Meeting Overview The purpose of this third Community Information Meeting is to review and discuss the Strategic Initiatives drafted for the Lambeth Community Improvement Plan (CIP). Staff will provide a presentation to show what may be including in the Lambeth CIP. The workshop will enable participants to: confirm identified actions; identify action priorities; identify action champions; and provide additional comments. Community comments received will help staff finalize the Recommended Lambeth CIP that will be presented to Council for adoption. CIP Background Goal of the Community Improvement Plan The redevelopment, revitalization and overall improvement of the Lambeth community. Who? Municipality (Council and City staff), Lambeth Community (residents, business and/or property owners), and Local Organizations (such as the Lambeth Community Association, Rotary Clubs, and the Horticultural Society). What? Action Plans containing the Vision, Goals and Strategies for the community, used to guide improvements in the area. Why? Focus and coordinate efforts to make improvements through rehabilitation and redevelopment within an established area. Where? The Project Area of the Lambeth Community Improvement Plan, as adopted by Council. When? Council has to approve the Lambeth CIP, after which there is a 30 day appeal period. They City can change policies once the appeal period has ended. (Community Champions can start now!) How are CIPs used? City budgets, work programs and coordinating within departments, coordination with other organizations and boosting private sector investment in local area. 1

Lambeth Village Core North Located along a major traffic route, this project sub-area is comprised of lands fronting onto Main Street (between Campbell Street and Colonel Talbot Road) and zoned Business District Commercial as well as lands on either side of Colonel Talbot Road (between Main Street and Sunray Avenue) and zoned Arterial Commercial. Lambeth Village Core South This project sub-area is located along a major traffic route through the community and is comprised of lands fronting onto Colonel Talbot Road between Sunray Avenue and Dingman Creek (south of Outer Drive) and zoned Arterial Commercial. Lambeth Residential Neighbourhood This project sub-area has a close relationship to both the Lambeth Village Core North and South and is comprised of lands within the Project Area that are typically zoned Residential, however there are some lands fronting onto Wharncliffe Road South that are zoned Arterial Commercial. 5

Vision Our Lambeth will be a place for others to visit, well-known for its history, which comes alive through the charming historic main street, unique shops and services, the Dingman Creek, parklands and community events. 6

Objectives 1. Maintain and enhance its real and authentic feel, heritage and character 2. Foster a broad range of uses and activities on Main Street and Colonel Talbot Road that activate the these areas at all times throughout the day and the year 3. Create a strong visual and physical relationship with the Dingman Creek and celebrate it as a significant river and ravine corridor 4. Introduce more pedestrian and cycling friendly routes and facilities 5. Develop great streetscapes with a visually interesting, accessible and clean public realm 6. Provide more parking opportunities to encourage people to get out of their cars and enjoy the commercial core 7. Improve connections with the City of London, in particular those areas within the Southwest Area Secondary Plan 8. Offer a range of parks and recreation amenities 7

Activity Instructions 1. Review each identified action and consider how this would help improve the Lambeth Community. 2. Consider who should lead the implementation of each action and indicate a Champion and Partner(s). 3. Consider the timing of each action and indicate its priority as a Do 1st, Do 2nd, or Do 3rd. Definitions Action Something that can be done to achieve improvement in the Lambeth Community Improvement Plan Area. Champion Champion is an informal role whose main goal is to make the project succeed by addressing different obstacles. For the purpose of this activity, a Champion means a person, group and/or organization that advocates for an identified action by praising its benefits, is a fierce supporter of the action and provides support by liaising with parties to address worries and/or obstacles. Priority An action that is more urgent or important than another. For the purpose of this activity, it may also include things that are easier to accomplish because they are less costly and/or because they do not require government approvals. 8

2 Strong Business Environment Lambeth CIP Actions Improvement Intent Project Lead Timing 2.1 Establish Business Association for those entities located within the Lambeth CIP Area Organizes and gives voice to business owners priorities and concerns 2.2 Provide consistent City point of contact for supporting a broad range of business uses and activities in the Village Core (North and South) Activates commercial area throughout the day, week and year 2.3 Enter into discussions with financial institutions on retaining local bank branches within Lambeth CIP commercial areas 2.4 Improve access to 2550 Main Street (current location of local RBC branch) Fosters a broad range of uses and activities that activate the Lambeth Village Core Improves commercial viability of the property and community safety 12

4 Strong Mobility Options Lambeth CIP Actions Improvement Intent Project Lead Timing 4.1 Introduce pedestrian and cycling friendly facilities along Colonel Talbot Road within the Lambeth CIP Area, in accordance with the City s Cycling Master Plan. Improves public safety and supports a bicycle friendly community 4.2 Improve sidewalks and lighting along both Broadway Street and Broadway Avenue between Campbell and Colonel Talbot Road Increases pedestrian safety and supports accessibility 4.3 Improve sidewalks and lighting along both James Street between Campbell and Colonel Talbot Road Increases pedestrian safety and supports accessibility 4.4 Explore opportunities for a bicycle route along either Main Street, Broadway Avenue, or James Street Supports a bicycle friendly community and encourages active transportation 4.5 Explore opportunities to, and create stronger physical connections (roads and/or trails) with other parts of the City of London, in particular those areas within the Southwest Area Secondary Plan. Lambeth CIP Actions Improvement Intent Project Lead Timing 4.6 Identify opportunities for improving bus services (frequency and routes) to connect with other parts of the City of London, in particular those areas within the Southwest Area Secondary Plan. 4.7 Identify opportunities to introduce amenities at bus stops, including: benches, shelters, lighting, and waste receptacles within the Lambeth CIP Area Supports accessibility and improves connection with the City of London Supports accessibility, safety and a clean public realm 4.8 Establish physical access to and along the Dingman creek corridor (in keeping with the recommendations of the Dingman Creek Environmental Assessment) 4.9 Explore opportunities to build additional trails/pathways throughout the Lambeth CIP Area (in accordance with the City s Cycling Master Plan and the Dingman EA which may refined routing along the Dingman corridor. 4.10 Install pedestrian and cycling amenities, including appropriately scaled lighting, as part of all future municipal road improvement projects Celebrates and creates physical relationship to Dingman Creek Provides walking and cycling routes that are connected to parks system and separated from roads Improves safety and accessibility within the community 4.11 Explore opportunities to install pedestrian cross walk at Main Street between Rutledge Road and Bainard Street Improves pedestrian safety and mobility within the commercial core 4.12 Explore opportunities to install pedestrian cross walk at Colonel Talbot crosswalk near James Street Enables safer access to Community Centre 17
