Noise Analysis As part of the environmental analysis conducted during the NEPA analysis, VDOT will conduct a noise impact assessment which will include: Identifying noise receptors (such as residences, schools, parks, etc.) Conducting noise monitoring in the field Conducting noise modeling Identifying impacts Designing and assessing mitigation Preparing and presenting noise study results and preliminary noise wall locations (if necessary) at public meetings. 15

Noise Barriers Feasibility Does it work acoustically? VDOT requires that 50% or more of the impacted receptors experience 5 db(a) or more of noise reduction to be feasible; AND Can it be constructed? Factors related to design and construction include: safety, barrier height, topography, drainage, utilities, and maintenance of the abatement measure, maintenance access to adjacent properties, and general access to adjacent properties Example of location where sound barrier would not be feasible due to spacing of driveways
Noise Barriers Reasonable Cost-effectiveness Maximum 1,600 sq ft of noise barrier or less per benefited residence Design goal 7 decibels of noise reduction at 1 impacted receptor Viewpoints of the benefited receptors Democratic vote of the benefited receptors 50% of the benefited respondents must favor construction Partial mitigation may occur as a result of the vote

Estimated Project Cost and Funding Engineering Design: $14 Million Right of Way Acquisition/Utility Relocation: $32 Million Construction: Phase 1 (Popes Head Road Interchange): $50.6 Million (Funded) Phase 2 (Fairfax County Parkway Widening): $94 Million Total Cost: $191 Million The project is being financed with federal, state, and local funds, including Smart Scale and Northern Virginia Transportation Authority (NVTA) funding. These project costs are estimates and subject to change as the project design is further developed. 21
