We reviewed it and attached our comments along with this cover letter. The first section of our review highlights our major comments. The following sections contain more specific comments, including those received from other city departments and community members. Since several important issues still remain, you will need to make another submittal. Please revise your cover letter and drawings and send us a new submission on or before Monday, July 11, 2016. Note that all our comments are numbered. When you resubmit, include a cover letter specifically responding to each item. Initial Submission Review SUMMARY OF KEY COMMENTS FROM ALL DEPARTMENTS Please review the Site Plan and CSP Manual for further requirements with the entire sheet set. Quite a bit of labeling, data blocks, and phasing need to be shown on these sheets. PLANNING DEPARTMENT COMMENTS 1. Community Questions Comments and Concerns 1A. Thus far, staff has not received any comments at the start of this application. 2. Completeness and Clarity of the Application 2A. The following items need to be provided on the site plan sheet, per the requirements of the Site Plan/CSP Manual: ADA Route Bike Racks Detention Ponds Easements existing and proposed Entry Monuments Fences/Gates locations, shown and labeled, materials, color and height labeled Fire Lanes Handicapped Ramps and Spaces Legend (on the site plan sheet) Monument sign locations Retaining walls (label all locations, identify all materials, color and heights) Setbacks Sidewalks/trails (provide cross-section with the labels) Site Lighting Street/Pedestrian Lighting Trash Enclosure (dimensions, colors and materials) 2B. Please provide the following to the landscape plans, per the Site Plan/CSP Manual: Monuments Sign location Fencing/gates Buffers Retaining Walls Service/Trash enclosures Lighting All easements proposed and current Phasing labels 3. Zoning and Land Use Comments 3A. All details need to be located on a site detail sheet (or two). Benches, trash enclosures, fencing, and lighting should be dimensioned and materials/colors should be labeled. See the teal lines for specific comments on additional site details. 4. Transportation Planning Issues 4A. Please show the additional access point off of Exposition (or show the phasing of it) on all sheets in the sheet set.

5. Streets and Pedestrian Issues 5A. Please label the ROW and show what is to be phased on Powhaton and Exposition. A deferral of these public improvements should be detailed in a letter for the City Engineer at the time of a second submission. If this is not considered a deferral, reference the phase of the Harmony PIP where these improvements are detailed. 6. Parking 6A. A data block showing the maximum amount of assembly (for parking purposes at the facility) is necessary. Please review the requirements for the data block in the Site Plan/CSP Manual located at this link: https://www.auroragov.org/userfiles/servers/server_1881137/image/departments/development/site%20plan%20m anual%20linkless2.pdf 7. Open Space and Recreational Amenities 7A. The phasing on all of the sheets in the sheet set needs to be clear. Please use a table to write out the phasing and use labels and/or a legend to indicate the various phases of the plan. 8. Landscape Design Issues Comments by Kelly K. Bish, RLA, LEED AP/ Kbish@auroragov.org/ (303) 739-7189/ PDF Comments in teal. A. Use the same title block and orient the landscape sheets to match that of the civil engineer. B. Show the proposed detention ponds and provide the required landscape chart and landscaping. If overlapping landscape standards occur, then provide the more restrictive of the requirements. C. Provide parking lot perimeter landscaping. See comment on landscape plan. D. On the next submittal, provide all existing and proposed contours grayed back, all existing and proposed utilities and all existing and proposed easements. E. Label and dimension all provided buffers. F. Label the building, labyrinth and other distinctive site amenities. G. Provide the missing buffers (street and non-street), building perimeter landscaping and detention pond landscaping according to code requirements. Also include the required charts to document code compliance. H. Add the future road improvements along both Powhaton and Exposition Avenue. I. Update the plant schedule to reflect the plant abbreviations i.e. PNP, POP etc. J. The layout specifically the parking areas may need to be shifted to accommodate the required buffer. K. Provide an irrigation plan to Aurora Water that represents the ultimate build-out of the landscape. The water tank is only a temporary method of irrigation and a below ground system must be designed and submitted for review. L. Remove the Standard Right-of-Way Table and add a note per the comment in teal on the landscape plan. M. Add not for construction to all landscape sheets. N. Provide a note that states that an in ground irrigation will be installed in accordance with the PIP for Harmony. O. The applicant may wish to consider a more frequent watering schedule due to the intensity of the heat and winds. P. Provide larger details of the fencing. Q. Show the locations of the proposed signage for both streets on the landscape plan. 9. Signage Issues 9A. Please ensure you show the locations of the monument signs on all sheets. 10. Other Site Planning and Technical Issues 10A. Addressing. As of June 23, 2016, Planning has not received comment from engineering. Staff will certainly forward any correspondence along as soon as we obtain it. 13. Xcel Energy 13A. The property owner/developer/contractor must contact the Builder's Call Line at 1-800-628-2121 or https://xcelenergy.force.com/fastapp (register so you can track your application) and complete the application process for any new gas or electric service. It is then the responsibility of the developer to contact the Designer assigned to the project for approval of design details. Additional easements may need to be acquired by separate document for new facilities. As a safety precaution, PSCo would like to remind the developer to call the Utility Notification Center at 1-800-922-1987 to have all utilities located prior to any construction. Approved all-weather surface which withstands an imposed load of 85,000# minimum; 29' inside and 52' outside turn radii. 23' width minimum with 2 points of access as shown for illustration purposes only. As development proceeds Fire Lane will need to be extended so that all exterior portions of structures are within 150'. Accessibility features/routes not shown. Provide in accordance with the 2015 IBC, Chapter 11 and ICC A117.1. Include HC parking/van spaces with dimensions and extend the accessible route to the public transportation stop. Onsite fire hydrant needed. Additional may be required once future structures are erected. Fire hydrants required to support Exposition and Powhaton Rd. Looped water supply required for fire hydrants. Landscape Note o All fire hydrants will be located not less than three feet six inches (3 6 ) and not more than eight (8) feet from the back of curb to the center of the hydrant, unobstructed on the street side with a minimum clearance on all other sides will be five (5) feet.

15. Real Property 15A. See red line (Magenta) comments on the Site Plan. There are a couple of words that need to be deleted in Note #6. Add a note about Architectural Features. There are no easement shown; if there any additional easements needed then dedicate them by separate documents. Contact Maurice Brooks in Real Property Services to start the process. The street address show on sheets 3-6 need to be changed. The curve angle needs to be represented in degree, minutes and seconds to match the described boundary. 16. Arapahoe County 16A. Engineering.
