, Lynn Street is a commercial, transportation and pedestrian artery in Rosslyn. These two bridges anchor at the north and south ends of the street and mark entries from Arlington to the south and from Washington D.C. to the north. 4
in coordination with upcoming improvements to Lynn Street bridge over I-66. 5

Rosslyn Plaza PDSP PROPOSAL Phased development site plan of the Rosslyn Plaza site PDSP establishes general plan for site, including location of streets and open space, overall massing, height, density, and design guidelines 2.5 million square feet of development in six buildings: 3 Office Buildings 2 Residential/Hotel Buildings Up to approx. 80,000 SF of Retail Proposed to redevelop over 5 phases No final site plan proposed
Rosslyn Plaza PDSP: SPRC 2012 2013 Jan Feb Mar Apr May Jun Jul Aug Sep Oct Nov Dec Jan Feb Mar Apr May Jun Jul Aug Application Accepted SPRC #1: Project Introduction SPRC #2: Staff Analysis SPRC #3-6: Discussion of Guiding Principles SPRC #7-9: Discussion of Revised PDSP (block structure/connectivity) SPRC #10: Uses SPRC #11: Open Space/Ground Floor SPRC #12: Heights and Massing SPRC #13: Phasing
Rosslyn Plaza PDSP: SPRC s Draft Guiding Principles Central Place M Plaza Open Space 1. Public open space should expand and diversify Rosslyn s open space resources by providing new types of spaces which attract a broad range of residents, workers, and visitors and encourage evening and weekend use. 2. Well-designed public open space should be highly visible, have direct street frontage, and be at grade with major pedestrian, bicycle and vehicular circulation around and through the site. Central Open Space 3. A significantly sized public open space should be provided on a prominent street and should be designed to accommodate multiple park uses and provide flexibility for multipurpose programming. N Existing / Planned Open Space Potential Open Space Location Open Space Connection / Visual Corridor 4. Public open space should respond to the site s unique opportunities such as its proximity to the waterfront, Theodore Roosevelt Island, and nearby recreational trails. 5. Public open space should be designed and located so as to minimize the negative impacts from the site s adjacency to Interstate 66. 6. Streetscapes should be designed as useable public space with enhanced pedestrian elements such as widened sidewalks, seating, and multipurpose green spaces. 7. Public art should be incorporated into the site s open spaces in order to activate them, improve wayfinding, complement cultural uses, and contribute to a sense of place for the site. Illustration for discussion purposes only 15
Rosslyn Plaza PDSP: Applicant Open Space Proposal 4 separate open spaces proposed, ranging in size from 3,000 20,000 square feet Focus on central retail plaza, with additional open spaces dispersed on the site
Rosslyn Plaza PDSP: Staff s Retail Guidance Local-serving or destination? As designed, the retail would likely be local-serving Strategies for successful retail destination: Strong visibility and access from central Rosslyn Clustering and connectivity on site Interim retail strategies during phasing Two-way, two-sided, multi-modal streets Accessible parking Pedestrian-scale streetwall Designed to complement open space Critical mass Tenanting strategy Anchors
Rosslyn Plaza PDSP: Staff Open Space Guidance ALTERNATIVES EXPLORED AT SPRC Open space should be consolidated to create a larger, usable park space Why? Provides flexibility for a variety of park uses to be determined through a future public process Opportunities to create large, public park spaces elsewhere in Rosslyn are limited Park itself can act as a destination Provides strong connection to the key site access points and allows for potential synergies in programming between open spaces Consolidating the open space would also allow for an established street wall and concentrations of retail elsewhere on the site 18
Rosslyn Plaza PDSP: SPRC Discussion The SPRC did not come to a consensus on the configuration of the open space. Generally, members were most favorable toward the central multi-purpose space and the esplanade elements of the open space proposal. Questions Remaining Is this site a destination? What elements contribute towards making it a destination? How does this park fit into the Rosslyn open space network? The park should complement, rather than duplicate, Rosslyn s open spaces and capitalize on the unique opportunities of the site. A retail vision/strategy for the site is needed. 19
Adopted Rosslyn Plan Framework: Rosslyn Plaza Street Connectivity, Esplanade, and Park are all key goals.
Adopted Rosslyn Plan Framework: Rosslyn Plaza Priority view corridors at grade and from the Central Place public observation deck cross the site
Adopted Rosslyn Plan Framework: Rosslyn Plaza Sensitive edge transition to river; ground floors supporting walkability

Main strategies: Design and program as active destination Create significant visual and access connections to The Esplanade, Wilson, 17 th, 18 th, 19 th Streets Thoroughly integrate design and use with adjacent development Layout alternatives: Locate major space to connect the Esplanade with Kent Street Locate major space along the Esplanade Scenario 1 Scenario 2 esplanade esplanade 49
Can we see cases of comparable urban parks framed by tall buildings; Scenario 2 seems more disconnected from the center of Rosslyn; Neither scenario has a good connection to 18th Street; Neither scenario reflects the opportunity for a large plaza along Kent Street; Retail viability will be a challenge along Arlington Ridge Road; retail could be focused on 18th Street with other active uses facing the parks; Scenarios are missing an opportunity for 17 th and 18 th Streets to be pedestrian-only; Want to avoid a Wall of Rosslyn effect, potentially through more varied building heights/alignments; Rosslyn needs a town square; this space could help achieve that 50
Strong connection to 18 th St Corridor Direct connection to Wilson Blvd. Overlap with Esplanade Prominent center space with variety of connected public space settings Prominent crossing of 18 th & Esplanade 51
