Bayswater Town Centre Structure Plan Visioning Workshop What do we know? How do you currently relate to and interact with the town centre? And how would you like to
What do we know - Our Observations Four broad areas of investigation
MOVEMENT Broader Context & CONNECTIVITY TC benefits from good access to and from elsewhere via: Rail radial & future spur line Road access to highway frame
MOVEMENT - Local & CONNECTIVITY Access to and from nearby: Range of schools Aged care Plentiful parks Industrial uses Swan River
MOVEMENT Town Centre & CONNECTIVITY Busier roads typically in valleys. Only one vehicle connection across rail line. Laneways common.
MOVEMENT Crossing the Tracks & CONNECTIVITY Vehicle underpass Pedestrian underpass & level crossing
MOVEMENT Variety of Parking & CONNECTIVITY On-street parking common and well-used. Newer buildings often have some on-site parking - in groups (Beechboro) or individual lots. Can we help the lanes to work harder for parking?
BUILT FORM - Landform & CHARACTER Town centre framed and punctuated by ridgelines.
BUILT FORM Landform Response & CHARACTER Buildings cascade down Whatley Crescent Site slope presents challenges and opportunities for development.
BUILT FORM Landform Response & CHARACTER Single houses can be imposing over the street (N side of KWS) Can we work with the existing landform to protect and share district views?
BUILT FORM Heritage & CHARACTER Historic shopfront forms are common. Study area: Contains a number of Heritage Listed places Adjacent to Bayswater Character Protection Area
BUILT FORM Heritage & CHARACTER Now Pharmacy 777 Now Bendigo bank Bayswater Hotel Now Liquor Land Shops along Whatley Crescent Images courtesy of the Bayswater Historical Society
OPEN SPACE Low Lying Land & PUBLIC REALM Parks (& retail uses) typically located in low land. Open drainage lines frame the north of the town centre.
OPEN SPACE Public spaces & PUBLIC REALM Well serviced by local parks. No real urban plazas or civic spaces. Could we build on / celebrate the garden city moniker in the town centre?
OPEN SPACE Perceived Safety & PUBLIC REALM Parks are generally wellused and well lit. But do they feel safe? Are there other areas where we need to improve safety perceptions? Lanes, car parking, streets, areas near rail?
ACTIVITY Building Types & LAND USE Predominantly single dwellings Grouped dwellings north of rail Lacking apartment forms? What others? Terraces?
ACTIVITY Economic Analysis & LAND USE Retail / Commercial Modest leasing activity recently Established businesses, often owner occupier (low turnover) Mixed Use / Residential Fine grain (narrow lots) pose challenges to redevelopment require land assembly How can we encourage more residents to live in and around the town centre? Convert Activity to Vibrancy.
ACTIVITY Uses & LAND USE On paper, a centre that has it all? Daily, social, civic and specialised needs 2 x small supermarkets (1 N, 1 S) A centre that has it small?? Café trade developing Morley covers the big retail demands Missing Elements / Opportunities?
