TREASURE ISLAND PHASE ONE PROJECTS PUBLIC ART PROJECT OUTLINE BACKGROUND (DEVELOPMENT PROJECT OVERVIEW) The Treasure Island Development is an approved 405-acre redevelopment project on Treasure Island and parts of Yerba Buena Island in San Francisco Bay between San Francisco and Oakland within San Francisco city limits. The Treasure Island Development Authority (TIDA) is a nonprofit organization city agency that oversees the goal of reusing the island in an environmentally and economically viable way, as well as creating and minting the master development plan. A new ferry terminal will connect to a retail center as part of an urban core with a 40-story tower and hotels. Three distinct residential neighborhoods will radiate from the core area and feature townhouses, along with flats and a 14-story residential tower. Also proposed are: five high-rise towers, a K-8 school, 450,000 sq ft of retail and commercial buildings, a 275-acre park, a 20-acre organic farm, and a 400-slip marina and beach along with state-of-the-art community facilities. The entire redevelopment will take 20 to 30 years to build and will create 8,000 new households for approximately 20,000 people. [1]

The large-scale redevelopment of Treasure Island provides an unparalleled opportunity to commission bold, imaginative and forward-thinking contemporary art projects. The new artworks will embody the spirit of innovation that characterized the 1939 Golden Gate International Exposition. A vibrant and robust art program will affirm Treasure Island s reputation as a remarkable place to live and visit and establish it as a magnet for cultural tourism. Construction is currently commencing in locations on the island where three artwork projects have been identified in the Treasure Island Arts Master Plan, which is scheduled for final approval in June 2017. Approval of this project outline for these three phase one artwork projects will allow staff to prepare to advertise the call to artists once the plan has received final approval thus enabling these phase one artwork projects to be completed on schedule within a tight timeline. The high level curatorial framework, vision, goals and objectives articulated in the Treasure Island Arts Master Plan as approved will guide the development of these artwork commissions. ART OPPORTUNITIES 1. WATER FRONT PLAZA SITE DESCRIPTION The public plaza, ferry shelter, and associated coastal landscape serves as an intermodal hub connecting multiple modes of transit including cyclists, pedestrians, ferries, shuttles, and buses. Numerous seating nodes and terraces radiate from the central Ferry Shelter to take full advantage of the views to the bay and the San Francisco skyline. ART OPPORTUNITY Large-scale gateway sculpture and interactive works in plazas and open spaces flanking or adjacent to Ferry Plaza. PROJECT GOAL This artwork will mark an important point of entry to the island. The work should be iconic, grand and of sufficient scale to command its bayfront location. The artwork should respond to the unique vantage points from which it will be viewed. [2]

CITYSIDE WATERFRONT PARK SITE DESCRIPTION Situated on the western edge of Treasure Island with dramatic views of the Bay Bridge, downtown San Francisco and the Golden Gate Bridge, Cityside Park is an attractive destination that draws visitors and residents alike to partake in various forms of recreation and leisure along this spectacular waterfront. Cityside Waterfront Park is a 24-acre open space, 300 feet wide from the shore to Cityside Avenue and three-quarters of a mile in length. Oriented to deflect and reduce the prevailing northwesterly winds, the double allees of windrow blue gum trees are both utilitarian and formal, structuring space, framing views and defining a series of large rooms, each of which has a specific program and identity. ART OPPORTUNITY This will be the first in a series of large scale sculptures to be installed along the shoreline of this linear park in its many outdoor rooms. PROJECT GOAL Episodic installations of sculpture will create a sustained and engaging art experience for viewers from land and from the bay. Artworks may respond to various themes such as Art on the Edge or Where the Land Meets the Sea, or may respond to the design and programmed use of the artwork s site. [3]

YERBA BUENA ISLAND HILLTOP PARK SITE DESCRIPTION This site is a cultural and ecological arboretum. It tells an evolutionary story with layers of time embedded (stairs, foundation, ruins) as the site flora transitions from a historic ecology to a more cultural landscape. The northern and southern hilltops act as foci of two distinct experiences within the arboretum. The southern hilltop retains and reveals the site s ecological history, while the northern hilltop cultivates an attention to the island s cultural history through remnants and a focus on the built landscape. ART OPPORTUNITY The northern hilltop offers an excellent opportunity for a large scale sculpture to function as a focal point for the built landscape. PROJECT GOAL Artwork created for Hilltop Park will enhance or respond to the natural setting. geographic restrictions associated with this competition. Professional practicing artists from around the world are encouraged to apply. PRE-APPLICATION WORKSHOP A pre-application workshop for these opportunities will be conducted by SFAC staff to discuss the following topics: Treasure Island s Art Master Plan objectives and the strategies for achieving these objectives Information about the overall application and selection process Review of potential sites Technical assistance regarding the application Contract requirements ARTIST SELECTION PROCESS After the application deadline, Arts Commission staff will screen applications to establish a pool of qualified artists. The list of qualified artists will be presented to the Treasure Island Phase One Projects Selection Panel consisting of: One member appointed by the Treasure Island Director One member appointed by the SFAC Three members appointed by the Treasure Island Art Steering Committee, two of whom shall be arts professionals. The panel will identify three finalists for each project opportunity who will be invited to develop conceptual site specific proposals after attending an orientation session with the project team and key stakeholders. These finalists will be paid an honorarium of $3,000 plus travel reimbursement for development of a proposal. The Treasure Island Phase One Projects Project Selection Panel will reconvene to consider the finalists proposals in an interview format and will select one artist and an alternate for the project for review and comment by the Arts Commission prior to presentation to the Treasure Island Art Steering Committee and Treasure Island Development Authority for approval. COMMUNITY INVOLVEMENT The finalists proposals will be on display for public comment on the SFAC and TIDA websites for two weeks prior to the final selection panel meeting. All selection panels, Visual Arts Committee (VAC), Arts Commission and Treasure Island Development Authority meetings are open to the public.
